Best DSCR HELOC Program on a Rental Built Under a Construction Loan

Best DSCR HELOC Program on a Rental Built Under a Construction Loan

The Quick Read: The best program depends on how the construction loan ended, because a line of credit can only be placed once the build is finished and the construction balance is gone. If the loan converted into a permanent first mortgage you keep, a standalone second-lien line fits. If the construction loan was paid off and the rental has no mortgage, a standalone first-lien line fits. Through select programs in Lendmire’s wholesale network, and subject to underwriting:

  • A DSCR HELOC qualifies primarily on the rental’s income, with no traditional personal-income documentation, W-2s or personal income calculation, subject to lender guidelines.
  • Coverage is tested at a minimum of 1.10x on a stress payment across the entire credit limit, not just the drawn balance.
  • Second liens reach 70% combined loan-to-value (CLTV) at a 720 score or better, on lines of $50,000 to $500,000.
  • First liens reach 75% LTV at 740 or better, with the larger lines capped at 65%.
  • A construction loan still open means the property is not eligible yet.

A DSCR HELOC is never construction money. It is a later equity tool for a finished, rented property.

What Is a DSCR HELOC, Exactly?

A DSCR HELOC is a revolving line of credit on a non-owner-occupied one-to-four-unit rental, qualified on the property’s rent instead of the owner’s income. “DSCR HELOC” is a market label, not one standard product, so the details differ from lender to lender. The version described here comes from the programs Lendmire places files with.

It is written in one of two positions. It is a standalone second lien behind a first mortgage the owner keeps. Or it is a standalone first lien on a rental with no mortgage. It is never closed with a purchase, never a third lien, and never placed on the owner’s own home. Vesting in an LLC is allowed on this investment-property lane, with the members signing as guarantors, subject to program terms.

The line has a draw period and a repayment period. The CFPB explains that a HELOC lets you borrow against available equity, meaning value minus what you owe, and that monthly payments are often much higher once repayment begins. The CFPB’s HELOC brochure adds that some plans allow interest-only payments during the draw and some require a minimum initial draw. Those are general consumer-product facts. On the program here, the draw period is 5 years interest-only on the drawn balance, then a 25-year fully amortizing repayment period, with a 30-year maturity and a variable rate.

Where Does the Construction Loan End and the Line Begin?

The line begins only after the construction loan is gone. A construction loan is interim money. A DSCR loan is permanent financing that takes it out, and a DSCR HELOC sits on top of a finished property. A line cannot sit behind an open construction loan, because the lien order does not allow a clean second position behind interim debt that is still drawing.

The sequence on a file looks like this:

1. The build finishes. The local building department issues the certificate of occupancy (CO). “Substantially complete” is not a category permanent lenders fund against.

2. The construction balance is retired. That happens through a permanent refinance, a construction-to-permanent conversion, or a cash payoff. Mechanic’s liens must be released.

3. The rental is valued and rented. A full interior appraisal or an automated valuation with a property inspection report supplies value, and the appraiser’s Form 1007 rent schedule supplies market rent. A lease is required.

4. The seasoning gate is cleared. More on that below.

5. The line is placed. Second lien if a first mortgage stays. First lien if the rental is free and clear.

Here is the catch. A builder who plans only for a line and never plans the construction exit gets stuck at step two. Plan the takeout first.

Which Structure Fits Which Construction Exit?

The exit state sets the structure. Match yours to the row below.

Construction exit Eligible now? Lien position What’s next
Converted to permanent first, kept Yes, after seasoning Second lien Line behind the first
Paid off, no mortgage Yes, after seasoning First lien Standalone line
Bridge or construction loan open No None Take out the loan first
Still under construction No None Finish, get CO, lease

One structure deserves a flag. If a lender converts the construction loan into a permanent first mortgage automatically at CO, there is no takeout refinance step, and a later line is a separate decision. If the owner wants cash out at completion and does not care about keeping the first mortgage, a DSCR cash-out refinance of the finished property may replace both steps. A line is the better tool when the first mortgage is worth keeping. See Lendmire’s DSCR cash-out refinance page for that comparison.

