Top VA Cash-Out Refinance Providers With the Fastest Approval on a VA Cash-Out

Top VA Cash-Out Refinance Providers With the Fastest Approval on a VA Cash-Out

The Quick Read: No official source ranks VA cash-out providers by approval speed, so any “fastest” list rests on the publisher’s own claims. What moves a file is mostly outside the lender’s hands: how complete the paperwork is, whether the VA appraisal comes in at value, and whether seasoning is already met. The best program for your situation depends on your loan history, credit profile, and equity.

What “Fastest Approval” Actually Means

Approval is not one event. A borrower can be pre-approved, have a file in underwriting, hold a clear-to-close, sign at closing, and then wait for funds. Roundup pages blur these milestones, which is why their timelines disagree with each other.

—Largest total loan the cap allows on this value, funding fee included.
—Most cash available at the cap, after the fee and before closing costs.

Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.

—Total loan with the financed funding fee, and its loan-to-value
—Cash at closing (before closing costs)
—Funding fee financed into the loan
—Principal and interest on the new loan
—Taxes and insurance
—HELOC alternative: line available behind the current mortgage
—Debt-to-income ratio against the VA guideline (with income entered)
—Where the file lands

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.

Milestone What it means Who controls it
Pre-approval Preliminary read on credit and income Lender and borrower
Underwriting decision Full file review against VA and lender rules Lender
Valuation VA appraisal sets reasonable value VA-assigned appraiser
Guaranty VA system checks loan type, benefit, seasoning VA and lender
Closing and funding Final disclosures, signing, disbursement Borrower, lender, settlement agent

A pre-approval promises nothing about the appraisal. A clear-to-close does not mean cash is in hand. Keep the milestones separate and the speed claims get easier to test.

Why No One Can Honestly Rank Providers by Speed

VA does not publish lender speed rankings, and no official source does. VA home loans are made by private lenders, with VA guaranteeing a portion of the loan. Lenders follow VA standards, so the underlying rules are the same everywhere. What differs is how each lender staffs and runs the file.

That is why Lendmire does not list or rank providers here. Lendmire is a mortgage broker. It arranges loans through wholesale lenders and does not lend. A broker shops more than one wholesale lender and matches the scenario to the program. Which one moves a file along best depends on the property, the credit profile, the documentation, and the loan being paid off.

How the Loan Is Underwritten, Step by Step

Every VA cash-out file runs the same sequence, whichever lender writes it.

1. Certificate of Eligibility (COE). It shows your entitlement. A lender can often pull it electronically, or you can get it through VA.gov or by mail. VA’s COE decides eligibility; service requirements are VA’s rules.

2. Application and initial disclosure. VA’s cash-out guide says a guaranty is not allowed if the initial and final cash-out disclosures were not provided. A missing disclosure stops the file.

3. Full underwriting. Credit, income, and debts are documented. Residual income is the controlling test. The 41% debt-to-income figure is a guideline, not a cap. A ratio above it needs residual income well above the table.

4. VA appraisal. It sets reasonable value and produces the Notice of Value.

5. Net tangible benefit and loan type. VA’s system classifies the loan and checks for at least one qualifying benefit.

6. Seasoning check and guaranty. The system counts days from the date the loan being refinanced was recorded on title. Below the minimum, no guaranty.

7. Closing. Final disclosure, funding fee, closing costs, then signing.

This is a consumer mortgage, so the Loan Estimate and Closing Disclosure timing rules apply.

The Loan Itself: What the Programs Allow

Across the wholesale programs Lendmire places VA loans with, a few figures frame the file. Every figure is subject to lender guidelines and full file review, and none is a commitment to lend.

  • The VA cash-out reaches 100% of the appraised value, including the financed funding fee. Federal regulation sets the cap at 100% of reasonable value.
  • No mortgage insurance applies, and there is no VA loan limit with full entitlement.
  • VA sets no minimum credit score. The wholesale programs start at a 580 decision score, and some lenders elsewhere set a higher floor.
  • The funding fee on a cash-out refinance is 2.15% on first use and 3.3% after. It is waived for veterans receiving compensation for a service-connected disability and the other exempt groups.
  • A cash-out can refinance any loan type into VA. You do not need an existing VA loan.

Financing the fee is allowed, but it counts toward the 100% ceiling. That trims the cash you receive. VA Circular 26-19-05 says a financed fee cannot push the loan above reasonable value.

Where Files Slow Down (and Who Controls It)

Most delays sit outside any lender’s control. Here are the usual ones, from the plumbing side.

Appraisal comes in short. VA’s value is the ceiling. If the number lands below target, the file may need market data sent back to the appraiser or a reconsideration request. That adds a loop no provider can skip.

Seasoning not met. The VA-to-VA rule is the later of 210 days from the first payment and the 6th payment. The regulation ties it to refinancing a VA-guaranteed loan. Files that assume this away get kicked back. Some lenders apply the seasoning test to every cash-out, even non-VA payoffs. That is an investor overlay, not VA’s rule.

