The Quick Read: No ranking of providers can tell you which one is right, because the best program for your situation depends on your credit profile, your equity, your documents, and the loan you are paying off. What keeps a VA cash-out file moving is preparation: a clean certificate of eligibility, a seasoned loan, documented income, and a clear net tangible benefit. Lendmire is a mortgage broker, not a lender. It shops a network of wholesale lenders and matches your file to the program that fits.
What Is a VA Cash-Out Refinance?
A VA cash-out refinance replaces your current mortgage with a new VA-backed loan, and you can take part of your equity as cash. The VA guarantees the loan, but a private lender makes it. VA’s own cash-out page says you get the loan through a private bank, mortgage company, or credit union, that terms and fees vary, and that you should contact several lenders.
VA cash-out estimate
Seeded with an example value, a typical balance, and a round cash request at the first-use fee; change any field.
Editable benchmark: 7.24% as of October 29, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
Across the wholesale programs I place files with, the envelope looks like this, subject to lender guidelines and full file review:
- The VA cash-out reaches 100% of the appraised value, including the financed funding fee.
- It refinances any loan type into VA. That means FHA, USDA, and conventional loans can all be paid off with it.
- There is no mortgage insurance of any kind.
- It carries seasoning and a net tangible benefit test.
- It is for the home you live in.

What Does “Fast Approval” Actually Mean?
“Fast” is not a VA standard, and no lender can honestly promise a date. A file has four separate stages, and different things slow each one down.
| Stage | What happens | What slows it |
|---|---|---|
| Preapproval | Credit and income review | Missing documents |
| Underwriting decision | Full file review | Open conditions |
| Closing | Disclosures and signing | Appraisal or seasoning gaps |
| Disbursement | Funds released | Post-closing steps |
A provider who says “approved” may mean a conditional preapproval, not a clear-to-close decision. Ask which one. The difference is where most disappointment comes from.
Speed on a VA cash-out comes from preparation, not shortcuts. The net tangible benefit test, the seasoning certification, the appraisal, and the disclosures all stay required.
How Is a VA Cash-Out Underwritten, Step by Step?
VA cash-outs get full credit underwriting. The VA Lenders Handbook chapter on refinancing requires it. Here is the sequence.
1. Apply and pull the certificate of eligibility. The COE from VA decides eligibility, and service requirements are VA’s rules. The lender can often pull it electronically.
2. Receive the loan comparison disclosure. Under VA Circular 26-18-30, the lender gives it to you no later than the third business day after application, and again at closing. It compares your existing loan to the new one.
3. Full underwriting. The lender reviews credit, income, employment, and assets. Typically requested items are service documentation, recent pay stubs, W-2s, tax returns where applicable, and the payment history on the loan being paid off.
4. VA appraisal. The appraisal sets reasonable value. The total loan, including a financed funding fee, is measured against it. VA Circular 26-19-05 says a financed fee cannot push the loan above reasonable value.
5. Net tangible benefit and seasoning checks. The lender certifies both before VA issues the guaranty.
6. Closing and guaranty. The final disclosure goes in and the guaranty is issued.
How Does Underwriting Weigh Your Income?
Residual income is the controlling test. That is the money left each month after your major obligations and living costs, measured against a VA table. The 41% debt-to-income figure is a guideline, not a cap. A ratio above it needs residual income well above the table.
VA sets no minimum credit score, but lenders do. The wholesale programs Lendmire places VA loans with start at a 580 decision score. Some lenders set a higher floor, and that is one reason a broker shopping several lenders matters.
What Is a Net Tangible Benefit?
A net tangible benefit means the new loan must leave you better off in a way VA recognizes. Every cash-out must pass at least one of the tests in Circular 26-18-30. VA’s circulars list tests such as:
- Eliminating mortgage insurance.
- A shorter loan term.
- A lower interest rate.
- A lower principal-and-interest payment.
- Higher residual income.
- Moving from an adjustable rate to a fixed one.
- Paying off an interim construction loan.
- A loan-to-value of 90% or less.
Your lender confirms the exact list that applies to your loan. A cash-out that resets the term and raises the balance has to find its benefit somewhere. Paying off high-interest debt and improving residual income is one common route, but it is not guaranteed.
Key Terms Defined
Certificate of Eligibility (COE): The VA document that confirms you qualify for the program.
Entitlement: The amount of guaranty VA backs for you. Full entitlement means no VA loan limit.
Net tangible benefit: The test showing the new loan leaves you better off.
Seasoning: The required age of the loan you are paying off.
Residual income: The monthly money left after major obligations, the VA’s controlling test.
Type I and Type II: A Type I cash-out does not exceed the payoff of the old loan, including the funding fee. A Type II exceeds it. This is from Circular 26-19-05.
The Funding Fee
The funding fee is financeable and is waived for veterans receiving compensation for a service-connected disability, and for other exempt groups. For a cash-out refinance, it is 2.15% on first use and 3.3% after. Because it can be financed, it counts inside the 100% ceiling. That limits the cash you can take out.
VA’s reduced fee tiers for larger down payments apply to purchases, not refinances. For the current schedule, check VA’s funding fee page before you rely on any figure.
Where the General Rule Breaks
Seasoning on a VA-to-VA refinance. The loan being paid off must be seasoned: the later of 210 days from the first payment and the sixth payment. VA Circular 26-19-22 covers the calculation. A seasoning certification is required for any cash-out that pays off an existing VA loan. Files that assume this away are the ones that get kicked back.
Non-VA loans. The 210-day certification applies to paying off a VA loan. If you are moving out of FHA, USDA, or a conventional loan, many lenders still apply their own ownership or payment-history rules.
IRRRL versus cash-out. The IRRRL is a streamline that only refinances an existing VA loan to a lower rate or from adjustable to fixed. It needs no VA appraisal. The cash-out needs the appraisal and full underwriting. Do not expect cash-out paperwork to look like a streamline.
Occupancy. This loan follows VA primary-residence rules. A rental or vacation home does not fit. Occupancy decides the leverage, and this program is built for the home you live in.
Lender overlays. VA allows up to 100% of value. Many lenders cap lower as their own policy. That limits how much cash you receive.
State rules. Some states have additional rules on cash-out lending.
The Fast-Approval Checklist
Most delays are preventable. Before the file goes in, gather:
- Your COE, or authorization for the lender to pull it.
- Service documentation.
- Recent pay stubs and W-2s, plus tax returns where applicable.
- Statements showing the payment history on the loan being paid off.
- Documentation of the debts you plan to pay off with the cash.
- Access to the property for the appraiser.
Appraisal scheduling is outside the lender’s control. So is a payoff that is not yet seasoned. These two cause more stalled files than credit problems.
How Do You Vet a “Fast Approval” Claim?
Ask any provider these questions:
- Does “approved” mean conditional or clear to close?
- Who processes the file, in-house staff or an outside party?
- How is the appraisal ordered, and what drives its turn time?
- Which of my documents are still missing?
- What is your own credit and leverage floor, beyond VA’s rules?
A provider who answers vaguely is selling urgency, not process.
The Cost-Comparison Trap
Compare like for like. The CFPB found that a lender showed only principal and interest for the new loan, then compared it to the old loan’s payment including taxes and insurance. That made the new loan look cheaper. The lender paid a $2.25 million penalty. The same order points to a long-running concern about veterans being pushed into repeated refinances.
Be careful with “no money out of pocket.” It can mean closing costs were folded into the loan balance or built into the interest rate. The cost does not disappear. Likewise, a cash-out is not “free,” and any promise of guaranteed savings should be treated with suspicion.
How a Broker Fits Into This
No single wholesale lender writes every file well. Credit floors, leverage caps, seasoning handling, and appraisal practices differ. Lendmire is a mortgage broker licensed for consumer lending in 16 states, and it shops its network of wholesale cash-out refinance lenders and matches the scenario to the program. Which lenders fit depends on your credit profile, your equity, how your income is documented, and the loan being paid off.

