VA Loan Documentation Requirements for a File Stuck in Underwriting

VA Loan Documentation Requirements for a File Stuck in Underwriting

The Quick Read: A stuck VA file almost always means the underwriter is waiting on one specific verification, not on everything. The core stack is your certificate of eligibility, income and employment proof, bank statements, housing history, and a clean credit report. Most stalls trace to a missing landlord verification, an unsourced deposit, or a document that went stale. Work the condition list in order and the file usually moves.

What Does a VA File Actually Need?

A VA purchase file needs five things proven: you are eligible, you earn enough, your cash is sourced, your housing and credit history are verified, and the property is sound. Each document answers one of those questions. Requests that look like duplicates usually answer different questions.

Illustrative starting assumptions: a $350,000 price, no down payment with full entitlement, a first-use funding fee financed into the loan, a thirty-year term at the current Freddie Mac benchmark, and property taxes and insurance estimated at typical national rates. Every field is editable.

Illustrative estimate only — not a Loan Estimate, approval, quote, or commitment to lend. The rate field carries the weekly Freddie Mac thirty-year conventional benchmark, a market reference and not a VA loan quote; your rate is set by the lender at lock. The funding fee follows VA’s published table for the use and down payment entered; the residual-income figure is VA’s guideline for the region and family size, and the rough residual shown subtracts only the housing payment and the debts entered, while VA also deducts taxes, maintenance and utilities. Taxes, insurance and dues are editable estimates; closing costs are not included. Licensed in sixteen states for consumer mortgages. Across the wholesale programs Lendmire places VA loans with, the envelope is the same. VA purchases can run at 100% financing with no mortgage insurance, and VA sets no minimum credit score. The wholesale programs start at a 580 decision score, and each lender reviews the full file. Underwriting is subject to lender guidelines, and nothing here is a commitment to lend.

The lender, not you, owns the verification work. The VA Lenders Handbook puts the duties of developing credit information, obtaining verifications, and certifying the data on the lender. So a stall is not always your fault. Sometimes the file sits waiting on a lender-side step.

Lendmire’s VA loan programs page covers the program basics. This article covers what happens after the application, when conditions start arriving.

The Document Master List

Here is the list by category, with what the underwriter checks and the usual failure point.

Document What the underwriter checks Common failure
Certificate of eligibility (COE) Entitlement, fee status Entitlement issue found late
Pay stubs and VOE Current, stable income Stale or unsigned
Two years of employment history Continuity, gaps Unexplained gap
Bank statements Cash to close, source of funds Missing pages, odd deposits
Rental or mortgage history 24 months of housing payments No landlord verification
Credit report Debts, derogatory items Unresolved collections
Award letters Disability, BAH, other benefits Amount mismatch

The COE matters more than most borrowers realize. A VA summary says the lender must obtain it before ordering the VA appraisal. A late COE or entitlement problem delays the entire chain behind it.

Why Is My File Stuck?

Files stall for a handful of repeat reasons. Knowing which one applies saves days of guessing.

Conditions. After the first review, the underwriter issues conditions. These are written requests for specific items. A conditional approval is not a denial. It is the normal middle of the process.

A “Refer” finding. Lenders run your file through automated underwriting. An “Accept/Approve” finding needs lighter documentation. A “Refer” finding means a person reviews more of the file, so new document requests can appear suddenly. Same loan, heavier paper.

Stale documents. Pay stubs and statements age out. If the file sits, the lender may need fresh copies. That feels like being asked twice. You are being asked for a newer version.

New numbers. A new debt, a job change, or a large transfer can change the file. Residual income and debt-to-income are measured against the new payment, so a change mid-process can flip the result.

Lender overlays. VA has no minimum credit score. Some lenders set a higher floor of their own. If a file stalls on credit, ask whether the requirement is VA’s or the lender’s.

How Does the Underwriter Decide?

Two tests decide the outcome. Residual income is the controlling one. It is the cash left each month after taxes, housing, and debts, measured against a VA table that varies by region, family size, and loan size.

Debt-to-income (DTI) is the percentage of gross income going to debts. The 41% figure is a guideline, not a cap. A ratio above it needs residual income well above the table. Many borrowers hear “over 41% means denial.” That is wrong.

When a file runs high on DTI, the underwriter documents compensating factors. VA’s lender conference materials list high residual income, significant liquid assets, low DTI, long-term employment, and minimal payment shock. Those are the items worth supporting with documents.

VA disability and BAH are non-taxable. Lenders may gross them up for the DTI calculation only, not for residual income. If your award letter and your stated income do not match, expect a condition.

