The Quick Read: An outstanding EIDL balance does not disqualify a borrower from a home equity line, and two things decide the file: whether the SBA lien reaches the property that would secure the line, and whether the EIDL payment fits inside the borrower’s debt-to-income ratio. Everything else follows the normal rules for credit, equity, and occupancy.
- A blanket business-asset lien usually does not attach to the home. A recorded mortgage or deed of trust does.
- A recorded SBA lien counts in combined loan-to-value, and new money that must sit ahead of it needs SBA’s subordination.
- A delinquent or defaulted EIDL is the likeliest reason a file stalls.
- On Lendmire’s wholesale network, an investment-property line tops out at 70% CLTV with a 700 minimum credit profile.
- Investors with many financed rentals often find a DSCR loan fits better than a personal-income line.
What Does an EIDL Actually Secure?
An EIDL secures business assets in most cases and real estate only in some. The answer sits in the loan paperwork and the title report, not in assumptions.
How large a line the equity supports.
An equity line is sized by combined loan-to-value, occupancy, and credit — not by rental coverage. Switch the occupancy or the credit band and the ceiling moves with it.
Investment-property lines require a 700 minimum credit score; second-home lines start at a 640 minimum and primary-residence lines at 600, and the combined-LTV ceiling steps down as the credit band drops on primary-residence and second-home lines and holds on investment-property lines; the line cap steps down on primary-residence lines and holds at every tier on investment-property and second-home lines.
A debt-to-income ratio above 45% requires 680+ credit. Profiles under 640 are limited to single-family homes. At least 75% of the approved line is drawn at closing. Ceilings, floors, and caps update from Lendmire’s centralized guideline source.
Line estimate
Illustrative estimate only — not a quote, Loan Estimate, approval, or commitment to lend. The rate is an editable assumption; equity-line pricing is variable through both the draw and repayment periods and never converts to fixed. Occupancy and credit drive the ceiling together: an investment property tops out at 70% combined LTV (minimum credit 700, line cap $500,000); a second home tops out at 90% combined LTV (minimum credit 640, line cap $500,000), with the ceiling stepping down as the credit band drops (the cap holds at every tier); a primary residence tops out at 90% combined LTV (minimum credit 600), and its $750,000 maximum line is available only at 75% combined LTV or below with a 700-or-better credit profile (720 on the longer-runway program) and a full appraisal. Lines above $500,000 require a full appraisal. Credit, debt-to-income, property type, and full underwriting review all affect the final line.
SBA’s program page says COVID-19 EIDLs above $25,000 required collateral and loans above $200,000 required a personal guaranty. The program no longer takes new applications, so every file you see involves a legacy loan. NerdWallet’s EIDL explainer notes SBA generally used a blanket UCC lien instead of a lien on specific assets. A recorded mortgage covers real property. Those are two different filings, and only the second one touches a home equity line.
Two searches sort this out. The title search a HELOC lender runs anyway shows whether an SBA mortgage is recorded on the subject property. A UCC search on the borrower and any related entity shows the business-asset lien. Pull the loan authorization too. It lists what was pledged.
How Underwriting Treats the EIDL, Step by Step
Payment status can end the file before the others matter.
1. Lien search. Title comes back clean, or it shows an SBA lien. Clean title means the line is underwritten like any other. A recorded SBA lien changes the math.
2. Position and combined leverage. A standalone line can sit in first or second lien position. If SBA holds a recorded lien, it counts as an existing lien when the lender computes CLTV, which is the sum of all liens divided by property value. If the new line has to rank ahead of SBA, the borrower needs a subordination agreement. A law-firm article on EIDL liens says new financing that must sit ahead of SBA’s lien generally requires a subordination request approved by SBA.
3. Debt-to-income. DTI is total monthly debt payments divided by gross monthly income. On the wholesale network, the maximum is 50%. Profiles from 600 to 679 are held to 45%, and any ratio above 45% requires a 680 minimum. The line’s payment is qualified on the interest-only payment at the maximum draw, whether or not the borrower draws it all. Expect the EIDL installment to count when the borrower signed a guaranty or is a sole proprietor, since the debt follows the individual.
4. Credit and payment status. The report is a single-bureau score keyed to the primary wage earner, no more than 90 days old at closing, with no rescores. A current EIDL is a trade line like any other. A delinquent one is a derogatory item on top of a possible lien problem.
