Can a VA Cash-Out on a Condo Skip the Appraisal?

Can a VA Cash-Out on a Condo Skip the Appraisal?

The Quick Read: No. A VA cash-out refinance on a condo needs a full VA appraisal. The appraisal waiver people hear about belongs to the IRRRL, a VA streamline that gives you no cash. The appraised value caps how much you can borrow, so there is no loan without it.

Why Does a VA Cash-Out Need an Appraisal?

Because the loan is sized to the home’s value. A VA cash-out can reach 100% of the appraised value, including any financed funding fee. Without a value, there is no loan-to-value ratio (LTV, the loan divided by the home’s value). Without an LTV, nothing can be sized.

VA’s own appraisal table is blunt about it. VA Circular 26-22-13, Exhibit A marks the cash-out refinance “Appraisal: Yes” and accepts only interior appraisals. The same table shows the IRRRL as appraisal waived.

The cap itself is federal. The Federal Register notice on VA cash-out refinances says the new loan may not exceed 100 percent of the reasonable value as VA determines it. Some lenders set a lower cap of their own. That is lender policy, not VA’s rule.

Across the wholesale programs Lendmire places VA files with, the VA cash-out reaches 100% of appraised value. Every file still starts with the appraisal.

Key Terms Defined

These are the words you will hear, in plain English.

  • Appraisal: A licensed appraiser’s opinion of what the home is worth, based on a visit and recent comparable sales.
  • Notice of Value (NOV): The VA document that sets the home’s reasonable value after the appraisal. The loan is sized from it.
  • IRRRL: The VA streamline refinance. It replaces an existing VA loan and has no VA appraisal requirement.
  • Appraisal waiver: A decision to skip the appraisal. Conventional loans have these. VA cash-outs do not.
  • Funding fee: A one-time VA charge that can be financed into the loan. Exempt veterans do not pay it.
  • Minimum property requirements: VA’s basic safety and soundness standards for a home.

The IRRRL Exception (and Why It Is Not Your Loan)

The IRRRL is the one VA refinance with no appraisal. It refinances an existing VA loan to a lower rate or from an adjustable to a fixed rate. There is no VA appraisal, a 0.5% funding fee unless you are exempt, a net tangible benefit test, and seasoning of the later of 210 days from the first payment and the sixth payment.

The catch is that it is VA-to-VA only, and it puts no cash in your hand. If you want equity out of your condo, the IRRRL is not the tool.

Feature VA Cash-Out IRRRL
Cash to you Yes No
VA appraisal Required Waived
Loans it can replace Any loan type Existing VA loan
Funding fee, first use 2.15% 0.5%

The cash-out fee is 3.3% on later uses. Exempt veterans, such as those receiving compensation for a service-connected disability, do not pay it.

Do Desktop or Exterior-Only Appraisals Work on a Condo?

No. This is where some websites get it wrong. VA does allow exterior-only and desktop appraisals, but the Exhibit A footnote limits them to purchases under strict conditions. One condition is that the home is not a condominium. For cash-outs, Exhibit A lists only interior appraisal types.

So if a site tells you a condo cash-out can use a desktop appraisal, check it against VA’s table. The primary source does not support that claim.

Here is the broader pattern: “waiver” means different things in different loan worlds. A conventional lender may waive an appraisal when its own data already supports the value. That option does not carry over to VA cash-outs.

What Is Different About Condos?

A condo carries two checks, not one. The appraisal values your unit. The condo project also has to be eligible with VA.

Chapter 16 of the VA Lenders Handbook covers condominiums. The project must be on VA’s approved list, or be approved before your unit can be guaranteed. VA offers an online condo report for checking project status. A lender or sponsor can also send VA a written request with the project’s organizational documents.

That second check is the one that trips people up. You can qualify personally, have plenty of equity, and still stall because the project is not approved. Check the project early.

Two more points on condos:

  • Don’t assume FHA approval carries over. A project’s FHA approval is not a substitute for VA’s own review, so check VA’s list directly.
  • Some units are ineligible outright. Condo-hotel units in a rental pool are one example, along with “air” condominiums that have no homeowners association.

Who Decides What?

Four parties touch the file, and each one has a different job.

1. You supply the Certificate of Eligibility (COE), income and credit documents. You must also intend to live in the home, per VA’s cash-out page.