Condition Decoder

Condition What it means What usually satisfies it
Source of funds A deposit has no clear origin Statements showing where it came from
Explain the gap Break in employment or residency Short signed letter plus proof
Updated income Pay documents aged out Fresh stubs and VOE
Housing history 24 months not verified Landlord verification or payment proof
Collection payoff Derogatory item open Payoff proof, possibly cash-to-close change
Award letter Benefit income unsupported Current VA letter

Send complete statements, every page, even blank ones. Missing pages are a common reason a response bounces back. Unsigned forms and mismatched names do the same.

Borrower Situations That Change the Paper

Active duty. Enlisted borrowers’ expiration of term of service (ETS) timing matters to the file, and the specific requirement varies by lender and by VA’s lender materials. If the ETS falls too close to closing, the file may need reenlistment proof, or a statement of intent plus one from the commanding officer.

Disability income. Expect the award letter. If you receive compensation for a service-connected disability, the funding fee is waived, and the COE confirms that status.

Military pay. Leave and earnings statements and allowances carry their own documentation rules. See Lendmire’s guide VA Loan Documentation for Military Income on a Home Purchase.

Collections or past credit trouble. Resolved items still need proof. Re-established credit generally means timely payments on later obligations for a stretch of time, and lenders may add rules of their own.

The Property Can Stall the File Too

The VA appraisal checks that the home is safe, sound, and sanitary. It is not a home inspection. Per VA’s Minimum Property Requirements rule, the property must meet a baseline of suitability. Appraisers are told not to require repairs for cosmetic items or normal wear. So a worn kitchen does not fail.

A safety or structural problem can make the appraisal “subject to” repair, and the repair must be completed and cleared. Some property types add documents: a shared well needs an agreement, and a legal non-conforming use needs a description. A private road or flood zone can add paper as well.

Triage Order for a Stalled File

Work it in this sequence.

1. Ask your loan officer for the full written condition list. Do not work from memory or phone calls.

2. Sort items into ones you control (statements, letters) and ones a third party controls (landlord, employer).

3. Request third-party items first. They take the longest to come back.

4. Send your own documents in one labeled batch, complete and legible.

5. Confirm receipt, then ask what the underwriter still needs.

6. Hold your finances still: no new debt, no job change, no big transfers.

Who Does What

The borrower supplies documents and explains anything unusual. The processor collects, checks completeness, and packages the file. The underwriter decides whether the file meets guidelines. The loan officer, or the broker, coordinates and is your first call. Ask the processor about completeness and the loan officer about status.

What a Delay Can Cost

A long delay can bring extra lender fees, re-ordered reports, or a re-inspection. The CFPB’s guide to the Loan Estimate and Closing Disclosure explains that a lender can revise the Loan Estimate after a changed circumstance, generally within three business days of learning of it. Revised estimates generally must arrive at least four business days before consummation. Ask your lender in writing which changes it can pass through and which it cannot.

Where the General Rule Breaks

IRRRL. The interest rate reduction refinance generally needs no credit review, and you only certify prior occupancy. The FDIC’s IRRRL guide summarizes this. Lenders may still ask for payment history, and a delinquent loan can be underwritten. Through the programs Lendmire places, an IRRRL needs a net tangible benefit and seasoning of the later of 210 days from the first payment or the sixth payment.

Cash-out refinance. This is full underwriting with a VA appraisal. If you are comparing paths, Lendmire’s article on a VA cash-out refinance without tax returns versus full documentation covers the tradeoffs.

Key Terms Defined

Certificate of eligibility (COE): The VA document confirming your entitlement and funding fee status.

Residual income: The money left each month after taxes, housing costs, and debts. It is the controlling VA test.

Conditions: The underwriter’s written requests for specific documents or explanations.

Funding fee: A VA charge that can be financed, set by use and down payment, and waived for exempt veterans.

ETS: The date an active-duty enlistee’s term of service ends.

Overlay: A lender’s extra rule on top of VA’s.

Frequently Asked Questions

Does VA require a minimum credit score?

No. VA sets none. The wholesale programs Lendmire places VA loans with start at a 580 decision score, and some lenders set a higher floor. A stall on credit is often a lender rule, so ask whose rule it is.

Why am I asked for the same document twice?

Usually the first copy aged out, was missing pages, or answers a different question. Pay stubs and statements go stale. Ask what the new request is meant to prove.

Can I get a VA loan with a DTI above 41%?

Possibly. The 41% figure is a guideline. A higher ratio needs residual income well above the VA table, plus documented compensating factors. Each lender reviews the full file.

Is the VA appraisal a home inspection?

No. It checks safety, soundness, and sanitation, and values the home. Cosmetic flaws and normal wear are not grounds for required repairs. A separate inspection is your choice.

How do I know if my file is actually stuck?

A normal conditions phase has a clear list and steady contact. A stuck file has no written list, repeated vague requests, or silence. Ask for the condition list in writing.
