The Quick Read: It depends on your equity, your credit score and the rent, but through select programs a second-lien line reaches 70% combined loan-to-value on lines up to $500,000, while a first-lien line on a paid-off rental reaches 75% loan-to-value on lines up to $500,000 and 65% on larger lines up to $1,000,000, subject to underwriting. Your line is the smaller of two limits: the leverage ceiling on the rental and the size ceiling of the program. Rent coverage decides whether the file qualifies at all.
- A second-lien line behind your existing mortgage needs a 720 credit score or better.
- A first-lien line exists only on a rental with no mortgage and needs a 700 score or better.
- The rent has to cover a stress payment on the entire line at 1.10x or better.
- Your personal income is never calculated, and an LLC can stay on title, subject to program terms. Terms depend on the lender’s guidelines, the property type, the leverage, and a full review of the credit profile.
Key Terms Defined
DSCR (debt service coverage ratio): Gross monthly rent divided by the qualifying payment. This program asks for 1.10x or better.
CLTV (combined loan-to-value): Your first mortgage balance plus the new line, divided by the property’s value. It applies to a second lien.
Lien position: Who gets paid first if the property is sold. A second lien sits behind your first mortgage. A first lien has no mortgage ahead of it.
Draw period: The first 5 years of this line, when you can draw funds and pay interest only on the drawn balance.
Stress payment: A fully amortizing payment on the entire credit limit, calculated at the start rate plus 2 percentage points. The lender uses it only to test coverage.
PCS (permanent change of station): A military move to a new duty station, which is how many service members end up with a rental.
Why Credit Unions Stop Lending on Rentals
Credit unions stop because they underwrite you instead of the property. An investment-property HELOC at a credit union usually runs on your personal income, your debt-to-income ratio and a count of how many rentals you already hold. Each PCS move that turns a home into a rental adds debt and a property to that count.
NerdWallet notes that not every lender offers a HELOC on an investment property, and that those who do set strict requirements and may ask for multiple appraisals. Lenders see higher default risk on rentals, and that shows up in the paperwork.
A DSCR HELOC swaps the personal income test for a rent test. The property is read on its own: its rent, its value, its liens. Your pay stubs, tax returns and W-2s are not part of the file, though the lender still documents the rent, the lease, your credit report and the valuation. The loan is reviewed primarily on property-level rental income covering the payment, subject to lender guidelines.
Many credit unions will also want a say in who holds title. Some will not lend to an LLC at all. Under this program, investment-property vesting in your LLC is allowed, subject to lender program eligibility. The LLC members sign as guarantors. A title holder who is not a borrower signs a non-borrowing owner acknowledgment and the security instrument.
How the Size of the Line Is Set
Your line equals value times the leverage ceiling, minus what you owe, then trimmed to the program’s line-size ceiling and the rent test. The CFPB’s HELOC booklet describes the first part: a lender takes a percentage of the home’s appraised value and subtracts the existing liens. That is the CLTV math.
Run it in four steps:
1. Start with value. Use the valuation the lender will actually order, not a listing price or a neighbor’s guess.
2. Apply the ceiling for your lien position and score. The tiers appear in the next section.
3. Subtract the first mortgage. On a second lien, the balance counts inside the ceiling.
4. Test the rent. The lender runs the coverage test on the entire line, not on the amount you plan to use.
Step four is where many owners are surprised. A larger line raises the stress payment, and a higher stress payment lowers your coverage ratio. So rent can become the binding limit even when equity is plentiful. In that case the line shrinks until the coverage reaches 1.10x or better.
Rent is the lesser of the appraisal’s market rent and the lease, unless three months of receipts support a lease above market. The appraiser’s market rent comes from Form 1007. A lease in place is required. A two-to-four-unit property may have at most one vacant unit. Taxes and insurance are not part of the qualifying payment. Confirm on your file how the lender treats the first-mortgage payment on a second lien, because the lender’s own coverage calculation governs.
