How to Confirm VA Loan Eligibility Before You Start House Hunting

How to Confirm VA Loan Eligibility Before You Start House Hunting

The Quick Read: Confirming VA eligibility means getting a Certificate of Eligibility (COE), the document that proves your service qualifies you for the benefit. You can request it online, have a lender request it for you, or mail VA Form 26-1880. The COE settles the service test only. Credit, income and occupancy are still reviewed separately, so a COE is not an approval.

What Does “Confirming Eligibility” Actually Mean?

Two tests sit on every VA file. The first is service. The second is the borrower’s financial and property profile. VA.gov says a VA-backed loan requires meeting credit, income and occupancy requirements from both VA and the lender.

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA loan quote; your rate is set by the lender at lock. The funding fee follows VA’s published table for the use and down payment entered; the residual-income figure is VA’s guideline for the region and family size, and the rough residual shown subtracts only the housing payment and the debts entered, while VA also deducts taxes, maintenance and utilities. Taxes, insurance and dues are editable estimates; closing costs are not included. Licensed in sixteen states for consumer mortgages. Plenty of buyers treat the COE as a pre-approval. It isn’t. Files stall when someone shops at a price the income or residual income can’t support, even though the COE came back clean.

Do You Need the COE Before You Start House Hunting?

You can look at homes without it, but get it before you write offers. The COE tells you whether you have full or partial entitlement. That decides whether you plan for a down payment, and it shows whether a funding fee exemption applies. Finding that out after the contract is signed is how surprises reach the Closing Disclosure.

Stage What to do
Now Self-check service category, gather papers, request COE
Before an offer Read the COE, talk through entitlement and budget
Before closing COE must be in the file

You also don’t have to hold the COE before talking to a lender. VA says lenders can request it for you.

Step 1: Self-Check Your Service Category

Start with VA’s own tables, not a blog summary. VA.gov says service members who have served 90 continuous days meet the minimum. For Veterans, the minimum depends on the era you served, so match your dates against VA’s era table. Don’t assume one number applies to everyone.

VA’s Buyer’s Guide lists the eligible groups:

  • Active-duty members
  • Veterans with other-than-dishonorable discharges
  • Guard and Reserve members, where the guide uses an “honorable” standard
  • Certain eligible spouses and other uniformed personnel

Short on service time? VA may still issue a COE if you were discharged under a qualifying exception. Check VA’s page for the current list before you count yourself out.

Step 2: Gather Your Proof of Service

Veterans generally need discharge papers. Active-duty members generally need a statement of service from their command. Guard and Reserve members should pull orders and service records, because memory doesn’t count. Lost papers are common, and a missing record is a common cause of a slow COE. Start there.

Step 3: Request the COE

There are three routes, per VA:

1. Online. Request it through VA directly.

2. Through a lender. The lender submits the online application for you.

3. By mail. Send VA Form 26-1880 to the address on the form.

Electronic requests generally move faster than paper. Mail is the fallback when records need to travel with the request. Not every lender offers VA loans, as the CFPB points out, so ask early whether a lender participates.

Step 4: Read What the COE Shows

Lenders look at three things on the COE:

  • Entitlement available. This is the amount of the guaranty you can still use.
  • Entitlement tied to a prior VA loan. It matters if you’ve used the benefit before.
  • Funding fee exemption status. It shows whether the fee is waived.

On a VA purchase, the guaranty replaces both the down payment and mortgage insurance in most cases. Across the wholesale programs Lendmire places VA files with, full entitlement means 100% financing with no mortgage insurance of any kind and no VA loan limit, provided the price isn’t above the appraised value. With less than full entitlement, a down payment may be required, and that conversation belongs with a loan officer who can read your actual COE.

VA’s Lenders Handbook states that VA sets no dollar amount as the maximum loan. The ceiling comes from the reasonable value on the Notice of Value and the lender’s own needs. It also lists the cases where a down payment applies, such as a price above reasonable value.

What If the COE Isn’t Instant?

An automated pull can fail for a few reasons: records that don’t match, a name or date discrepancy, or a manual review. Here’s how to handle each.

