The guaranty replaces the down payment

VA backs a quarter of the loan for a borrower with full entitlement, which gives the lender the same protection a sizable down payment would. That is why a Fulshear purchase can close with nothing down and no mortgage insurance, and why there is no VA loan limit when entitlement is full: the backing scales with the loan.

Eligibility, entitlement, and the COE

Three questions settle eligibility on a Fulshear file: the service history, the character of discharge, and whether entitlement is full or partly in use. The COE answers all three. VA with full entitlement

No down payment with full entitlement, no mortgage insurance at any leverage, a one-time funding fee that can be financed or waived, residual-income underwriting, no loan limit with full entitlement, and a loan that can be assumed. The cost is the funding fee, and the condition is eligibility.

FHA with the minimum investment

FHA asks for a small minimum investment, accepts a forgiving decision score, and charges an upfront premium plus an annual premium that lasts for the term at full leverage. Conventional with private mortgage insurance

Conventional financing asks for a down payment and a higher score, in exchange for insurance that cancels and no funding fee. i.

Full or remaining entitlement

Two veterans, two COEs, two different loans: one with full entitlement buys above the conforming limit with nothing down, the other with an earlier loan still open brings a down payment on the uncovered portion. A Fulshear loan officer reads the certificate before anything is sized.

ii.

The funding fee tier and the exemptions

A subsequent use costs more than a first use, and five or ten percent down lowers either tier; the exemption removes the fee entirely. A Fulshear veteran with a pending disability claim should raise it early, because a rating granted before closing waives the fee and one granted after can bring a refund.

iii.

Credit, seasoning, and the prior VA loan

Each waiting period is VA’s own, and the recent housing record carries the most weight. A foreclosure on an earlier VA loan adds a second question for a Fulshear veteran: the entitlement used on that loan stays used until the loss is repaid, leaving remaining entitlement for the new purchase.

iv.

Seller concessions and the fees a veteran may not pay

VA caps seller concessions as a share of the value: prepaid items, the funding fee, and payoff of a buyer’s debts count toward the cap, while ordinary closing costs the seller agrees to pay do not. A Fulshear contract that uses the cap well can leave the buyer with little cash to close beyond the deposit already paid.

v.

Residual income and the ratio guideline

Residual income is measured after the housing payment, other debts, taxes, and VA’s allowance for maintenance and utilities, against a table by region and family size. A Fulshear household must meet the figure for its size, and a ratio above VA’s guideline needs residual income well above the table or a documented justification.

i.

COE and pre-approval

Start with the Certificate of Eligibility, the income, and the household size. A Lendmire loan officer confirms the entitlement, the funding fee tier, the ratio, and the residual income, runs the VA structure against FHA and conventional on the same numbers, and provides the terms in writing.

Contract and appraisal

With the contract signed, the lender requests a VA-assigned appraiser, who values the Fulshear home and checks it against VA’s property requirements; the Notice of Value is issued on the report. Seller concessions are checked against VA’s cap, and any condominium project approval is confirmed.

Underwriting

What is a VA loan, and who is it for?

A VA loan is a mortgage from a private lender with a partial guaranty from the Department of Veterans Affairs: VA backs a share of the loan, and in exchange the program allows no down payment with full entitlement, no monthly mortgage insurance, a residual-income test, and a cap on the fees a veteran can be charged. It is for veterans, service members, National Guard and Reserve members, and eligible surviving spouses buying a principal residence in Fulshear.

Who is eligible for a VA loan in Fulshear?

The requirements depend on when and how you served, and VA publishes them by era. A Fulshear loan officer can check the service record against them in a few minutes, and the Certificate of Eligibility is the official answer.

How do I get a Certificate of Eligibility?