A Worked Example in Percentages
Say you own a rental with a first mortgage balance equal to 45% of its value, and your credit score is 720 or better. At 70% CLTV, the new line can reach about 25% of the property’s value, before the rent test and before the line-size ceiling. If that amount falls below the $50,000 minimum line, the property does not support this program.
Now say the same rental has no mortgage and your score is 740 or better. Past $500,000, the ceiling drops to 65% LTV, so a larger line needs much more value behind it. These percentages are ceilings, never offers, and the lender’s own calculation governs. The exact numbers vary by lender and program and follow a full review of property, leverage, and credit.
The Leverage Tiers
The tiers split by lien position and by credit score. A borrower who keeps a first mortgage can only take a second lien. A first lien exists only on a rental with no mortgage.
| Lien position | Credit score | Ceiling | Line size |
|---|---|---|---|
| Second lien | 720 or better | 70% CLTV | $50,000–$500,000 |
| First lien | 740 or better | 75% LTV | Up to $500,000 |
| First lien | 700 to 739 | 70% LTV | Up to $500,000 |
| First lien | 720 or better | 65% LTV | $500,000–$1,000,000 |
A declining-market flag on the property lowers the ceiling by 5 points. The score is the lender’s own report. Mortgage history must show no 30-day late in the last 12 months, and 48 months must have passed since a bankruptcy, foreclosure, short sale or deed-in-lieu.
Two more points matter if you are scaling. No reserves and no cash to close are required under this program. The program also limits each borrower to 5 loans or $2,500,000 in total exposure, whichever comes first. Borrowers must be U.S. citizens, permanent residents, or non-permanent residents with a Social Security number. Foreign nationals and ITIN borrowers are not eligible.
What Gets Drawn, and When
At least 80% of the line is drawn at closing, and the closing draw is never less than $50,000. On the smallest lines, that means the whole line is drawn at closing. Later draws must be at least $5,000 each.
This makes the product behave more like a closed-end second mortgage than a flexible checking-account line. Size the line to money you plan to put to work. Taking a bigger line only to hold it in reserve means paying on most of it from day one.
The structure runs on a 5-year interest-only draw period on the drawn balance. Then a 25-year fully amortizing repayment period follows, for a 30-year maturity. The rate is variable. The lender’s HELOC disclosures carry the rate and the pricing terms, including whether and when a line can be reduced or frozen. Read them before you sign.
Is My Rental Eligible?
Eligible property types include single-family homes, PUDs, townhomes, two-to-four-unit properties, and warrantable and non-warrantable condominiums, plus lots up to 10 acres. The leverage tiers above apply to every property type.
Several property types are outside this program: rural-designated property, row homes, condotels, commercial or agricultural property, leaseholds, land trusts, age-restricted communities, hobby farms, modular and log homes, land contracts and mixed-use buildings. A property listed for sale in the prior 2 months is out, and so is a property with a solar lien. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.
Waiting Periods After You Buy or Refinance
A rental bought or refinanced inside the last 6 months is not eligible (that clock runs from the last note date to the new note date), and the owner must have held title for 6 months (settlement date to note date).
How the Property Gets Valued
Lines up to $400,000 use an automated valuation with a confidence score of 85 or better, paired with a property inspection report, or a full interior appraisal. Lines above $400,000 take a full interior appraisal on Form 1004, 1073 or 1025. Appraisal waivers are not accepted. Hazard insurance must cover both liens, with flood coverage where required.
Military Landlords: PCS Rentals, VA Loans and Distance
Your military status does not change the rent test, but it shapes the file around it. Many service members become landlords by accident. Orders arrive, the house stays, and a tenant moves in.
Military.com explains that PCS orders are a valid exception to VA occupancy rules and that the original VA loan terms do not change when you rent the home. The VA entitlement stays tied up until the loan is paid off or the property is sold. The same article calls it a myth that you must refinance first.