Documents arrive in pieces. Payoff statements, pay evidence, and the COE trickle in. Every gap restarts a review.

Net tangible benefit not documented. The new loan must be in the borrower’s financial interest, and the lender must give the borrower a net tangible benefit test. All cash-out loans must pass.

Fee recoupment on Type I loans. Type I means the new loan, including the fee, does not exceed the payoff. For these VA-to-VA loans, fees must be scheduled to be recouped within 36 months through lower regular monthly payments. Taxes, escrow, and the funding fee are excluded from that math.

Key Terms Defined

Certificate of Eligibility (COE): VA’s document showing you qualify and how much entitlement you have.

Reasonable value: The value VA sets through its appraisal, which caps the new loan.

Net tangible benefit: A listed financial gain the new loan must deliver, such as removing mortgage insurance, a shorter term, or a lower payment.

Seasoning: The minimum time and payments that must pass on the loan you are refinancing.

Type I and Type II: Type I means the loan with the fee does not exceed the payoff. Type II means it does.

Residual income: What is left of monthly income after debts and living costs. It is the controlling test.

Funding fee: VA’s one-time fee on the loan, financeable and waived for exempt borrowers.

Where the General Rule Breaks

  • VA loan to VA loan. Seasoning and, for Type I, recoupment apply. Plan the timing before you apply.
  • Non-VA loan into VA. VA guidance says its seasoning rule does not apply, though the net tangible benefit still does. Check whether the lender adds its own overlay.
  • Remaining entitlement. The refinancing portion is treated as obtained with the entitlement used for the loan being refinanced. Speak with a loan officer about what that leaves you.
  • Lender caps below 100%. Some lenders cap at a lower leverage. That is lender policy. VA’s limit is 100% of reasonable value.
  • Not for rentals. Cash-out is for a home you occupy, or one a spouse or dependent occupies if you are on active duty. Occupancy decides the leverage.
  • IRRRL is different. The streamline refinances an existing VA loan with no VA appraisal and a 0.5% fee unless exempt. It is not a cash-out.

Routing by Situation

The right program depends on the file. Here is how a broker usually thinks about it.

Your situation What to prioritize
VA loan, recently closed Confirm seasoning before anything else
Conventional or FHA loan today Net tangible benefit documentation
Credit near the floor A program that fits your decision score
Equity is thin Funding fee impact on proceeds
Appraisal flagged repairs Scope and cost before you commit
Debt payoff goal Whether the new payment actually improves cash flow

Fastest is not always right. A file that moves smoothly but misses the net tangible benefit, or eats the equity in fees, is worse than a slower, cleaner one.

Fast-File Checklist for the Borrower

1. Pull the COE early, or let the lender request it.

2. Gather the payoff statement for the loan you are replacing.

3. Confirm the payment history and seasoning on any current VA loan.

4. Assemble income and debt documents for residual income review.

5. Sign the initial disclosure promptly.

6. Give appraiser access and fix any flagged repairs.

7. Answer lender conditions in one batch, not piecemeal.

Clean documentation does not guarantee approval. It gives the lender fewer preventable gaps to chase.

Questions to Ask Any Provider About Speed

  • Is processing done in-house, or handed off?
  • Do you have VA-specialized processors?
  • How do you collect documents, and who tracks open conditions?
  • How do you handle an appraisal that comes in short?
  • Do you add seasoning or leverage overlays beyond VA’s rules?
  • What does your clear-to-close actually include?

Vague answers to these tell you more than a “fastest” badge.

A Worked Scenario

Picture a homeowner with a conventional loan who wants to pull equity for debt payoff. It is a non-VA payoff, so VA’s seasoning rule does not attach, but the net tangible benefit test does. The homeowner’s financed funding fee counts toward the 100% ceiling and trims the cash out. The appraisal comes back at the target value, the COE was already pulled, and the documents were in the file at application. That file has few open loops. Now change one input: the appraisal lands short. The same file now needs a value reconsideration before anything else moves. Same borrower, same lender, different path.

Frequently Asked Questions

Which lender is fastest for a VA cash-out refinance?

No official source ranks them. VA publishes no lender speed rankings, so a “fastest” label is a publisher’s claim. Test any provider with the questions above, and ask a broker to match your file to the program that fits it.

Does a pre-approval mean I am approved?

No. Pre-approval is a preliminary read on credit and income. The VA appraisal, net tangible benefit check, seasoning check, and full underwriting still follow. Each can change the outcome.

Can I do a VA cash-out if my current loan is not a VA loan?

Yes. A cash-out can refinance any loan type into VA. The CFPB servicemember handout describes this option. The net tangible benefit test still applies.

Does VA cap cash-out at 90%?

No. VA’s cap is 100% of reasonable value, including a financed fee. Any lower cap is lender policy, so it varies from one lender to another. Each figure is subject to lender guidelines and a complete review of property type, leverage, and credit.

Is there a VA minimum credit score?

VA sets none. Lenders set their own floors. The wholesale programs Lendmire places VA loans with start at a 580 decision score, subject to lender guidelines and full file review.
