The Quick Read: Residual income is the test that controls a VA cash-out, and the 41% debt-to-income figure is a guideline, not a wall. On a duplex, triplex or fourplex you live in, a ratio above 41% can still work when residual income sits well above the table. The extra pieces on a 2-4 unit are occupancy, how rent from the other units counts, and cash reserves. Everything here is subject to lender guidelines and full file review, and nothing is a commitment to lend.
What Does “Residual Income Over DTI” Actually Mean?
It means the lender looks hard at cash left over each month, not only at a percentage. Debt-to-income (DTI) is all your monthly debt payments divided by gross monthly income, as the Consumer Financial Protection Bureau describes it. It never looks at what is left after taxes and daily living.
Residual income does. It is the cash remaining after the new mortgage payment, other debts, taxes, and a set allowance for maintenance and utilities. The required amount depends on region, family size and loan amount.
The VA’s own rule names both tests. Under 38 CFR 36.4340, the underwriter ordinarily looks at DTI and residual income together, and failing one does not automatically disqualify you. Meeting both does not guarantee approval either. You still have to be a satisfactory credit risk.
Here is the practical split. DTI is a ratio on paper. Residual income is whether your household can actually breathe after the payment. VA treats the second one as the stronger signal.
Key Terms Defined
Residual income: The monthly cash left after the proposed mortgage payment, debts, taxes and upkeep costs, measured against a VA table.
DTI (debt-to-income ratio): Monthly debt payments divided by gross monthly income.
Entitlement: The amount of loan guaranty VA gives you, shown on your certificate of eligibility (COE).
Net tangible benefit: A real, documentable gain from refinancing, which VA cash-outs must show.
Reserves: Verified cash or liquid assets that could cover the mortgage if rent stopped.
Funding fee: A one-time VA fee that can be financed into the loan and is waived for exempt borrowers. It is not mortgage insurance.
How Is a 2-4 Unit VA Cash-Out Underwritten, Step by Step?
The lender runs a set order of checks, and the cushion over the residual income table is what decides a high-DTI file.
1. Certificate of eligibility. The lender orders your COE first. It shows available entitlement, funding-fee exemption and any service-connected disability compensation. The VA Lenders Handbook, Chapter 4 puts this up front.
2. Occupancy. You certify that you live in one of the units. VA’s cash-out page requires it.
3. Income documents. The underwriter verifies income available for the mortgage, other housing costs, debts and family living expenses.
4. Rent from the other units. More on this below. It is where a 2-4 unit file differs most.
5. Two calculations side by side. DTI runs on gross income. Residual income runs on cash.
6. Appraisal. VA treats reasonable value as market value. On two-to-four unit homes, the appraisal also includes an income approach, per Chapter 11 of the handbook.
7. Decision. The file lands in one of three buckets.
| Scenario | What happens |
|---|---|
| DTI at or under 41%, residual income met | No special flag |
| DTI over 41%, residual income at least 20% over the table | No extra supervisor sign-off needed under the rule |
| DTI over 41%, no real cushion | Lender must justify approval in writing, signed by a supervisor |
That 20% cushion is in paragraph (c)(3) of the regulation. Read the full text before relying on it, because lenders apply their own overlays on top.
The rule itself shows why the cushion matters. Clear the table by 20% or more and the extra supervisor step falls away on a file over 41%. Lendmire is a mortgage broker, so it arranges the file and the lender decides.
Where Does the Rent From the Other Units Fit?
Rent helps, but it is discounted and conditional. On a structure with more than one dwelling unit, the rule says prospective rent is not counted unless you show a reasonable likelihood of success as a landlord. You also need verified reserves to carry the full housing payment without rent for at least six months. Only 75% of the lease or rental agreement counts, unless you can document more.
That summary comes from a secondary quotation of paragraph (f)(12)(i). Confirm the wording in the official regulation before you plan around it.
Two practical points follow. First, model a vacant unit. If the file only works when every unit is leased, it is fragile. Second, your own unit’s rent never counts. You live there.
Some lenders add their own reserve months or documentation on multi-unit loans. Those are overlays, not VA rules. Ask which is which.
How Do You Calculate Residual Income on a Cash-Out?
You subtract the new obligations from your take-home cash, then compare the result with the table amount for your region and family size.
Picture a household of four with a fourplex. Gross income covers the payment on paper, but the cash-out balance is larger than the old loan. The larger payment lowers cash left over. If that leftover clears the table by 20% or more, a ratio above 41% is much easier to support. If it clears by a thin margin, the file needs more explanation.