Subordination is the slow, uncertain part. The SBA application, as hosted by a trade association, asks for the lien search, proof of hazard insurance, and the new lender’s commitment, and it warns that monetary consideration may be required. That application is written for business borrowers, and a consumer home equity line is not a category it describes. Treat an SBA subordination request on a personal line as a real obstacle, and compare it with paying down the EIDL or restructuring the file.
Which Situation Is Your File?
| EIDL situation | Lien on the home? | What the lender focuses on |
|---|---|---|
| $25,000 or less | No collateral required | DTI and credit |
| $25,001 to $200,000, UCC only | Business assets only | DTI, title confirms no mortgage |
| Over $200,000 with guaranty | Possible | Personal DTI, lien search |
| Real-estate lien recorded on the home | Yes | CLTV with SBA counted, subordination |
| Delinquent or in collection | Possibly | Credit derogatories, title judgments |
For loans of $200,000 or less, SBA’s disaster page says the owner’s primary residence is not required as collateral if other assets of equal quality and value exist. It also says real estate is the preferred collateral. So a recorded real-estate lien is possible on a loan above $25,000, even where the table’s UCC-only row is the usual pattern. Check the paperwork. Larger loans are where a pledged property becomes more likely.
The Network’s HELOC Parameters
The ceiling depends on what the property is used for, so state the occupancy before you quote a number. The figures below come from select wholesale partners Lendmire works with, and every figure is subject to lender guidelines and full file review.
| Occupancy | Max CLTV | Credit floor | Max line |
|---|---|---|---|
| Investment property | 70% | 700 | $500,000 |
| Second home | 90% only at 720+ | 640 | $500,000 |
| Primary residence | 90% only at 720+ | 600 | $500,000 at 90% CLTV; $750,000 at 75% CLTV, 700+ (720 on the longer-runway program) |
On an investment property, 70% CLTV is the ceiling at either the 700 or the 720 tier. No higher tier exists. Investment lines run a 5-year interest-only draw followed by a 25-year fully amortizing repayment. At least 75% of the line is drawn at closing, and the line can’t be restructured into a fixed loan. A line above $500,000 is primary residence only, needs a credit profile of 700 or better (720 on the longer-runway program), caps at 75% CLTV, and requires a full appraisal. Lines at or below $500,000 ordinarily use an automated valuation, though a borrower can request a full appraisal.
Other points that matter on EIDL files:
- Title. Fee simple or leasehold held by the individual or a revocable living trust. LLCs, corporations, partnerships, and irrevocable, blind, or land trusts can’t hold title. A rental deeded to an LLC needs a vesting change, or it belongs in a DSCR cash-out.
- Exposure. A borrower is limited to three lines, and anyone with more than 15 financed properties is not eligible.
- Property types. Single-family, 2-4 units, PUD, townhome, and condo, including non-warrantable condos. Manufactured homes, co-ops, condotels, log homes, commercial, mixed-use, and agricultural zoning are not eligible.
- Availability. HELOCs run only in Lendmire’s 16 full-service states, which is narrower than the 41-market DSCR footprint.
A Worked Example in Percentages
Take an investment property valued at 100 units, so every figure reads as a percentage. The first mortgage balance sits at 50% of value. The SBA has a recorded lien at 5% of value. The 70% CLTV ceiling leaves 15% of value for a new line, because the first mortgage and the SBA lien both count. If title shows no SBA mortgage, the room is 20% of value. That 5-point difference is why the lien search comes first.
The DTI side works the same way. The lender adds the line’s interest-only payment at the full limit to the existing obligations, and it adds the EIDL installment if the lender counts it. A borrower with plenty of equity can still miss the 50% cap once the EIDL, the existing mortgages, and the new line are stacked together. Equity alone doesn’t carry the file. The strongest files clear both the leverage test and the DTI test.
Where the General Rule Breaks
The no-lien-on-the-home rule breaks in a few named cases.
- A recorded SBA mortgage. Where the business owned real estate and SBA took the best available mortgage, that lien has to be resolved before a new line closes ahead of it. Bench’s collateral explainer says that on loans above $500,000, the borrower was responsible for recording the real-estate lien and paying the fees. A recorded lien can also appear on smaller loans, so the title search decides, not the loan size.
- Sole proprietors. A sole proprietor is generally personally liable, so personal-DTI treatment is more likely, guaranty or not.