When Speed Should Not Be the Priority
A cash-out resets your term and raises your balance. If you do not need the cash, or if the loan you have is already working, speed is the wrong goal. Compare the new loan against the old one honestly. Tax treatment can depend on your situation; borrowers should speak with a qualified tax professional before relying on any deduction or credit.

Frequently Asked Questions
Does VA set a minimum credit score for a cash-out refinance?
No. VA sets no fixed minimum, and each lender sets its own. The wholesale programs Lendmire places VA loans with start at a 580 decision score, and some lenders set a higher floor. All of it is subject to lender guidelines and full file review.
Can I refinance an FHA or conventional loan into a VA cash-out?
Yes. A VA cash-out refinances any loan type into VA. The 210-day seasoning certification applies only when you are paying off an existing VA loan, though some lenders add their own ownership or payment-history rules.
Does a VA cash-out need an appraisal and income documents?
Yes. It gets a VA appraisal and full underwriting of credit, income, and assets. That separates it from the IRRRL streamline, which needs no VA appraisal. Offers claiming otherwise should be treated with caution.
How much cash can I take out?
Up to 100% of the appraised value, with the financed funding fee counted inside that ceiling. Many lenders cap lower by their own policy. A loan officer can tell you what a specific program reaches.
Does the VA make the loan?
No. VA guarantees the loan. A private bank, mortgage company, or credit union makes it, and Lendmire arranges it as a broker. Nothing here is a commitment to lend.