Situation Next move
Records don’t match Correct the mismatch, resubmit with discharge papers
Manual review Send the paper trail VA asks for
Zero entitlement shows May be incomplete data or a restoration need
Discharge-character question Ask VA’s Loan Guaranty Service directly

VA’s Loan Guaranty Service takes eligibility questions by phone and through an online support portal. Use it instead of guessing.

Where the General Rule Breaks

Prior VA loan users. Eligibility can generally be restored after you sell a home bought with a VA loan, per the CFPB. If you don’t meet a restoration requirement, VA says you may still have remaining entitlement. This is where partial entitlement and a possible down payment come in.

Co-borrowers. If your co-borrower isn’t your spouse, underwriting requirements can differ.

Two eligible spouses. Two servicemembers can’t use VA loans for a vacation home or rental. A home bought together must still be a primary residence.

Occupancy. VA requires you to certify you’ll occupy the home. The rule applies to all VA loans except the IRRRL, where you only certify prior occupancy. Occupancy decides the leverage here. VA is for a primary residence, not a rental.

Multi-unit properties. Some can qualify when you live in one unit. Confirm specifics with a loan officer before you tour.

Refinancing a non-VA loan. The CFPB says Veterans may be able to refinance an existing non-VA mortgage into a VA loan for up to 100 percent of the property value. In the programs Lendmire works with, that includes a VA cash-out reaching 100% of the appraised value including the financed fee, with seasoning and a net tangible benefit required.

What the COE Does Not Tell You

It doesn’t tell you what you can afford. Residual income is the controlling test on VA files. It measures what’s left of your income each month after debts and living costs. The 41% debt-to-income figure is a guideline, not a cap. A higher ratio needs residual income well above the table.

VA sets no minimum credit score. Lenders do, though. The wholesale programs Lendmire places VA loans with start at a 580 decision score, and some lenders set a higher floor. Read the VA loan programs page to see how those overlays fit a file.

The funding fee is separate from the COE, though the COE shows whether you’re exempt. It is reviewable. It runs from 1.25% to 3.3% depending on first or subsequent use and the down payment, and it is waived for veterans receiving compensation for a service-connected disability and other exempt groups. First use is 2.15% with less than five percent down, 1.5% with five to under ten percent, and 1.25% at ten percent or more. Subsequent use is 3.3% below five percent down.

A Worked Walk-Through

Picture a Veteran who served years ago and wants to buy in the coming months. She checks VA’s era table and confirms her service dates meet the minimum. She finds her discharge papers, requests the COE online, and reads it. It shows full entitlement and a fee exemption. Now she knows she can plan around 100% financing, and the funding fee won’t appear at the Closing Disclosure. Then she starts the financial review, where income, residual income and credit get looked at. Only after that does she set a price range.

Change one fact. Entitlement tied to an earlier loan she still owns. Now she knows to speak with a loan officer about a possible down payment before she makes an offer.

Key Terms Defined

Certificate of Eligibility (COE): The VA document that shows your service qualifies you and what entitlement you have.

Entitlement: The amount of guaranty VA can back for you on a loan.

Funding fee: A reviewable one-time fee on a VA loan that is waived for exempt borrowers.

Residual income: The money left each month after debts and living costs, the controlling VA test.

IRRRL: The VA streamline refinance of an existing VA loan.

Frequently Asked Questions

Can I shop for a home before I have my COE?

Yes, you can browse, but get it before you make offers. It shows your entitlement and fee status, which shape your budget. The COE has to be in the file before closing.

Can a lender get the COE without me?

Yes. VA says a lender can submit the online application for you. You may still need to supply discharge papers or a statement of service if records don’t match.

What if I lost my discharge papers?

Request replacements before you apply. A missing or mismatched record is what most often slows a COE. Veterans generally need discharge papers, and active-duty members a statement of service.

Does the COE mean I’m approved?

No. Credit, income and occupancy are reviewed separately, and every figure stays subject to lender guidelines and full file review. A COE is not a commitment to lend.

Do I need a new COE for every purchase?

Not always, but entitlement can change after a prior VA loan. Read the COE each time to see what’s available now, and ask about restoration if you’ve sold a VA-financed home.
