Which part of Panama City Beach can actually carry a cash-out refinance on long-term rent? Mostly not the beach strip itself. Coverage on a 12-month lease works best in the inland, workforce-driven pockets of Bay County, such as Callaway, the Cove and Lynn Haven. Vacation-comp-heavy beach product tends to run thin once rent is measured against a full monthly obligation.
The Quick Read: A DSCR cash-out refinance in Panama City Beach, Florida is underwritten primarily on the property’s rental income measured against its full monthly obligation, after roughly six months of ownership seasoning and an appraisal that sets the borrowing ceiling, with Bay County metro demand of 226,221 residents sitting behind the rent roll.

- Cash-out LTV tops out at 75%.
- Callaway long-term rents average $1,800 per Zillow Rental Manager, 11% under the national average.
- Beach-zone home values are softening, so appraisal risk matters more than rent risk.
- Two federal anchors, Tyndall and NSA Panama City, support tenant demand outside tourism.

Callaway: The Cleanest Long-Term Rent Story
Callaway is the strongest long-term-rental cash-out submarket in the Panama City Beach orbit. It sits closest to Tyndall Air Force Base’s back gate, and average rent across all property types runs $1,800. Small multifamily product nearby lists around $1,200 a month for a 2BR/1.5BA unit. Those are modest rents, but they sit against acquisition costs well under the beach corridor’s.
The tenant pool is specific. Local listings explicitly market to military tenants, noting a home sits about 11 miles from Tyndall and roughly 18 miles from NSA Panama City, per Homes.com rental listings. That is dual-base commuter demand. And the base is mid-rebuild: Tyndall’s “Installation of the Future” program approaches $5 billion in total investment across 12 construction zones and more than 120 facilities. Contractors, permanent staff and airmen all need somewhere to live.
Here’s the catch. Callaway is a cash-flow-first market, not an appreciation-first one. An owner who bought here and wants to pull equity is leaning on rent stability and a reasonable appraisal, not on a price run-up. The equity pool is real but rarely enormous, which is why duplexes and small multifamily beat single units on coverage. One roof, two rent checks, one tax bill.
The Cove: Higher Basis, Durable Rent
The Cove and its Cove Pointe/Cove Terrace tract, a bayfront pocket adjacent to downtown Panama City, show a different profile. NeighborhoodScout puts the median real estate price at $427,262 and average rent at $2,451. That is a monthly rent-to-price ratio of about 0.57%, tighter than Callaway would suggest on a per-dollar basis, yet the rent is a genuine non-seasonal lease comp rather than a vacation estimate.
That distinction matters at review. An appraiser preparing a rent schedule wants leases and long-term comps, and the Cove supplies them. The trade-off is basis: with a higher price, less room exists between the 75% ceiling and what the rent can carry once taxes and insurance are added to principal and interest. Owners here who bought well below current value get the best cash-out math. Recent buyers at today’s pricing mostly do not.
Compare that with the wider Panama City multifamily market, where the median listing price for duplex-to-fourplex product sits at $339K. Per-door cost inland is meaningfully lower than in the beach corridor, and that is the mechanical reason stacked long-term income clears coverage more easily off the strip.
Lynn Haven and the Rent-Ceiling Problem
Lynn Haven, just north on SR 77, rents below the Florida average. The 2BR average runs $1,372 and the 1BR about $1,189, against a statewide 1BR average of $1,691, per ApartmentFinder. Lower rent, lower prices, steady tenants.
This one’s a genuine toss-up for cash-out purposes. The coverage math favors low basis, and an owner with a long hold and a paid-down balance can extract meaningful equity at the 75% ceiling. But rent growth is the constraint. Property tax and insurance can climb faster than rents at this level can follow, and a file that clears 1.00 today can drift toward the line at the next refinance. Owners here should treat cash-out as a one-time capital event, not a repeating one.
Skip the Beach-Strip Long-Term Play
Beach-corridor product rarely works as a long-term-rent cash-out. The Redfin median sale price runs $384,000 over the trailing three months, down 4.1% year over year, with price per square foot at $329. (Zillow’s index reads higher, at $413,312 and down 4.0%, reflecting a different methodology; this article uses the Redfin figure as the canonical median.) Long-term rent evidence is thin because so much of the inventory trades as vacation product. Rent trackers disagree widely: RentCafe shows an average apartment rent of $1,671, down 0.76%, Zillow’s 2BR runs $2,096, and Zumper’s overall average lands near $2,050. Treat that spread as a range, not a number.
A beach-adjacent duplex illustrates the gap. A documented listing near the beach shows a duplex rented long-term with gross rent of $33,000 a year, with the listing itself noting much higher short-term potential. Run the numbers on that: roughly $2,750 a month combined against a beach-zone price. A lender reviewing on lease rent sees a property priced for a different income stream than the one on the rent roll. Coverage compresses, and the owner has to decide which income the file should rest on.
How the Cash-Out Actually Sizes
The ceiling is 75% of appraised value, and the number is not a promise. Proceeds are what remains after the existing payoff and reserves, and only if coverage clears. Most standard programs are built around a 1.00x benchmark, calculated as monthly rent divided by the full monthly obligation of principal, interest, taxes, insurance and any HOA dues. Some lenders review lower scenarios, though usually with less leverage, different pricing or more cash reserved. Eligibility depends on lender guidelines, credit profile, reserves and property review.
Seasoning is the second gate. Cash-out generally requires about six months of ownership, measured from title recording. Pricing and available terms vary by lender, borrower profile, property type, and full underwriting review. Reserves typically run about six months of PITIA, moving to about nine above $1,500,000. Loan sizes reach up to $3,000,000 on standard programs, with smaller balances routed through select lenders in the network.
Florida adds no wrinkle. Florida files carry no declining-market overlay, so the 75% standard cash-out refinance ceiling applies there as it does in every other state.
The appraisal is where softening prices bite. Run this modeled example, using assumed percentages rather than market data. An owner carries a balance at 60% of the original value, and the property reappraises 4% lower, close to what both Zillow and Redfin show for year-over-year movement. Loan-to-value moves to 62.5% (60 ÷ 0.96). Against a 75% ceiling, available room drops from 15 points of value to 12.5, a cut of about 17% in potential proceeds from a 4% price move. Leverage magnifies small appraisal misses.
Those proceeds are then capital for the next acquisition, ideally inland duplex or fourplex product where per-door cost is lower. For the mechanics of equity extraction, see pulling equity with a DSCR cash-out and the refinance side. Lendmire’s DSCR loans in Florida page covers state-specific structure.
Where Files Snag
Cash-out files in coastal Florida markets tend to stall on documentation, not on rent. The common friction point is a lease that doesn’t match the rent used for qualification: month-to-month tenancies, expired leases or a schedule that assumes a vacation rate for a property leased long-term. The cleaner files from a documentation standpoint show a current signed lease, proof of deposit and a rent survey that reconciles with both. Condo projects add a second layer, since the building’s review can take longer than the borrower’s.
Hold the entity paperwork ready too. If title sits in an LLC, the loan is subject to lender program eligibility, and the vesting documents need to match the deed. Small mismatches cost more time than large ones. Lendmire, as a broker, can flag these early, but underwriting decisions rest with the lender.
Manufactured homes, log homes and barndominiums fall outside these programs. Inland Bay County has some such stock, so confirm construction type before spending on an appraisal.

