Best Bank Statement Cash-Out Refinance Program on a Rental With a Section 8 Tenant

Best Bank Statement Cash-Out Refinance Program on a Rental With a Section 8 Tenant

The Quick Read: The best program for a Section 8 rental depends on the borrower’s deposits, credit profile, leverage need, and how the property is held, because a bank statement loan is reviewed for the borrower on documented income under the applicable program, subject to lender guidelines, rather than qualifying the unit on its rent. The voucher tenant matters for the appraisal, the lease paperwork, and the cash-flow cushion after closing, but it does not add qualifying income to a bank statement file.

  • Qualifying income comes from 12 months of business or personal bank statements, with lender-specific expense factors.
  • Investment-property cash-out on this documentation tops out around 75% LTV.
  • Loan sizes typically run from roughly $125,000 to $3,500,000, with reserves commonly near 6 months of the housing payment.
  • If the property’s rent is stronger than the borrower’s deposits, a DSCR file may fit better.

What Does “Best Program” Mean for a Section 8 Rental?

There is no single best program. The right fit depends on documentation, leverage, and how the property is owned. Lendmire is a mortgage broker, not a lender. It places files with select wholesale lenders and matches each scenario to the program that fits.

Think of it as six criteria. Does the lender’s statement analysis suit your deposit pattern? Does the program allow cash-out on a non-owner-occupied rental? Is the leverage ceiling enough for your goal? Does the lender accept your vesting? Is there a fallback documentation path? And does the lender handle a subsidized lease without friction?

Programs differ on all six. That is why a broker that sees many guidelines can save a borrower from applying to a program that was never going to fit.

Can You Use Bank Statements on a Rental With a Voucher Tenant?

Yes. Bank statement documentation is built around the borrower, not the tenant. Across Lendmire’s wholesale network, most programs ask for 12 months of business or personal statements. They average the qualifying deposits and apply an expense factor that varies by lender. A Scotsman Guide overview of non-QM lending describes the same structure, including the P&L or tax-professional expense-statement alternatives some lenders accept.

On an investment property, cash-out generally tops out around 75% LTV. Purchase leverage on bank statement documentation varies by lender, so treat any purchase number you see as a different question.

Does the Section 8 Tenant Help or Hurt a Bank Statement File?

Neither, directly. The tenant is a property fact. It is not a borrower-income fact.

Under a voucher, a public housing agency pays part of the rent on the tenant’s behalf. The HUD tenancy addendum shows that the housing assistance payment is credited against the monthly rent to the owner, and that the agency sets the payment amount. The tenant covers the rest.

Here is where the tenancy still touches your file:

  • Appraisal. The appraiser prepares a rent schedule or income analysis, using the 1007 form for single-family and the 1025 form for 2-4 units. If market rent comes in below the contract rent, the file reflects the lower figure.
  • Paperwork. Lenders usually want the lease, the tenancy addendum, and the executed assistance contract. All three should agree.
  • Deposits. If rent flows through accounts you submit as statements, those deposits are part of the analysis. Refundable tenant security deposits are not income. Transfers and loan proceeds are screened out too.
  • Cash flow. The subsidized rent is capped by the agency’s reasonableness review, so the unit may rent below an unassisted comparable. A bigger payment after cash-out leaves less cushion.

Some lenders also screen a lease that is not yet in place, or a voucher that is not yet executed. How a given bank statement program treats a vacant or pending-voucher unit is a lender guideline question, and your broker should confirm it before you order an appraisal.

Bank Statement or DSCR: Which Should Carry the File?

Choose the path that makes the strongest argument. Bank statement qualifies the person on deposits. A DSCR loan is reviewed primarily on property-level rental income covering the payment, subject to lender guidelines. Lendmire’s complete DSCR loans guide covers the second path in depth.

Borrower profile Better lane Why
Strong deposits, thin rent Bank statement Person carries the file
Strong rent, thin or messy deposits DSCR Property carries the file
Many financed rentals Usually DSCR Personal debt ratio gets crowded
Entity-held title Often DSCR Program fit tends to be cleaner
Voucher rent capped below market Compare both Rent may limit DSCR coverage

Two points sit under that table. First, on a Section 8 unit, DSCR lender review leans on how the lender reads the subsidized rent, and lenders vary. Lendmire’s piece Best DSCR Cash-Out Refinance Program on a Rental With a Section 8 Tenant covers that side.

This is also the flip point. If your deposits are lumpy and the rent covers the full monthly obligation comfortably, DSCR may be the simpler lane. If your debts are heavy but business cash flow is strong, bank statement may carry a file that rent alone would not.

