How Lenders Underwrite a VA Cash-Out Refinance to Close as Fast as Possible

How Lenders Underwrite a VA Cash-Out Refinance to Close as Fast as Possible

The Quick Read: A VA cash-out refinance gets full credit underwriting and a full VA appraisal every time. The deal works best when the old loan’s payment history, a net tangible benefit, the appraised value and residual income are all settled before submission. Lenders do not skip steps on a cash-out. A complete file just gives the underwriter less to send back.

What a VA Cash-Out Refinance Actually Is

VA.gov describes a VA-backed cash-out refinance as a new loan that replaces your current one under different terms. It can pull cash from home equity, or it can refinance a non-VA loan into a VA-backed loan. You do not apply to VA. You go through a private bank, mortgage company or credit union, and you have to meet both VA’s standards and the lender’s.

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.

Lendmire is a mortgage broker, not a lender. It arranges these loans through wholesale lenders in the 16 states where it is licensed for consumer lending. Lendmire’s VA cash-out refinance program page covers the program basics. This article covers what happens inside the file.

The program envelope, subject to lender guidelines and full file review, looks like this:

  • The loan can reach 100% of the appraised value, including the financed funding fee.
  • There is no mortgage insurance.
  • There is no VA loan limit on full entitlement.
  • The wholesale programs Lendmire places VA loans with start at a 580 decision score. VA itself sets no minimum score.
  • The funding fee is 2.15% on first use and 3.3% after first use. It is waived for veterans receiving compensation for a service-connected disability and the other exempt groups, per VA News.

Key Takeaways

  • Full underwriting and a VA appraisal are required on every cash-out.
  • Seasoning applies only when you pay off an existing VA loan.
  • At least one net tangible benefit must be documented.
  • Residual income is the controlling test, not the debt-to-income ratio alone.
  • The loan amount, funding fee included, must fit inside the appraised value.

How Is the File Underwritten, Step by Step?

Underwriting runs in a set order, and each step either clears or creates a condition. The VA Lenders Handbook says full credit underwriting is required for every cash-out loan type. The underwriter has to be satisfied that the borrower is a sound credit risk with stable, reliable income.

1. Gate check on the old loan. The first question is whether the payoff is a VA loan or a non-VA loan. That one answer decides whether seasoning applies and whether a recoupment certification is needed. Pull the first-payment dates early.

2. Eligibility and occupancy. The certificate of eligibility (COE) from VA decides eligibility. The home has to be the borrower’s primary residence. VA loans are not for investment or vacation homes.

3. Net tangible benefit. Every cash-out has to show at least one of VA’s eight listed benefits. The most common ones are removing monthly mortgage insurance, a shorter term, a higher residual income, a loan-to-value of 90% or less, or converting an adjustable loan to a fixed one. The lender documents which one applies.

4. Credit, income, employment and assets. The underwriter documents all four. Typical documents include the DD214, recent pay history, tax returns and W-2s. The lender decides exactly what to require.

5. Appraisal. A VA appraisal sets the reasonable value. That value caps the loan amount.

6. Disclosures. The lender provides the cash-out disclosures and a comparison of the old and new loans. Compliance documents have to be uploaded to VA before a guaranty can issue, per the VA cash-out quick reference.

7. Closing and guaranty. No guaranty issues until the disclosure documents are in VA’s system.

Stage-by-Stage: What Stalls Each Step

Stage What the underwriter checks What commonly stalls it
Old loan VA or non-VA, payment dates Missing servicer payment history
Eligibility COE, primary residence Eligibility not yet pulled
Benefit One net tangible benefit Benefit not documented
Credit and income Score, income, employment Unexplained deposits, gaps
Appraisal Value against loan amount Value short of the request
Disclosures Cash-out documents uploaded Compliance upload missed

A missing payment history or a short appraisal can cost more time than a thin credit file. Paperwork gaps are the stalls a borrower can most easily prevent.

Residual Income Is the Controlling Test

On VA files, residual income carries the decision. It measures what is left each month after the borrower’s major obligations and living costs. The 41% debt-to-income figure is a guideline, not a cap. A ratio above it can still work, but only with residual income well above VA’s table.

Picture a borrower with a 44% ratio and a large household. The file does not fail on the ratio. It lives or dies on whether residual income clears the table for that family size and region. Run that test before submission, not after the underwriter flags it.

The Appraisal Sets the Ceiling

The VA appraisal produces the reasonable value, and that number controls the maximum loan. Because the financed funding fee is part of the loan amount, a borrower asking for the full value can come up short once the fee is added to the request.

The appraisal is the largest lever the file has. Ordering it early lets other steps run alongside it.

Some lenders and investors cap leverage below 100%, so the best program for your situation depends on the lender’s overlays. A broker shopping several wholesale lenders can match the loan amount to a program that reaches it.