Tenant Demand That Doesn’t Follow the Tide
Tourism drives the beach. Everything else drives the rent roll. Naval Support Activity Panama City hosts the Naval Surface Warfare Center Panama City Division, the Navy Experimental Diving Unit and Coast Guard Station Panama City. Most investor content mentions only Tyndall, so NSA Panama City is a second, largely overlooked federal anchor.
Health care adds a layer. HCA Florida Gulf Coast Hospital runs 238 beds with more than 550 providers and 1,100 employees, and Ascension Sacred Heart Bay is the area’s only trauma center. Education adds another: Gulf Coast State College reported more than 12,600 students, 86% from Bay, Gulf or Franklin counties, and Florida State University Panama City serves more than 4,000. That is a student-renter base concentrated in Panama City proper, best matched to 1-2BR product near the campuses.
Renter share is modest. Just 38% of Panama City Beach households rent, so the rental pool is smaller than in a typical metro. Vacancy risk on any one unit is real, and reserves matter.
Verify current local rules, taxes and insurance with qualified local professionals before committing to any hold strategy.
Frequently Asked Questions
Does the 6-month seasoning clock start at closing or at recording?
It runs from title recording, not the contract date. Owners who closed near the six-month mark should confirm the recording date on the deed, since a few days can matter. Funds used in a renovation may change how the lender views the basis.
DSCR vs. conventional financing
Two common ways to finance an investment property in Panama City Beach, FL. They qualify you differently — here’s how investors weigh them.
Why investors choose it
- Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
- No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
- Can be closed in an LLC, keeping the property inside a business entity.
- Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
- Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
- Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Where it’s strong
- Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.
Trade-offs for investors
- Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
- Typically held in your personal name rather than a business entity.
- Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
- Evaluates you as a borrower as much as the property, which usually means more paperwork.
How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.
Can a beach-corridor duplex qualify on long-term rent?
It can be reviewed that way, but coverage is often tighter than the owner expects. A duplex grossing $33,000 a year on long-term leases sits against beach-zone pricing built for vacation income. Owners commonly need lower leverage or stronger reserves, subject to lender guidelines.
Does Florida carry an LTV overlay for this city?
Florida files are not treated as declining-market and are not capped below the 75% standard; cash-out refinances here use the same 75% limit that applies in every state. On a stacked multi-unit refinance, five points of leverage changes proceeds materially, so size the plan at the 75% cap.
Is Tyndall’s rebuild enough to justify a cash-out on Callaway rentals?
It supports tenant demand, not appraisal growth. The $5 billion rebuild keeps contractors and staff cycling through, but Callaway rents average $1,800 and the equity story is cash-flow-first. Treat the base as a vacancy cushion.
Which documents matter most on a Bay County cash-out?
A current lease matching the rent used for lender review matters most, followed by entity documents and the appraisal’s rent schedule. For multi-unit properties, each unit needs its own lease. Condos add a project review.
What a Local Appraiser Would Tell You
Panama City Beach prices soften first and rents follow, so the owners who pull equity cleanly are the ones holding inland duplexes with signed leases, not beach condos leaning on a vacation number. Sit down with the appraisal before you sit down with the lender.