How Is Rent Tested on a New Build?

Rent is tested as the lesser of the appraiser’s market rent or the lease. A new build has no lease history, so the appraiser’s Form 1007 rent opinion is the market side of that test. A lease in place is still required by this program. If the lease is above market, it counts only with three months of receipts. On a two-to-four-unit property, at most one unit can be vacant.

Then the stress test. Coverage is gross monthly rent divided by a qualifying payment. That payment is fully amortizing on the entire credit limit at the start rate plus 2 percentage points. Two things follow:

  • A bigger limit can break coverage even when leverage fits, because the whole line is tested, not the drawn balance.
  • Thin new-build comps can pull rent or value below the builder’s pro forma.

The minimum is 1.10x. How the first-mortgage payment enters the calculation on a second lien is not published, so the lender’s own coverage calculation governs. Do not assume it is in or out.

Short-term rental new builds carry an extra limit. Form 1007 excludes short-term-rental income by design, which narrows the rent evidence. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.

Does Seasoning Apply After a Build?

Yes, and the clock is where files stall. A rental bought or refinanced inside the last 6 months is not eligible (that clock runs from the last note date to the new note date), and the owner must have held title for 6 months (settlement date to note date).

On a construction-built rental, the open question is which date counts as the starting point. The owner usually bought the land first, then finished the build months later. Investors building with cash often ask whether the clock starts at land purchase or at completion. Lenders answer differently, and the guideline of the specific program governs. If a permanent refinance took out the construction loan, that note date can start the first clock. Ask before you break ground, not after.

Date on the file What it can start
Land purchase or settlement Title ownership clock
CO issued Rent and lease-up evidence
Construction payoff or conversion note Last-note-date clock
Lease signed Rent evidence for coverage

That is market commentary, and the network figure above is the one that applies to this program.

A Worked Example

Consider a duplex built on an owner’s lot, finished, and converted to a permanent first mortgage the owner keeps. The appraiser values it at $450,000, and these are modeled assumptions, not market data. The owner holds a 735 score and wants a second-lien line.

At 70% CLTV, the first mortgage balance plus the new line cannot exceed 70% of that $450,000 value. If the first mortgage already sits near 65% of value, only a thin slice of room remains, and a $50,000 minimum line may not fit at all. That is a leverage failure, and it shows up before coverage is ever tested.

Now flip it. The first mortgage sits near 45% of value. There is real room under the 70% ceiling. Next comes coverage: the lender tests rent against a stress payment on the full limit. If a larger limit pushes coverage under 1.10x, the owner can shrink the limit. A smaller line often fixes coverage faster than any other adjustment. Rent that comfortably clears 1.10x on the whole limit is what the file needs.

One more trap. At least 80% of the line, and never less than $50,000, is drawn at closing. So the owner cannot open a large line and leave it untouched. Plan the line size to the actual use of funds, and keep later draws to at least $5,000 each.

DSCR HELOC, Closed-End Second, or Cash-Out Refinance?

Pick by whether the first mortgage is worth keeping and whether you want revolving or lump-sum money.

Option Lien position Payment shape Best when
DSCR HELOC Second or first Interest-only draw, then amortizing Keep first mortgage, draw over time
Closed-end second Second One fixed amount One-time lump sum needed
DSCR cash-out refinance New first Fully amortizing First mortgage no longer worth keeping
Bank HELOC on personal income Second Depends on that bank’s rules Owner is reviewed on income

Some products sold as a DSCR HELOC are really closed-end seconds that pay out one amount. Check the structure before relying on revolving access. And a line is variable-rate. The lender can generally freeze or reduce an undrawn line if value falls, so it works better as a tool for the next down payment or a rehab than as a standing reserve. Payment shock at the end of the draw period also affects long-term cash flow, as the CFPB material above notes.

What Are the Eligibility Limits?

Eligibility turns on credit, property type, and exposure, all subject to underwriting.

