
Conventional Refinance Appraisal Types — The Quick Read: On a conventional refinance, the automated underwriting system decides which valuation options are on the table, and you do not pick. The menu runs from no appraisal at all, to a property-data visit, to a hybrid appraisal, to a full interior-and-exterior appraisal. Desktop appraisals are the odd one out: as published, Fannie Mae limits them to purchases. Your equity, property type, loan purpose and the home’s condition steer the result, subject to lender guidelines and full file review.
What Counts as an “Appraisal” on a Refinance?
There is no single appraisal. Fannie Mae and Freddie Mac describe a spectrum, and the lender’s automated underwriting system tells it which rungs are available on your file.
Here is how the options compare, from lightest to heaviest:

Across the wholesale programs Lendmire places files with, the pattern is consistent. Borrowers expect to choose. In practice the system offers, and the lender accepts or declines.
How Is the Valuation Option Chosen, Step by Step?
The lender submits your file to Desktop Underwriter or Loan Product Advisor, and that system returns the valuation options available. The sequence is predictable, even when the outcome is not.
1. You give an estimate of value. On a refinance, that estimate is the starting point for any waiver.
2. The lender submits the file. The system weighs property data, the models behind it, and the loan’s characteristics.
3. Messages come back. For Fannie Mae, the lender may choose from any option presented, which can include desktop, hybrid or traditional, per the Fannie Mae Selling Guide on desktop appraisals.
4. The lender decides. A lender can decline a waiver offer and order an appraisal for its own risk reasons.
5. Fulfillment. Nobody visits, a data collector visits, or an appraiser does.
Your credit and income decide whether the loan is approved. They do not buy a waiver. A strong score does not guarantee one.
Can You Skip the Appraisal Entirely?
Sometimes. Fannie Mae’s value acceptance option accepts the value the lender submits, with no appraisal requirement. For a refinance, that value is the lender’s or borrower’s estimate. Offers draw on Fannie Mae’s database of past appraisals plus its analytics. Freddie Mac’s version is called ACE, and on a refinance it likewise accepts the estimated value.
Two points trip people up:
- You cannot request a waiver. The system generates the offer.
- A waiver means no independent opinion of value. It accepts an estimate. That shifts some value risk to the lender, which is one reason lenders sometimes order an appraisal anyway.
What Is the Middle Option With a Property Data Visit?
Value acceptance plus property data is the inspection-based tier. Fannie Mae offers it when a file meets every value acceptance requirement except that it needs a current view of the property to confirm condition and eligibility. A trained, vetted data collector visits and submits the data through Fannie Mae’s Property Data API, which is built on the Uniform Property Dataset. No appraisal is required.
Freddie Mac’s ACE+ PDR works the same way in spirit. A trained professional makes a brief visit and reports findings. If the property data report meets requirements, the loan may be originated without an appraisal.
This lighter path is typically cheaper than a full appraisal. No official source quotes a dollar figure, so treat any number you hear as unverified.
What Is a Hybrid Appraisal?
A hybrid appraisal splits the job in two. One party inspects the home and collects interior and exterior data. A licensed or certified appraiser then writes a desktop-style report from that data. The Federal Housing Finance Agency, the regulator of both companies, describes this model in its request for input on appraisal policies.
Freddie Mac has opened this up widely. Per its February 2025 Guide Bulletin, hybrids cover one-unit homes (including PUDs and ADUs) and condo units, for purchases, no-cash-out refinances and cash-out refinances. Fannie Mae’s published hybrid pathway is narrower, so confirm with your loan officer which applies to your file.
Why Isn’t a Desktop Appraisal Available on a Refinance?
Here is the edge case that surprises people. As published, a Fannie Mae desktop appraisal is a purchase-only option. Its eligibility list calls for a purchase transaction, a one-unit principal residence, an LTV of 90% or less, and an approve/eligible recommendation from the automated system. Terms vary by lender guidelines, property type, leverage, credit profile, and full file review.
So if someone tells you a desktop appraisal will cover your Fannie Mae refinance, ask them to check. Freddie Mac’s refinance flexibility runs through hybrids and ACE+ PDR instead.
