The Quick Read: VA sets no minimum credit score, so any floor you hit on a cash-out refinance is the lender’s own policy layered on top of VA’s rules. The lender pulls your credit, compares a decision score to its floor, then underwrites the full file. Meeting the floor only opens the door. Residual income, appraised value, and a net tangible benefit still decide the outcome, subject to lender guidelines and full file review.
What Is a Credit Floor Overlay?
A credit floor overlay is a minimum score a lender sets above or outside VA’s own rules. VA’s home loan toolkit says VA does not require a minimum credit score, but the lender may set one. VA guarantees the loan. A private bank, mortgage company, or credit union makes it, as VA explains on its cash-out refinance page.
VA cash-out estimate
Seeded with an example value, a typical balance, and a round cash request at the first-use fee; change any field.
Editable benchmark: 7.18% as of November 5, 2026 · Freddie Mac 30-year average via FRED®. A conventional market reference, not a VA cash-out refinance quote.
Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.
Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.
That split explains a lot of confusion. The program is the same everywhere. The floor is not.
Across the wholesale programs Lendmire places VA files with, the floor sits at a 580 decision score, and loan amounts reach $4,000,000 with full entitlement. Any floor a lender sets above that number is its own policy choice rather than a VA requirement, and it can change.
How Is the Floor Applied, Step by Step?
The floor is one checkpoint in a sequence. Here is how a typical cash-out file moves through it:
1. Eligibility. You obtain a Certificate of Eligibility (COE), which VA issues. Service requirements are VA’s rules, and you must occupy the home you are refinancing.
2. Credit pull. The lender pulls your credit and arrives at a decision score. Which score it uses when several bureaus differ is the lender’s choice, so ask.
3. Floor check. The decision score is compared to the lender’s minimum. This is pure lender policy.
4. Full underwriting. Unlike the streamlined IRRRL, a cash-out is documented for credit, income, employment, and assets.
5. Appraisal. The lender orders it. The appraiser’s reasonable value sets your loan-to-value (LTV).
6. Net tangible benefit and seasoning. The loan must pass VA’s tests before a decision.
7. Decision. A decline at one lender is that lender’s file decision. It is not a VA denial of your benefit.
That last point matters. Another lender with a different floor may review the same file differently.
Three Layers: VA, Investor, Lender
Think of the floor as the top of a stack. Each layer controls different things.
| Layer | Who sets it | What it controls |
|---|---|---|
| VA rules | VA | Eligibility, 100% LTV cap, NTB test |
| Investor rules | Wholesale lender | Decision-score floor, loan size |
| Lender overlays | Individual lender | Extra score, LTV, or ratio limits |
A lender can only be stricter than VA, never looser. It can also be stricter than its own investor. When you compare lenders, you are really comparing the second and third rows. If a broker shops several wholesale lenders, it is matching your file to the layer that fits.
Why Does Cash-Out Get Stricter Treatment Than a Streamline?
Because more can go wrong. An IRRRL refinances an existing VA loan, with no VA appraisal and a 0.5% funding fee unless exempt. A cash-out takes equity out of the home or moves a non-VA loan into VA, so it gets the whole underwriting treatment.
VA’s Circular 26-19-05 defines two types. A Type I cash-out has a loan amount, funding fee included, that does not exceed the payoff of the loan being refinanced. A Type II exceeds that payoff, which means cash reaches you. Lenders often apply their tightest overlays to Type II.
One rule worth correcting: the half-percent rate-reduction and fee-recoupment tests belong to the IRRRL. They never apply to a VA cash-out.
What the Circular Says About LTV and Benefit
VA will not guarantee a refinance above 100% LTV. The financed funding fee counts toward that figure, so it reduces the equity you can reach. LTV is the total loan divided by the appraiser’s reasonable value. Final terms depend on the lender’s guidelines, the property type, and the borrower’s complete credit picture.
The loan must also pass the net tangible benefit test. One of VA’s eight listed benefits is a new loan at 90% LTV or less of reasonable value. That 90% figure is an NTB option, not a cap on cash-out. Some lenders set their own lower LTV cap, which is another overlay, and it varies. Each figure is subject to lender guidelines and a complete review of property type, leverage, and credit.
For seasoning on a VA-to-VA refinance, the later of 210 days from the first payment and the 6th payment applies, as part of the same checks.