Household size counts everyone in the home, including a non-purchasing spouse and dependent parents. A non-purchasing spouse shown to be self-supporting is a limited exception. Check the handbook for current table values, because lender web charts are often stale.
Tax-free income, like VA disability pay, may be grossed up for DTI. It is not grossed up for residual income. That is a quiet but real difference: it helps the ratio and does nothing for the cash test.
Why Can a Bigger Loan Shrink Residual Income?
A cash-out replaces your loan with a larger one, so the payment can rise. Paying off credit cards at closing lowers DTI. But the bigger mortgage payment can still cut residual income, because that test counts cash left after the payment.
This is the trap on a file already above 41%. Debt consolidation looks like progress on the ratio and can erode the cushion on the cash test.
Taking less cash is the cleanest fix. Smaller balance, smaller payment, larger cushion.
What If You’re Short on the Cushion?
Several levers can move a thin file, roughly in this order of impact.
| Lever | Why it helps |
|---|---|
| Take less cash out | Lowers the new payment, raises leftover cash |
| Pay off specific debts at closing | Removes obligations from the calculation |
| Document more income | Raises the cash side of the test |
| Add reserves | Supports the rental-income conditions |
| Strengthen credit history | Supports the credit-risk judgment |
VA lists compensating factors including little or no increase in shelter expense, high residual income, low DTI, and satisfactory homeownership history. Residual income cannot fix everything. It does not cover undocumented income or recent serious credit problems.
Where Does the General Rule Break?
Several edge cases change the answer.
- Occupancy is the gate. A property you do not live in cannot be cashed out under VA. For a rental or second home, occupancy decides the leverage and the program fit, and that ends this article’s scope on that point.
- Active duty. A spouse or dependent can satisfy occupancy.
- Existing lien. A cash-out refinances an existing mortgage or lien. The loan being refinanced need not be a VA loan, per the Congressional Research Service.
- IRRRL. The streamline refinance is VA-to-VA and cannot generate cash.
- Property size. VA eligibility covers one-to-four unit homes. Five or more units fall outside the program.
- Appraisal. The loan is limited by reasonable value, so a lower appraisal means less cash.
- No VA credit minimum. VA sets no minimum score. The wholesale programs Lendmire works with start at a 580 decision score, and lenders may set a different floor.
What Are the Program Limits and Costs?
Here is the envelope for the VA cash-out refinance program as Lendmire places it, subject to lender guidelines and full file review.
- The cash-out reaches 100% of the appraised value, including the financed funding fee.
- There is no mortgage insurance.
- With full entitlement, there is no VA loan limit. With remaining entitlement, speak with a loan officer about whether a down payment applies.
- The funding fee on a cash-out is 2.15% on first use and 3.3% on later use. It is waived for veterans receiving service-connected disability compensation and other exempt groups.
- A net tangible benefit is required. Seasoning is the later of 210 days from the first payment and the sixth payment.
This is a consumer mortgage, so a Loan Estimate and Closing Disclosure apply. Tax treatment can depend on your situation; borrowers should speak with a qualified tax professional before relying on any deduction or credit.
What Documents Does the File Need?
Expect to gather:
- Your COE and proof of occupancy
- Pay stubs, traditional personal-income documentation and VA award letters
- Current leases for the other units
- Bank statements showing reserves
- A property-manager agreement or landlord history, if you have one
- Statements for debts you plan to pay off
The appraisal adds a rent schedule on 2-4 unit homes.
When Is This Not the Right Fit?
It is not the right fit when you do not live in the property, when the file only works with every unit rented, or when taking the cash would push residual income below the table. It is also a poor fit when the cash-out yields no net tangible benefit. Sometimes keeping the loan you have is the better answer.

Frequently Asked Questions
Is 41% a hard DTI cap on a VA cash-out?
No. It is the standard in the regulation, with a route above it. A ratio above 41% needs residual income comfortably over the table, or a supervisor-signed justification. Lenders may set stricter overlays of their own.
Does my own unit’s rent count toward qualifying?
No. You live in that unit, so there is no rent from it. Only rent from the other units can count, and then only at a discount and with reserves and landlord-capability conditions.
Does a non-borrowing spouse count in household size?
Generally yes. Household size includes all household members, including non-purchasing spouses and dependent parents. A self-supporting non-purchasing spouse is a limited exception.
Does VA disability income help?
It helps DTI, because tax-free income may be grossed up there. It does not get the same boost on residual income. Disability compensation can also make you exempt from the funding fee.
Can I cash out a 2-4 unit I rent to others entirely?
No. VA requires you to occupy the home. Without occupancy, a VA cash-out is off the table.