Seasoning: When the Waiting Period Applies

Seasoning is the age of the existing VA loan being refinanced. Per the VA Lenders Handbook, it applies only to VA-to-VA cash-outs. It does not apply when you refinance a non-VA loan or other liens of record.

Across the wholesale programs Lendmire places files with, the test is the later of 210 days from the first payment and the 6th payment. The handbook measures it two ways. Type I counts from the first payment due date to the note date. Type II counts from the date the first payment was made to the closing date. Calendar days still have to pass. Extra early payments do not shorten the wait.

Modified VA loans can carry both the original note’s and the modified note’s seasoning requirements. Some lenders also add their own waiting periods on top of VA’s. Confirm the lender’s rule before assuming the file is ready.

Type I and Type II Cash-Outs

The VA lender briefing defines the two types by the new loan amount:

Type New loan amount Seasoning measure
Type I Does not exceed the payoff Due date to note date
Type II Exceeds the payoff Payment made to closing date

A recoupment certification applies to Type I VA-to-VA refinances, and VA’s rules set a fixed window for it. Do not confuse this with the IRRRL tests. The half-percent rate-reduction test and the IRRRL fee-recoupment test are IRRRL rules and do not apply to the VA cash-out.

Where the General Rule Breaks

The usual sequence has exceptions, and these are the ones that trip files.

  • Non-VA payoff. Seasoning drops out entirely. The deal works on appraisal and credit alone.
  • Right after a VA purchase. Seasoning can decide whether the borrower can close at all.
  • Modified VA loans. Both notes’ seasoning can apply.
  • Exempt borrowers. A veteran receiving service-connected disability compensation before closing owes no funding fee, which changes the loan amount math.
  • IRRRL confusion. An IRRRL is a different product. It refinances an existing VA loan only, brings no cash out, and typically needs no VA appraisal. A borrower who wants cash cannot use it.
  • Repeat refinancing. The CFPB and VA warning order flags solicitations that push a refinance a month or two after the last VA loan closed. If that offer adds thousands to the balance for little benefit, step back.

What Moves a Cash-Out Faster

No official VA timeline exists for a cash-out, and no honest lender promises a day count. File completeness is the lever.

  • Pull the payment history first. New loans need a servicer record.
  • Order the appraisal early. Run it while documents are collected.
  • Pick the benefit up front. Know which of the eight applies.
  • Explain large deposits before the underwriter asks. A short letter and a statement clear it in one pass.
  • Answer conditions the same day. Each open condition holds the file.
  • Choose a lender that handles VA cash-outs regularly. Experience with the VA documents matters.

Day-One Documents by Income Type

Borrower Typical documents
W-2 employee Pay history, W-2s, DD214
Self-employed Tax returns, business income records
Retired Pension and benefit award letters
Disability income VA award letter, proof of continuance

The lender sets the final list. Treat this as a starting point.

Key Terms Defined

Seasoning: The age of the existing VA loan being refinanced, measured before a VA-to-VA cash-out can close.

Net tangible benefit: At least one documented improvement from VA’s list that justifies the new loan.

Residual income: The money left each month after major obligations and living costs, compared against VA’s table.

COE: The certificate of eligibility issued by VA that proves entitlement.

Overlay: A lender’s own rule that is stricter than VA’s.

Recoupment: VA’s test that the cost of a Type I VA-to-VA refinance is repaid within a set window.

What the Decision Looks Like in Practice

Before applying, a borrower should answer four questions. Is the current loan VA or non-VA? Has the seasoning period passed? Which benefit will the file show? Does the requested amount, with the funding fee financed, fit inside the likely value?

A cash-out also replaces the existing loan and reduces equity. Compare the old and new loans side by side. The lender’s disclosures are built for that comparison. Tax treatment can depend on your situation; borrowers should speak with a qualified tax professional before relying on any deduction or credit.

If you are weighing a cash-out refinance against keeping the loan you have, Lendmire can help you compare the programs and the equity each one reaches. Program details are subject to lender guidelines and full file review, and nothing here is a commitment to lend.

Frequently Asked Questions

Does every VA cash-out refinance need a waiting period?

No. Seasoning applies only when you pay off an existing VA loan. A non-VA payoff skips it. Lenders may still add their own conditions.

Does VA set a minimum credit score?

No. The floor comes from the lender. The wholesale programs Lendmire places VA loans with start at a 580 decision score, subject to lender guidelines.

Can a high debt-to-income ratio sink the file?

Not by itself. The 41% figure is a guideline. A higher ratio needs residual income well above the VA table.

Is the funding fee added to the loan?

It can be financed. The cash-out fee is 2.15% on first use and 3.3% after, and it is waived for exempt veterans. A financed fee counts toward the 100% limit on appraised value.

How is a cash-out different from an IRRRL?

An IRRRL refinances an existing VA loan with no cash out and typically no appraisal. A cash-out needs full underwriting and an appraisal, and it can refinance any loan type into VA.
