Best VA Cash-Out Refinance Program to Refinance an Existing VA Loan

Best VA Cash-Out Refinance Program to Refinance an Existing VA Loan

The Quick Read: The best program depends on your goal. If you want cash from your equity, the VA cash-out refinance is the route. If you only want a lower rate or a switch from adjustable to fixed, the IRRRL usually fits better, because it gives no cash. A cash-out replaces your current loan with a new one, reaches up to 100% of the appraised value including the financed funding fee, and must pass a net tangible benefit test. All of it is subject to lender guidelines and full file review.

What a VA Cash-Out Refinance Actually Does

A VA cash-out refinance pays off your current mortgage and replaces it with a new first-lien loan on new terms. VA describes it as a way to take cash from home equity or to refinance a non-VA loan into a VA-backed loan. VA does not make the loan. A private bank, mortgage company, or credit union does, and VA guarantees a portion.

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA cash-out refinance quote; a VA loan is priced by the lender at lock. The total loan, funding fee included, is capped at the program leverage on the reasonable value; the fee follows the tier chosen. The cash available is what the cap allows less the balances paid off and the fee, before closing costs, which are not included. The HELOC line is the line program’s combined loan-to-value ceiling applied to the same value and balance. Taxes and insurance are editable estimates. The debt-to-income figure is a guideline; residual income decides a VA file. Licensed in sixteen states for consumer mortgages.

Two points surprise people. First, you do not need an existing VA loan. The program refinances any loan type into VA, whether FHA, USDA, conventional, or VA. Second, it is not a second mortgage. Your old loan, with whatever terms it carried, goes away.

Lendmire’s VA cash-out refinance program page covers the program basics. Lendmire is a mortgage broker, not a lender. It arranges these loans through wholesale lenders, and it is licensed for consumer lending in 16 states.

What Does “Best” Mean for an Existing VA Borrower?

“Best” is a fit question, not a ranking. The best program for your situation turns on four things:

  • Cash needed. Do you need money out, or just a better structure?
  • Total cost. Fees and a new balance are weighed against what you gain.
  • Risk. A bigger balance and a reset term change your exposure.
  • What you give up. Your current loan’s terms disappear when it is paid off.

That last one gets the least attention. If your current VA loan has terms you like, replacing it is a real cost. The cash has to be worth it.

Your goal Likely fit Why
Take cash from equity VA cash-out Only VA refinance that pays you
Lower the rate or fix an adjustable loan IRRRL No VA appraisal, no cash back
Leave an FHA or conventional loan VA cash-out Refinances any loan type into VA
Remove monthly mortgage insurance VA cash-out VA loans carry none
Keep a loan you like Do nothing Nothing replaces the old terms

IRRRL vs. Cash-Out: Where the Two Split

The IRRRL (Interest Rate Reduction Refinance Loan) is for existing VA loans only, and you may not receive cash from it. Across the wholesale programs we place files with, it needs no VA appraisal, carries a 0.5% funding fee unless you’re exempt, and requires a net tangible benefit.

The cash-out works differently. It brings a VA appraisal, full underwriting, and a new certificate of eligibility check. The CFPB’s servicemember handout draws the same line: the IRRRL refinances an existing VA loan, while the cash-out serves equity extraction or a non-VA payoff.

Factor IRRRL VA cash-out
Cash back None Yes, if loan exceeds payoff
Appraisal Not required VA appraisal
Underwriting Light Like a new VA loan
Source loan Existing VA loan only Any loan type
Funding fee 0.5% unless exempt 2.15% first use, 3.3% after

How the Loan Is Underwritten, Step by Step

Here is the sequence as these files typically move.

1. Confirm eligibility. The certificate of eligibility (COE) decides it. You can get one through a lender, VA.gov, or by mail. Service requirements are VA’s rules.

2. Choose a lender channel. Lenders are not required to offer VA cash-outs, and terms vary. That is where a broker helps, since the file is shopped to several wholesale lenders.

3. Application and early disclosures. Under VA Circular 26-18-30, the lender gives you net tangible benefit information by the third business day after application, and again at closing. As a consumer mortgage, it also carries a Loan Estimate and Closing Disclosure.

4. VA appraisal. The appraiser sets the reasonable value on the Notice of Value. Loan-to-value is the total loan, funding fee included, divided by that value.

5. Full underwriting. Credit, income, and residual income all get reviewed.

6. Seasoning check, if the old loan is VA. More on this below.

7. Closing. The funding fee and allowable closing costs may be financed or paid from proceeds.

Credit, Income, and Residual Income

VA sets no minimum credit score. The wholesale programs Lendmire places VA loans with start at a 580 decision score, though individual lenders can set their own floors. Residual income is the controlling test. It measures what is left each month after your major obligations and living costs. The 41% debt-to-income figure is a guideline, not a cap. A ratio above it needs residual income well above the table.

The Net Tangible Benefit Test

Every VA cash-out must pass a net tangible benefit (NTB) test. VA’s lender training confirms that a cash-out must meet one of eight defined benefits under 38 CFR 36.4306(a)(3)(i). The test exists so the loan serves your financial interest. The first listed benefit is eliminating monthly mortgage insurance. Ask your lender for the full list, or check VA’s guidance directly.

