VA Loans in Kelso, Washington: No Down Payment, No Mortgage Insurance

A VA mortgage lets a Kelso, WA veteran buy with no down payment and no mortgage insurance, finance the funding fee into the loan, and qualify on a residual-income test that favors households with real room in the budget. Here is how eligibility, entitlement, the funding fee, and the appraisal come together on a local file.

Current Program Snapshot

Current VA guidelines, updated from one source.

One guideline source feeds every number in this block, and the block changes here when the source does. The terms shown are purchase terms; the refinance leverage, the seasoning rule, and the fee exemptions sit under the two tables.

Down Payment
0%

100% financing with full entitlement

The purchase leverage is 100% loan-to-value with full entitlement, which means 0% down on a home that appraises at the price; a price above the appraised value is paid in cash or renegotiated, and the guaranty covers the lender’s exposure.

Mortgage Insurance
None

No monthly premium, no upfront premium

There is no monthly mortgage insurance and no upfront premium on a VA loan at any leverage; the guaranty does the work that private mortgage insurance or FHA’s premiums do elsewhere, and the funding fee is the only program charge.

Funding Fee
2.15% fee

First use; 3.3% after first use; exempt for many disabled veterans

VA charges a funding fee instead of mortgage insurance: 2.15% on a first-use purchase, 3.3% on a subsequent use, less with a down payment of five percent or more, and nothing for the exempt groups. The ladder below shows every tier, including the cash-out and rate-reduction refinance fees.

Debt Ratio
41% guide

Residual income decides the file

VA’s debt-to-income guideline is 41%, but it is a guideline, not a ceiling: a file above it can be approved when residual income exceeds the regional table by a fifth or more, and a file under it can still fall short on residual income. The table below shows the figures for the West region.

Kelso VA Loan Guide

What a VA loan is — and how the file is qualified.

The difference between a VA loan and any other mortgage is who shares the risk. VA stands partly behind the lender, so the lender can lend the full value with no insurance premium and read the budget on residual income. Below, the four parts a Kelso buyer needs to understand.

For the program overview, see Lendmire’s VA loan program, or the statewide guide at VA Loans in Washington; to request a Certificate of Eligibility, see VA.gov.

01.

The guaranty replaces the down payment

Because VA backs part of every loan, the lender’s risk on a Kelso purchase is closer to a loan with a large down payment than to a high-leverage conventional loan. The program passes that difference to the borrower as no down payment, no mortgage insurance, and a cap on the fees a veteran can be charged.

02.

Eligibility, entitlement, and the COE

The Certificate of Eligibility is the document that opens the file. It states the entitlement available, whether the funding fee is waived, and any prior use of the benefit. A Kelso lender can usually pull it within the VA system from a DD-214 or a statement of service, and VA.gov issues it directly as well.

03.

The funding fee, and who is exempt

The funding fee is VA’s one-time charge for the guaranty, set as a share of the loan by whether the benefit has been used before and by the down payment. A Kelso buyer can finance it into the loan or pay it at closing, and the seller can pay it as part of concessions; the ladder in the snapshot shows every tier, and veterans compensated for a service-connected disability are exempt.

04.

Residual income over ratios

The ratio VA names is a guideline; the residual-income table is the standard. A Kelso file above the ratio can be approved when residual income clears the table by a fifth or more, and a file below the ratio can still be declined when residual income falls short, which is the reverse of how FHA and conventional loans read a budget.

The Core Calculation
Base loan = price less any down payment; total loan = base loan plus the funding fee for the use and down payment; payment = principal and interest plus taxes, insurance and dues

Nothing here is a decision. The appraisal can come in under the contract price, the rate is set by the lender at lock, and the lender’s residual-income figure includes deductions this page only approximates. What holds steady is the structure the calculator reproduces: price, fee, loan, payment, residual.

Kelso Market Context

Where Kelso’s veterans and service members buy — and how VA fits.

A VA loan is sized against a local market, and these are Kelso’s numbers from the U.S. Census Bureau: how many households own, what a typical home is worth, and what households earn. They set the scale of the funding fee and the payment before any file is written.

Market context only. Income is the residual-income input, value is the loan and the fee, and family size is the row in VA’s table. The Census describes the first two for the market; the file supplies all three for the borrower.

Kelso Submarkets

Distinct Kelso neighborhoods, distinct VA files.

Six Kelso submarkets, six versions of the same program: the cards below describe the housing stock, the price range, and the VA question that comes up most often in each.

01.

Established close-in neighborhoods

The Kelso blocks nearest the core carry the oldest houses, and VA’s appraiser reads them for condition as well as price: paint, roof, railings, systems. Findings become required repairs, and sellers usually complete them before closing. On a home at Kelso’s median value, a VA purchase with full entitlement needs no down payment at all — the funding fee on the full $337,600 is the program’s cost, and it can be financed.

02.

Higher-value homes

On Kelso’s higher-value homes the VA loan’s reach shows: with full entitlement there is no down payment above the conforming limit, up to the maximum loan amount shown in the guidelines above. The credit floor is the lender overlay, and the file is qualified on residual income. Kelso is home to about 13K people and sits within the Longview-Kelso, WA area.

03.

Service members and the occupancy rule

Where Kelso sits near a base or a reserve center, VA files cluster in the neighborhoods service members choose, and the occupancy rule bends there in defined ways: a spouse can occupy for a member on orders, and a veteran may later rent the home out after living in it. Median household income in Kelso sits near $66,751 on the latest Census estimate.