- Entity-owned rentals. If the rental sits in an LLC and the EIDL belongs to a different business, the UCC lien may not reach the LLC’s property. Run a lien search on each entity. Remember that an LLC can’t hold title on a HELOC in any event.
- Closed business. Winding the business down doesn’t end the debt. The balance stays owed, so any lien stays in place and the payment still counts toward the borrower’s DTI if the lender includes it.
- Hardship plans. SBA’s hardship accommodation program is reported as ended. Check SBA for current status, and ask the lender how it counts a deferred payment.
Pay It Off, Subordinate, or Proceed?
Three paths exist when SBA holds a recorded lien. The right one depends on the balance, the leverage, and the borrower’s patience.
| Path | When it fits | Trade-off |
|---|---|---|
| Proceed as-is | No lien on the home | Only DTI and credit decide |
| Subordinate | SBA lien exists, line must go first | SBA approval, uncertain, may cost money |
| Pay down or off first | Small balance, strong liquidity | Uses cash, frees title |
Using HELOC proceeds to retire the EIDL is a mechanical question about the lien, not a shortcut. If the payoff clears a recorded lien and the new line sits in first position, the file may be cleaner. Because at least 75% of the line is drawn at closing, a payoff funded from that draw is plausible on some files. It also puts the home behind the new debt, so size it against what the property can carry.
When a DSCR Loan Fits Better
A personal-income line is the wrong tool for an investor stacking financed rentals. Rental income typically doesn’t carry a HELOC, and the EIDL, the existing mortgages, and the line payment all sit in one personal debt stack.
A DSCR loan tests the property instead. It qualifies primarily on property-level rental income covering the payment, subject to lender guidelines. An EIDL held by a separate operating business isn’t part of that property-level test, though credit and any lien issues on title still apply. Most standard purchase files run at 75%-80% LTV, and cash-out refinances top out around 75% LTV. A cash-out can also hold title in an LLC, subject to lender program eligibility, which a HELOC can’t do. Coverage of 1.00 is where select programs start, and stronger ratios open better terms. A ratio above 1.00 doesn’t mean positive cash flow, because repairs, vacancy, and management sit outside the calculation. Lendmire’s complete DSCR loans guide walks through the structure.
Key Terms Defined
UCC-1 lien: A filing that gives a creditor a claim on business assets such as equipment, inventory, and receivables, not on real property.
Deed of trust or mortgage: A recorded document that secures a debt against real property and shows up on a title search.
Subordination: An agreement in which an existing lienholder accepts a lower rank so a new lender can sit ahead of it.
CLTV: The sum of all loans secured by a property divided by its value.
DTI: Total monthly debt payments divided by gross monthly income.
Personal guaranty: A promise by an owner to repay a business debt personally, required on EIDLs above $200,000.
Frequently Asked Questions
Does an EIDL show up on my home’s title?
Only if SBA recorded a mortgage or deed of trust against it. The blanket lien most EIDLs carry is a UCC filing on business assets, which appears in a UCC search rather than on title. Run both searches and read the loan authorization.
Will the EIDL payment count in my debt-to-income ratio?
It depends on the lender and on who owes the debt. A sole proprietor or a guarantor on a larger loan should expect it to count. A loan held by a separate business with no guaranty may be treated differently. The network caps DTI at 50%, with 45% for profiles from 600 to 679.
Can I get an investment-property line with an EIDL outstanding?
Possibly, within the investment parameters: 700 minimum credit profile, 70% CLTV maximum, lines up to $500,000, and title held by an individual or a revocable living trust. A recorded SBA lien reduces available room because it counts in CLTV.
What if my EIDL is delinquent?
Expect it to be the main obstacle. Delinquencies hit the credit review, and defaulted loans can go to Treasury collection, which can add offsets and judgments. Curing the account before applying gives the file a cleaner starting point.
Does SBA have to approve my HELOC?
Only when SBA holds a lien on the collateral and the new line must rank ahead of it. If SBA holds no lien on the property, there is nothing to subordinate. SBA has no published process for consumer lines, so that route carries real uncertainty.
What to Do Next
Start with the paperwork: the EIDL authorization, a recent statement, a title search, and a UCC search for every entity involved. Sort the file into the table above, then run CLTV and DTI side by side. If the numbers fail on the personal-income side but the rentals carry themselves, price a DSCR cash-out too.