That matters for sizing. A VA-financed rental keeps its VA mortgage as the first lien, so a DSCR line would sit behind it as a second lien, with the 720 score and 70% CLTV ceiling. Whether the VA servicer and the line’s lender both accept that arrangement is a file question. It depends on the property, the program and current lender guidelines, so ask both before you plan around it.
A second-lien line can leave a low first mortgage untouched. A cash-out refinance replaces the first mortgage instead. Weigh that choice by comparing your first mortgage’s terms against the refinance.
One protection works differently than many landlords expect. The Justice Department explains that the Servicemembers Civil Relief Act sets a ceiling on interest for obligations incurred before military service, and that for mortgages it lasts through service and one year after. A new line opened while you are on active duty is not a pre-service debt, so do not assume that ceiling travels with it. If it matters to your plan, ask a military legal assistance office.
Location is a separate question. Eligibility turns on your citizenship or residency status, your Social Security number, the rental’s property type and the program’s state footprint. Where you are stationed is something to confirm on the file.
Where This Program Is Offered
The program is offered in 15 of Lendmire’s 16 licensed states, every licensed state except Tennessee. Those states are Alabama, California, Colorado, Florida, Georgia, Indiana, Michigan, Montana, New Mexico, North Carolina, Ohio, Pennsylvania, Texas, Virginia and Washington. The property’s state decides availability, not your duty station or the state where you live.
Lendmire is a mortgage broker. It works with a nationwide network of wholesale DSCR HELOC lenders and matches the property, the rent and the borrower to a program. The lenders that write this product depend on the property type, the credit profile and the leverage you need. The right program for your situation may differ from the next landlord’s.

Mistakes That Shrink Your Line
Several errors lower the amount you can borrow:
- Counting the rent on your lease alone. The lender takes the lesser of the market rent and the lease, unless three months of receipts support a lease above market.
- Forgetting the whole-line test. Coverage is measured on the entire limit, not the amount you intend to draw.
- Assuming a recent purchase is fine. A rental bought or refinanced in the last 6 months is outside the program.
- Skipping the 720 line for a second lien. A 700 to 719 score has no second-lien tier, though a rental with no mortgage could use a first lien from 700.
- Treating the line as a standby account. Most of it is drawn at closing.
Tax treatment can depend on how the funds are used and how the property is held; borrowers should keep clear records and speak with a qualified tax professional before relying on any deduction.
Frequently Asked Questions
Can I use a DSCR HELOC if my first mortgage is a VA loan?
It depends on the file. A VA-financed rental keeps the VA loan as its first lien, so the DSCR line would be a second lien. That needs a 720 score or better, with combined leverage up to 70% CLTV. The VA servicer and the line’s lender both have consent terms, so check both before you count on it. Final terms depend on the lender’s guidelines, the property type, and the borrower’s complete credit picture.
Does my military pay count in the qualification?
No. This program qualifies the line on the rental’s income. It uses no traditional personal-income documentation, W-2s, pay stubs or personal income calculation, subject to lender guidelines. The lender still documents the rent, the lease, your credit report and the valuation.
Two six-month clocks apply: how do they work together?
Two six-month clocks apply: the line is not available on a rental bought or refinanced in the last 6 months (last note date to new note date), and title must have been held for 6 months (settlement date to note date). Both must be met on the rental you want to borrow against.
Can I put the line on a property held in an LLC?
Yes, subject to program terms. Vesting in your LLC is allowed on investment property only. The members sign as guarantors, and a title holder who is not a borrower signs a non-borrowing owner acknowledgment and the security instrument. The borrowers on the line do not have to be the borrowers on the first mortgage.
How many rentals can I borrow against at once?
Each borrower is limited to 5 loans or $2,500,000 in total exposure with the program, whichever comes first. The lender reads each rental separately on its own rent and value. That is how the DSCR approach avoids the property-count and debt-to-income limits common at credit unions.