2. The lender underwrites the loan, checks the condo project, and orders the appraisal through VA’s system.

3. The appraiser is a VA fee-panel appraiser, assigned through VA, who inspects the unit and reports on value and condition.

4. VA sets the Notice of Value and the reasonable value from that report.

No party in that chain can waive the appraisal on a cash-out. Your lender cannot, and neither can you.

How the Process Runs on a Condo

1. You apply and provide your COE. Your lender reviews credit and income. Residual income, meaning what is left each month after your major expenses, is the controlling test across the wholesale programs Lendmire works with. The 41% debt-to-income figure is a guideline, not a cap.

2. The lender checks whether the condo project is VA-eligible.

3. The lender orders the VA appraisal, and the appraiser visits your unit.

4. VA issues the NOV with the reasonable value.

5. The lender sizes the loan against that value and runs the net tangible benefit test. The test confirms the refinance leaves you better off.

6. You close, and a loan estimate and closing disclosure document the costs.

Wholesale programs generally start at a 580 decision score for VA loans. VA itself sets no minimum score, and lenders set their own floors. Everything is subject to lender guidelines and a full file review.

You also have a right to see the appraisal. Under the CFPB’s ECOA Valuations Rule guide, you must be told about your right to a free copy of the appraisal. The copy must reach you promptly after completion, and exact timing varies by file and lender.

What a Low Appraisal Does to Your Cash

Picture a condo you hope is worth a certain amount, and the appraisal comes in lower. Your maximum loan drops with it, because the loan is capped at 100% of the lower value. Any financed funding fee counts inside that same cap.

If the value comes in below what you need, you have four moves:

1. Ask the lender about a reconsideration of value, and send stronger comparable sales if you have them. 2. Reduce the cash you are asking for. 3. Pay the difference at closing. Anything above 100% of the value must come from you in cash, per VA Circular 26-18-30. 4. Walk away, and keep your current loan.

That last option is real. The new loan resets your rate, your term and your payment on the whole balance, and a bigger balance usually means a bigger payment. The lender must also tell you how much equity you are removing. That equity is not available to you later if you sell.

The “Little Cash” Trap

Here is a subtle one. VA treats most non-IRRRL refinances as cash-outs, even when you take little or no cash out. Say you hold a conventional loan on your condo and want a VA loan to drop mortgage insurance. That is still a cash-out under VA’s categories, and it needs the appraisal and the full underwriting.

A cash-out can replace any loan type. That is how people move a non-VA loan into VA. It also means the no-appraisal shortcut stays closed.

If You Want to Avoid an Appraisal

Be honest about the trade-off. The appraisal is not a hurdle to route around. It is how the loan gets sized.

Your situation Path Appraisal? Cash to you?
Existing VA loan, no cash needed IRRRL No No
Need cash from the condo VA cash-out Yes Yes
Non-VA loan, want VA terms VA cash-out Yes Maybe little

If the cash is the goal, plan for the appraisal. It adds cost and time, and the borrower usually pays for it. VA’s Buyer’s Guide describes the appraisal as mandatory for cash-out loans. It covers value and minimum property requirements, but it is not a home inspection.

Tax treatment can depend on your situation; borrowers should speak with a qualified tax professional before relying on any deduction or credit.

Frequently Asked Questions

Can I skip the appraisal if my condo is in great shape?

No. Condition does not change the rule. VA requires an interior appraisal on a cash-out, and no one in the file can waive it. A clean unit helps with value and the minimum property requirements, but the appraisal still happens.

Does an IRRRL work on a condo?

Yes, if you already have a VA loan on it and you want a lower rate or a fixed rate rather than cash. The IRRRL has no VA appraisal. Lenders may still check the condo project’s status, and they can add their own requirements.

What if my condo project is not VA-approved?

That can block the loan even when you qualify. The project needs VA approval before your unit can be guaranteed. Ask your loan officer to check the project’s status before you pay for an appraisal.

Do I need an existing VA loan for a cash-out?

No. A VA cash-out can refinance any loan type into a VA-backed loan. You need a Certificate of Eligibility and you must live in the home. Credit and income still go through full underwriting.

Can the lender waive the appraisal to save me money?

No. The cap tied to value is federal, and the appraisal sets that value. Lenders can add stricter rules, such as a lower LTV cap, but none can remove the appraisal.

The Bottom Line