Many cash-outs raise the payment, since the balance grows, a fee gets financed, and the term can change. The NTB test is a check against that.

Seasoning, Recoupment, and Type I vs. Type II

Seasoning applies only when the loan being replaced is a VA loan. In the programs we place, the rule is the later of 210 days from the first payment due date and the 6th monthly payment. A recently closed VA loan may not be refinanceable yet. Some lenders add their own overlays on top. A non-VA payoff skips the seasoning test but still needs a NTB.

Circular 26-18-30 defines two structures:

Item Type I Type II
Loan amount vs. payoff At or below payoff, fee included Above payoff
Cash to you None Yes
Extra test Fees recouped within 36 months NTB test

So “cash-out” can be a misnomer. A Type I refinance, such as swapping a loan type or rolling in a financed fee, can put no cash in your hand. VA’s training deck notes that Type I requires fee recoupment within 36 months.

The Funding Fee

The funding fee is a one-time VA charge. It can be financed, and it counts toward the loan-to-value calculation. Veterans receiving compensation for a service-connected disability, and other exempt groups, are not charged the fee. Your COE shows exemption status.

Where the General Rule Breaks

Low appraisal. The appraised value caps the loan. If it comes in under expectations, the available cash shrinks, and a deal built on a hoped-for number can fall apart.

Construction-to-permanent loans. VA treats a refinance of a construction loan as a cash-out even when the principal doesn’t change.

Occupancy. VA-guaranteed purchase and cash-out loans are for homes you occupy. For active-duty servicemembers, a spouse or dependent can satisfy occupancy. If you’ve moved out, tell your loan officer early, because it changes the answer.

Entitlement. How your entitlement carries over when you replace a VA loan depends on your file. Have your loan officer walk through it before you commit, especially if you plan another VA purchase. With remaining entitlement rather than full entitlement, a down payment may apply on a later purchase. Speak with a loan officer about your own numbers.

Lender overlays. VA allows up to 100% of value, but many lenders set tighter limits. Across the wholesale programs we place files with, a cash-out reaches 100% of the appraised value including the financed fee, but your lender’s limit may differ. This is why “program” differences are really lender differences.

A Decision Walkthrough

Take a borrower with a VA loan well past seasoning who wants to pay off high-interest credit cards. The VA cash-out can consolidate them into the mortgage. That turns unsecured debt into debt secured by the home and stretches the repayment horizon. It may help monthly cash flow, but it puts the house at risk if payments slip. If the borrower is carrying a very favorable current loan, the better answer may be a smaller approach, or none at all.

Now take a borrower in an FHA loan paying monthly mortgage insurance. A VA cash-out can move them into a loan with no mortgage insurance, which satisfies the first listed NTB. Here the case is stronger, provided the new balance and fee make sense.

Run these questions before applying:

  • Is my current VA loan seasoned?
  • What will the new balance be with the funding fee financed?
  • Do I meet a net tangible benefit?
  • What am I giving up from my current loan?
  • What will the cash do for me, and is it worth the added balance?

Watch for Misleading Offers

VA refinance mailers can look official. The CFPB and VA jointly warned about offers promising cash back with no out-of-pocket costs, skipped payments, large escrow refunds, and pressure to refinance soon after closing a VA loan. Advertised terms are not approval. An older CFPB servicemember snapshot described borrowers told they were qualified who then hit contingencies that disqualified them. Treat a quote as an estimate until full review is done.

Key Terms Defined

Certificate of Eligibility (COE): The VA document that confirms you qualify for a VA loan.

Net tangible benefit (NTB): A VA test showing the refinance gives you a real financial advantage.

Seasoning: The waiting period a VA loan must age before it can be replaced by another VA refinance.

Funding fee: A one-time VA charge that can be financed, waived for exempt borrowers.

Residual income: The money left each month after major obligations and living costs, the controlling underwriting test.

Entitlement: The amount of VA guarantee available to you.

Frequently Asked Questions

Do I need an existing VA loan to get a VA cash-out refinance?

No. VA allows you to refinance a non-VA loan, such as FHA, USDA, or conventional, into a VA-backed loan. Seasoning and recoupment tests apply to VA-to-VA refinances. A non-VA payoff skips them but still needs a net tangible benefit.

Can I get cash from an IRRRL?

No. The IRRRL is VA-to-VA only and pays no cash. If you want equity out, the cash-out is the program. If you only want a lower rate or a fixed term, the IRRRL is usually simpler.

How much of my home’s value can I borrow?

The program reaches 100% of the appraised value, including the financed funding fee. Individual lenders may set tighter limits, and the appraisal sets the ceiling.

Who pays no funding fee?

Veterans receiving compensation for a service-connected disability, and other exempt groups such as certain surviving spouses, owe none. Your COE shows your status.

How do I choose among lenders?

VA sets the framework, but each lender sets its own overlays on credit, loan-to-value, and seasoning. A broker can shop your file across several wholesale lenders and match it to the program that fits.