  • Credit: a 720 minimum on a second lien and 700 on a first lien. No 30-day mortgage late in the last 12 months. 48 months since a bankruptcy, foreclosure, short sale or deed-in-lieu.
  • First-lien leverage: 75% LTV at 740 or better, 70% at 700 to 739 on lines to $500,000, and 65% on lines above $500,000, which run to $1,000,000.
  • Valuation: lines to $400,000 use an automated valuation with a property inspection report. Larger lines take a full interior appraisal. Appraisal waivers are not accepted.
  • Borrowers: US citizens, permanent residents, and non-permanent residents with a Social Security number. Foreign nationals and ITIN borrowers are not eligible.
  • Exposure: at most 5 loans or $2,500,000 per borrower with the program. No reserves or cash to close are required.
  • Excluded property: rural-designated property, condotels, row homes, leaseholds, land trusts, age-restricted communities, and mixed-use. A property listed for sale in the prior 2 months or carrying a solar lien is out as well.
  • Footprint: the program is offered in 15 of Lendmire’s 16 licensed states, every licensed state except Tennessee. Terms vary by lender guidelines, property type, leverage, credit profile, and full file review.

A declining-market flag lowers the ceiling 5 points. Hazard insurance covers both liens.

Documents for a Construction-Built Rental

A clean packet removes preventable gaps. Pull these before the file goes in:

  • Certificate of occupancy
  • Construction loan payoff statement or conversion note
  • Lien releases from the contractors
  • Valuation: appraisal with Form 1007 rent schedule, or the automated valuation with inspection report
  • Signed lease
  • Hazard insurance covering both liens
  • Entity documents if vested in an LLC
  • Title information on the first mortgage, if one stays

If the appraisal comes back subject-to completion of work, most lenders need the work finished first. Fix it before the line, not during it.

If You Aren’t Eligible Yet

Three paths, each with its own trigger. Wait, if seasoning is the only gap. Lease up, if the only problem is a missing lease or a vacancy over the limit. Use another tool, such as a DSCR takeout or cash-out refinance, if the construction loan is still open or the first mortgage is not worth keeping. Our complete DSCR loans guide covers the takeout side, and Lendmire’s piece How to Qualify for a DSCR HELOC on a Home Built Under a Construction Loan covers qualification in more depth.

Key Terms Defined

CLTV: the first mortgage balance plus the new line, divided by the property’s value.

Seasoning: the time since a purchase, refinance or title transfer that a lender requires before it will place a new loan.

Certificate of occupancy (CO): the local approval that says the finished building can be occupied.

Stress payment: the fully amortizing payment on the whole credit limit at the start rate plus 2 percentage points, used only to test coverage.

Form 1007: the appraiser’s single-family rent schedule, which gives a market rent opinion.

So What Is the Best Program?

The best program for your situation is the one that matches your lien position, credit tier, and the date your construction exit finished. The lenders that write this product differ on seasoning, overlays and property rules. Lendmire is a mortgage broker that works with a network of wholesale DSCR HELOC lenders, so the file is matched to the program that fits, not forced into one lender’s rules. If you are considering a home equity line on a rental property and want to see how the numbers work, Lendmire can help you compare DSCR HELOC options based on the property, the rent, the equity available, credit profile, combined leverage, and your goals. Frequently Asked Questions

Can I get a DSCR HELOC right after the CO?

Not usually, because the construction balance must be retired first and the seasoning rule must be met. The lender’s guideline governs how those dates are read on a construction-built file, subject to underwriting.

Does a vacant new build qualify?

Not on this program, because a lease in place is required. The appraiser’s market rent sets one side of the test, and the lease sets the other, with rent taken as the lesser of the two. A two-to-four-unit property can have at most one vacant unit.

Can the line fund the build?

No. A DSCR HELOC is not draw-based construction money. It sits on a finished, rented property. Construction needs interim financing or cash, followed by a permanent takeout.

Can an LLC hold title?

Yes, on this investment-property lane, subject to program terms. The members sign as guarantors, and a title holder who is not a borrower signs a non-borrowing owner acknowledgment and the security instrument.

Is the whole line tested or only what I draw?

The whole line. Coverage runs on a payment across the entire credit limit, so sizing the limit down can repair a failing ratio even when leverage fits.