Two common mix-ups:
- Desktop is not an automated valuation. It is a full appraisal by a licensed appraiser, reported on Form 1004 Desktop. The appraiser just doesn’t inspect the home.
- Desktop is not hybrid. In a hybrid, a trained collector does see the property. In a desktop, nobody does for the appraiser.
When Does a Full Appraisal Still Happen?
Often. A traditional appraisal, on Form 1004, rests on the appraiser’s inspection of the interior and exterior. Expect one when the lighter options are unavailable.
Where the general rule breaks, the usual causes are:
- Property type. A condo, a two-unit or a home with unusual features is more likely to land here.
- Loan purpose and leverage. A cash-out refinance has a tighter leverage cap, and the loan-to-value ratio affects eligibility, mortgage insurance and pricing. Lendmire’s explainer on the maximum LTV for a conventional cash-out refinance covers those caps.
- Condition. Properties rated C6 are not eligible for sale to Fannie Mae. Repairs needed for eligibility must be done before sale.
- Mid-file upgrades. If a property data report shows issues, or loan terms change, the file can move up to a hybrid or traditional appraisal. Borrowers sometimes see a surprise appraisal request. That is the system working, not a denial.
- Lender choice. A lender may simply decline a lighter option.
One more wrinkle: Fannie Mae’s property data option excludes investment properties that use rental income to qualify. For an owner-occupied refinance that rarely matters, and occupancy mainly decides leverage anyway.
Does an Old Appraisal Count?
Only within limits. Fannie Mae requires that an appraisal be within 12 months of the note date. If the effective date is more than four months old but under 12, an update with an exterior inspection is needed. A desktop appraisal more than four months old needs a new one. Reuse of an origination appraisal is allowed only for a subsequent limited cash-out refinance, under conditions. Details sit in the appraisal age and use requirements.
What Changes for You as the Borrower?
Mostly three things: cost, certainty and paperwork.
- Cost. A waiver can remove the appraisal fee. A data visit usually costs less than a full appraisal.
- Certainty. A traditional appraisal can come in lower than your estimate, which can change loan size, mortgage insurance and pricing. A waiver cannot.
- Paper trail. Under the ECOA Valuations Rule, the lender must notify you early in the application process that you may receive a copy of any appraisal. You get each appraisal and written valuation promptly on completion, or before closing, with exact timing depending on the file and the lender. There is no charge for the copy, per the CFPB rule summary. Whether a waiver output counts as a written valuation is a compliance question for the lender.
Mortgage insurance still follows leverage. On a rate-and-term refinance up to 95% LTV on a one-unit home, it applies above 80%, can be requested off at 80% of original value, and ends automatically at 78%. Those caps are subject to lender guidelines.
If you think a value is wrong, ask the lender about its reconsideration-of-value process. Rules differ by lender.

Frequently Asked Questions
Can I ask my lender to waive the appraisal?
You can ask, but the answer comes from the automated system. It generates the offer from property data, models and loan traits, and the lender can still decline it. A strong credit profile helps the loan get approved but does not earn a waiver.
Is a desktop appraisal the same as a hybrid?
No. A desktop appraiser works from remote data and never inspects the home. A hybrid uses a trained data collector who visits, and an appraiser writes the report from that data. As published, desktop is purchase-only at Fannie Mae.
Can a waiver turn into a full appraisal?
Yes. If a property data report shows issues, or the loan terms or property facts change, the file can be upgraded to a hybrid or traditional appraisal. Lenders review those reports closely.
Do I get a copy of my appraisal?
Yes. The ECOA Valuations Rule entitles you to a copy of appraisals and other written valuations, and lenders cannot charge for the copy itself. You can waive the timing requirement but must still receive the copies at or before closing.
What if my home is unusual or needs repairs?
Expect a closer look, and likely a traditional appraisal. Repairs needed for eligibility must be completed before sale to Fannie Mae. Without an appraisal, the lender needs a borrower attestation letter instead of a completion form. Condition issues can also affect eligibility.
