Can You Get Approved for a VA Cash-Out Refinance as a Military Borrower?

Can You Get Approved for a VA Cash-Out Refinance as a Military Borrower?

The Quick Read: Yes, if you hold a valid certificate of eligibility (COE), you or your spouse will live in the home, and your credit and income pass the lender’s full review. Approval has two layers. VA decides whether you are eligible. The lender decides whether the file works, and residual income is the controlling test in that review rather than a single debt ratio.

What Is a VA Cash-Out Refinance?

A VA cash-out refinance replaces your current mortgage with a new VA-backed loan and lets you take part of your equity as cash. VA describes it as a way to pay off debt, pay for school, or fund home improvements, or to move a non-VA loan into a VA loan.

Illustrative starting assumptions: a $350,000 home value, a $193,000 current balance, the full-value VA cap with the first-use funding fee financed, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.

—HELOC alternative: line available behind the current mortgage
—Debt-to-income ratio against the VA guideline (with income entered)

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.

Three points matter right away:

  • You do not need an existing VA loan. A conventional, FHA, or USDA mortgage can be refinanced into VA this way.
  • VA does not make the loan. A private lender does, and terms vary by lender.
  • The loan can reach 100% of the appraised value, with the financed funding fee counted inside that figure, subject to lender guidelines.

Lendmire’s VA cash-out refinance program page lays out how these files are arranged through wholesale lenders. Lendmire is a mortgage broker, so lenders make the approval decisions.

Step One: Are You Eligible?

Eligibility is VA’s call, and the COE is the proof. VA says you can get one through your lender, on VA.gov, or by mail, per the VA home loans page.

Borrower type What to confirm
Veteran COE showing qualifying service
Active-duty member COE, plus a plan for occupancy
Eligible surviving spouse COE issued for the surviving spouse

Service requirements are VA’s rules, not a lender’s. If you are unsure whether your service counts, request the COE first. Everything else waits on it.

Step Two: How Lenders Decide Approval

A VA cash-out is full underwriting. It is not a streamline. Lenders look at these things, roughly in this order:

1. Occupancy. The home must be one you or your spouse (or dependent, for active-duty members) will live in.

2. Credit. VA sets no minimum score. Across the wholesale programs placed through Lendmire, the decision-score floor starts at 580. Some lenders set a higher floor.

3. Income and residual income. Residual income is the cash left each month after taxes, housing, debts, and estimated maintenance and utilities. VA sets guideline amounts by region and family size.

4. Debt-to-income. The 41% figure is a guideline, not a cap.

5. Appraised value. A VA appraisal sets the reasonable value. Your payoff, closing costs, financed fee, and requested cash must fit under it.

6. Net tangible benefit. The new loan has to help you in at least one way VA lists.

Here is the part borrowers miss. VA’s own underwriting guidance treats debt-to-income as secondary to residual income. A ratio above 41% draws closer scrutiny, but it is not an automatic denial when residual income is well above the table. That said, some lenders still apply a hard ratio ceiling of their own. If one lender says no on ratio alone, a different lender’s overlay may differ.

What Is the Net Tangible Benefit Test?

The net tangible benefit test is VA’s check that the refinance is in your financial interest. Under 38 CFR 36.4306, the lender must run it and show you a comparison of the old and new loans. The new loan must meet at least one of the benefits VA lists:

  • Eliminating monthly mortgage insurance
  • A shorter loan term
  • A lower interest rate
  • A lower payment
  • Higher monthly residual income
  • Paying off an interim construction or repair loan
  • A new loan at or below 90% of reasonable value
  • Converting an adjustable-rate loan to a fixed-rate loan

Of those, the 90% item is only one way to qualify, and it is not a VA cap on cash-out. A 90% limit you hear quoted is a lender’s own policy, so ask the lender whether it is a VA rule or its own.

The rule also requires the lender to estimate the equity you are removing and explain that it may affect your ability to sell later. Read that disclosure, because it is the plain-language version of what you are giving up.

One distinction saves confusion. The half-percent rate-reduction test and fee-recoupment test belong to the IRRRL streamline. They do not apply to the VA cash-out.

Military-Specific Situations

Active duty and orders. A service member who cannot live in the home because of duty can satisfy occupancy through a spouse or dependent. VA’s page says so directly. This is a primary-residence program. It is not a vacation-home or rental loan, so occupancy decides the leverage.