How Funding Fee Interacts With the Floor
The funding fee is financeable, and it is waived for veterans receiving compensation for a service-connected disability and other exempt groups. On a cash-out refinance, it is 2.15% on first use and 3.3% after. Because the fee counts toward the 100% LTV cap, a borrower near the limit sees the fee shrink the cash available. That is mechanics, not pricing. Leverage, reserves, and pricing vary by lender and program; the final terms follow the full file review.
Where the Floor Meets Everything Else
A score at the floor does not guarantee approval. Residual income is the controlling test in VA underwriting. The 41% debt-to-income figure is a guideline, not a cap. A ratio above it needs residual income well above the table.
Compensating strength can help at the margin. Steady payment history, savings, and strong residual income may support a file that sits near a boundary. Whether a lender will make an exception is its decision, and many will not.
Credit also affects pricing. VA’s Buyer’s Guide notes that lenders use the score to help set the interest rate and manage risk. A weaker score can mean a costlier loan. Your Loan Estimate shows the terms.
A Worked Example
Picture a homeowner with a non-VA loan, a COE in hand, and a decision score just above 580. The home appraises well, and the borrower wants a Type II cash-out reaching close to 100% of value.
At a lender with a higher floor, the file stops at step 3. It never reaches underwriting. That is an overlay, not a VA decision. At a wholesale program with a 580 floor, the same file continues. Underwriting then looks at residual income, the appraisal, and NTB. Reaching 100% LTV leaves no margin once the financed fee is counted, so the borrower might choose a lower LTV to improve the file. Terms vary by lender guidelines, property type, leverage, credit profile, and full file review.
Now flip it. Take a score well above any floor but thin residual income. The floor is cleared, and the file can still fail. Different layer, different test.
Edge Cases Where the General Rule Bends
- Existing VA loan. An IRRRL may be the simpler path if you only want to adjust the loan. Cash-out is the choice when you want equity.
- Non-VA loan. Cash-out is the only VA refinance that can move a non-VA loan into VA.
- Occupancy. You must live in the home. On active duty, a spouse or dependent may occupy it.
- Higher loan amounts. Some lenders ask for stronger credit on larger loans. That is lender policy.
- Remaining entitlement. If entitlement is partly used, speak with a loan officer about what applies.
How to Read a Denial
Ask the lender one question: is this a VA rule or your policy? If the reason is a score below a number VA never published, it is an overlay. If it is residual income, appraised value, or NTB, it is a file issue that any lender would test. Ask for the reason in writing, then ask whether a different program or LTV would change it.
What to Do If You Fall Below a Floor
Do not conclude your benefit is gone. Before you apply with several lenders, compare their floors, so you avoid repeated hard credit pulls. A broker can shop several wholesale lenders and match your scenario to the program whose layers fit. The best program for your situation depends on your credit profile, equity, documentation, and how much cash you want.
You can also address the file directly. Reduce balances, correct credit errors, or lower the requested LTV. Each can move a file that sits near a line.
Key Terms Defined
Overlay: A lender requirement stricter than the program’s own rules.
Decision score: The credit score a lender uses when it compares you to its floor.
Residual income: The money left each month after debts and living costs, VA’s controlling test.
Net tangible benefit (NTB): A VA test showing the refinance helps the borrower in a concrete way.
Type I and Type II cash-out: Whether the new loan stays within the old payoff or exceeds it.
Frequently Asked Questions
Does VA require a 620 score for a cash-out refinance?
No. VA sets no minimum credit score. The Buyer’s Guide notes that lenders may want a minimum and names 620 as a typical lender preference. Whatever number you meet or miss is the lender’s policy, so floors differ.
If I meet the floor, am I approved?
Not necessarily. The floor gets the file reviewed. Full underwriting, appraisal, residual income, and the net tangible benefit test still decide the result, subject to lender guidelines and file review.
Can a decline at one lender affect my VA benefit?
No. A decline reflects that lender’s policy and file. Another lender may reach a different decision, though no outcome is promised.
Can I take out 100% of my home’s value?
VA’s circular allows up to 100% LTV, with the financed funding fee included. A lender may cap lower, and the net tangible benefit test must still be met. Exact terms depend on the lender’s guidelines, property type, leverage, and a full review of the borrower’s file.
Can a cash-out move a non-VA loan into VA?
Yes. Cash-out can refinance a non-VA loan into a VA-backed loan, while the IRRRL requires an existing VA loan.