Key Terms Defined

Cash-out refinance: A new loan that pays off the existing mortgage and gives the borrower the leftover equity.

Bank statement loan: A loan that qualifies the borrower on deposit averages from bank statements instead of tax returns.

Expense factor: The share of deposits a lender subtracts to estimate business expenses before counting income.

HAP contract: The agreement under which a housing agency pays its share of a voucher tenant’s rent to the owner.

Contract rent: The rent the lease and assistance contract set, which may differ from appraiser market rent.

Seasoning: The time you have owned the property or held the current loan before a lender will count a cash-out.

DSCR: Monthly rent divided by the full monthly housing obligation, used to qualify a property on its own income.

How to Size the Cash-Out

The sizing sequence is the same on any rental. The lender takes the appraised value, applies the LTV ceiling, subtracts the existing payoff and closing costs, and the remainder is your proceeds. For a non-owner-occupied rental, the ceiling is around 75% LTV. Terms vary by lender guidelines, property type, leverage, credit profile, and full file review.

Picture a rental appraised at $400,000 with a lien paid down well below that. The program ceiling sets the maximum new balance as a percentage of that value. Anything you owe now and the costs of closing come off the top. The calculator on this page can turn those percentages into illustrative dollars.

Note what moves the number. A low appraisal, whether from a weak market rent schedule or a condition issue, shrinks proceeds. A stale payoff does too. And reserves, commonly around 6 months of the housing payment, come out of your liquidity, not out of the proceeds.

Document Packet Checklist

Document What it proves Common problem
12 months of statements Deposit history Missing pages
Lease with tenancy addendum Occupancy terms Expired or unsigned
Executed assistance contract Subsidy terms Doesn’t match lease
Entity documents, if held in an LLC Authority to borrow Gaps in vesting
Payoff statement Current lien Stale figure
Insurance and title Property protection Name mismatches

Mismatches are what stall voucher files. If the lease rent, the contract rent, and the deposits disagree, the underwriter has to reconcile them before moving on. Reconcile them first.

Inspection, Rent Changes, and Timing Risks

The housing agency controls several things your lender cannot. It must find the rent reasonable against comparable unassisted units, and the unit must pass inspection. Those requirements sit in 24 CFR Part 982. A failed inspection can pause the subsidy, which pauses part of your rent while a refinance is in motion.

Rent increases need agency approval, so a pending increase is not baseline rent. Tenant-based assistance follows the family, so lease renewal and tenant retention drive income continuity. Whether your refinance needs any notice to the agency, especially if title or the owning entity changes, is something to confirm locally with the agency.

After the Cash-Out: Stress-Test the Property

A larger balance means a larger obligation. Before you commit, test three things: the subsidized rent held flat, a vacancy gap during re-leasing, and a payment-standard change at the agency. If the property only works when everything goes right, the cash-out is borrowing against optimism.

Stacking matters too. This loan competes with your other financed rentals for the same personal debt ratio, so each added mortgage narrows room for the next.

Disclosure Regime: What Applies to a Rental

Occupancy decides which disclosure rules apply. A bank statement loan on a non-owner-occupied rental is a business-purpose loan, and business-purpose credit generally falls outside the consumer ability-to-repay rule. Owner-occupied bank statement files, on a primary residence or second home, are consumer mortgages and follow consumer disclosure rules. Lendmire’s consumer mortgage licensing covers 16 states, so availability for owner-occupied files is narrower than for investor lending.

Who Should Skip This

Skip the bank statement lane if your deposits are thin or heavily commingled, if you expect the lender to count voucher rent as income, or if your goal is leverage above the investment cash-out ceiling. Consider a DSCR path instead, or wait until the unit is leased and the paperwork lines up.

Frequently Asked Questions

Does Section 8 rent count as income on a bank statement loan?

Only as deposits you actually received in the accounts you submit. It is not a separate rental-income test. The lender analyzes deposit averages and applies its expense factor, subject to lender guidelines.

Will a lender refuse a rental because the tenant has a voucher?

Not as a rule. A broker can steer you toward lenders comfortable with the documentation.

Do I need tax returns?

Bank statement programs review the file on documented income under the applicable program, so statements replace the usual tax-return approach. You will still provide credit, reserves, entity documents, and property records.

Can an LLC hold title on this loan?

Often, but eligibility depends on the program and the lender, and some programs prefer personal vesting on bank statement files. Confirm vesting before you apply.

What if the unit is vacant or the voucher is pending?

It depends on the program. Bank statement files do not qualify on rent, but the appraisal and lease evidence still matter, so ask your broker how the target lender treats it.