Deployment or a coming move. Occupancy is judged on your intent and circumstances at the time of the loan. If you already have orders and will not live in the home, talk with a loan officer before applying. The answer depends on who occupies it.

Guard, Reserve, and surviving spouses. The same two-layer test applies. Surviving spouses should confirm their COE status first.

Imperfect credit. Because VA publishes no score minimum, the floor comes from the lender, and lenders differ. A borrower who falls below a given lender’s floor may need time to rebuild before applying.

Does Seasoning Apply to You?

Only if you are refinancing an existing VA loan. In that case, the later of 210 days from the first payment and the sixth payment applies, along with the net tangible benefit. VA’s cash-out user guide describes the seasoning certification. Refinancing a non-VA loan is treated differently under VA’s rules, though some lenders and investors add their own waiting periods.

What Does the Funding Fee Do to Your Balance?

The funding fee is a one-time VA charge, and it is usually financed into the loan. On a cash-out refinance it is 2.15% on first use and 3.3% on subsequent use, per VA Circular 26-23-06. Unlike purchase loans, refinance fee tiers do not change with down payment.

Veterans receiving compensation for a service-connected disability, and other exempt groups, do not pay it. You may also get a refund if VA later awards you disability compensation.

Financing the fee raises your balance, and the balance counts toward the 100% ceiling. There is no monthly mortgage insurance on this loan, which is a real point in its favor.

Where Borrowers Get Stuck

Common snag What usually helps
No COE yet Request it through the lender or VA.gov
Score below the lender’s floor Rebuild credit, or compare lenders’ floors
Tight residual income Pay down debts before applying
Debt ratio above 41% Show residual income well above the table
Appraisal short of the payoff plus cash Ask for less cash, or wait
VA-to-VA seasoning not met Wait until the seasoning period is met

A denial from one lender is not a verdict from VA. Lender overlays differ, so comparing lenders is worthwhile, and VA itself advises contacting several.

Cash-Out, IRRRL, or Keeping Your Loan?

Option Existing VA loan needed? Cash to you?
VA cash-out No Yes
IRRRL Yes No
Keep current loan n/a No

The IRRRL is VA-to-VA only and needs no VA appraisal. If you want cash, or your current loan is not VA, the cash-out is the route.

Consider a borrower with a conventional loan carrying monthly mortgage insurance and credit card balances. Moving to a VA loan with no mortgage insurance meets one net tangible benefit, and the cash can retire the cards. The tradeoff is a higher balance and less equity. Spreading short-term debt over a long mortgage can cost more over time, even if the monthly budget feels lighter. This is the point where a refinance can look cheaper than it is. The CFPB’s action against NewDay USA centered on a lender comparing a principal-and-interest-only payment on the new loan against the old payment with taxes and insurance. Compare like with like on the Loan Estimate.

VA also says it never emails or mails refinance solicitations to veterans. An official-looking offer is not from VA.

Documents to Gather

  • Certificate of eligibility
  • Recent pay documentation, such as a leave and earnings statement for active duty
  • Discharge paperwork for veterans
  • Current mortgage statement
  • Homeowners insurance information
  • Statements for debts you carry

Lenders may ask for more depending on your file.

Frequently Asked Questions

Do I need an existing VA loan to get a VA cash-out refinance?

No. Only the IRRRL requires one. A conventional, FHA, or USDA loan can be refinanced into a VA loan with a cash-out, as long as you hold a COE and meet the lender’s credit and income review.

Is there a minimum credit score?

VA publishes none. Lenders set their own. Across the wholesale programs Lendmire places VA loans with, the decision-score floor starts at 580, though some lenders set a higher one. Final eligibility depends on the full file.

Can an active-duty member apply while stationed away from the home?

Possibly. VA allows a spouse or dependent to satisfy occupancy for an active-duty member. Your situation, including orders, should be reviewed with a loan officer before you apply.

Can I borrow up to the full value of my home?

VA’s cash-out can reach 100% of the appraised value, including the financed funding fee. Some lenders choose lower limits, and approval remains subject to lender guidelines and full file review.

Will I owe the funding fee?

Usually, unless you are exempt, such as a veteran receiving service-connected disability compensation. The fee can typically be financed into the loan.

If you are weighing a cash-out refinance against keeping the loan you have, Lendmire can help you compare the programs and the equity each one reaches. Nothing here is a commitment to lend.