04.

Newer infill and recent construction

A newer Kelso home rarely produces repair findings; the file turns on entitlement and budget. Full entitlement covers the price with nothing down. With remaining entitlement, the conforming figure enters the math, and a down payment may be required. The median owner-occupied home value in Kelso runs near $337,600 on the latest Census estimate.

05.

Two-to-four-unit homes

Kelso duplexes and small apartment houses are VA purchases with nothing down when the veteran occupies one unit. VA counts rent from the other units under its own rules, which can require landlord experience or reserves. About 44% of Kelso’s households rent — roughly 2,384 renter households on the latest Census estimate.

06.

Condominiums and townhomes

A VA-approved Kelso project turns a condominium into a routine file. The buyer’s side does not change; the lender confirms the project before ordering the appraisal, which is the step that saves a contract from a dead end. Roughly 3,051 Kelso households own their homes on the latest Census estimate — 56% of all households, the pool a VA purchase joins.

Neighborhood sets the price and the property type; VA sets the rest. The guaranty, the funding fee, the ratio guideline, and the residual-income table apply identically on every Kelso file, and full entitlement carries no loan limit anywhere in the county.

How Kelso Veterans Use VA

Four ways Kelso veterans put the VA benefit to work.

VA is more than a first-purchase program: it refinances, it takes cash out, it finances small multi-unit homes, it buys condominiums in approved projects, and it reaches above the conforming limit with full entitlement. The cards below take up the uses that bring Kelso veterans to it most often.

House hacking

Buy a small multi-unit home and live in one unit

Up to four units, nothing down, no mortgage insurance: VA finances the small multi-unit home as long as the veteran lives in one unit. Rent from the other units can count toward qualifying under VA’s rules, which may ask for landlord experience or reserves.

VA jumbo

Buy above the conforming limit

The VA jumbo is the program’s quiet strength in Kelso: no down payment and no mortgage insurance on a loan above the conforming limit, qualified on residual income like any other VA file, with a credit floor set by the wholesale overlay rather than by VA.

Cash-out

Take cash out of a home with equity

Cash-out on VA is a full refinance of the first mortgage at the leverage in the snapshot, after the later of the seasoning period or the required payments, with the funding fee at the cash-out tier. A Kelso owner weighs it against a home equity line, which keeps the existing first mortgage in place.

Condominium

Buy a condominium in an approved project

One extra step separates a Kelso condominium file from a house file: the project review against VA’s list. Once the project clears, the leverage, the fee, and the absence of mortgage insurance are exactly what they would be on a house.

VA Payment Estimate

Estimate the VA payment on a Kelso price before requesting a quote.

Enter a Kelso price, any down payment, and the funding fee tier, choose a term, and the calculator returns the base loan, the fee financed, the total loan, principal and interest, taxes and insurance, and, with income and family size entered, the ratio and a rough residual income against VA’s table. The rate field holds the weekly Freddie Mac benchmark as a market reference, never a VA quote.

VA vs. the Alternatives

Same veteran, three very different closings.

Eligibility, entitlement, the cash available, and the expected length of the loan decide which program wins. Here are the three, one next to the other.

Structure Comparison

VA, FHA, or conventional.

VA with full entitlement

No down payment with full entitlement, no mortgage insurance at any leverage, a one-time funding fee that can be financed or waived, residual-income underwriting, no loan limit with full entitlement, and a loan that can be assumed. The cost is the funding fee, and the condition is eligibility.

FHA with the minimum investment

Where VA charges a one-time fee, FHA charges a premium every month and an upfront premium at closing. FHA fits the buyer with no entitlement or a property VA will not approve; it rarely wins for a Kelso buyer who holds a COE. See Lendmire’s FHA loan program.

Conventional with private mortgage insurance

Conventional is the comparison for a veteran with savings: with twenty percent down there is no mortgage insurance and no funding fee, and the payment can beat VA with a financed fee. Below that down payment, VA usually wins for a Kelso buyer. See Lendmire’s conventional loan program.

Where each one fits

VA for the eligible buyer who wants no down payment and no mortgage insurance; FHA for the buyer without eligibility who needs the small investment and the forgiving score; conventional for the buyer with twenty percent down or a strong score who wants cancellable insurance.

Typical File Components

What to prepare for a Kelso scenario review.

Gather these before a Kelso review: ordinary mortgage documents plus the proof of service that opens the file.

Household detailsFamily size, child-care costs, support orders, and other monthly obligations, because residual income is computed on the actual household rather than an estimate.
Government photo IDUnexpired identification for each borrower whose income or credit is used, so identity can be verified and the required screening completed before closing.
Credit historyDischarge or transfer papers for any bankruptcy, foreclosure, or short sale so seasoning is confirmed early, plus the payoff on any earlier VA loan for the entitlement question.
Purchase contractThe signed contract and addenda, with seller concessions and the VA escape clause spelled out, so concessions can be checked against VA’s cap and the appraisal ordered.
Income documentationPay stubs or a current LES, two years of W-2s, and tax returns for self-employment or other income, so the lender can show the income is stable and likely to continue.
Asset statementsBank statements covering the closing costs and any reserves the file calls for, with unusual deposits explained and gifts documented by letter and transfer.

This is a general preparation guide, not a universal checklist. The selected lender may request additional information based on the transaction, the property, entitlement, and the income picture. Nothing here is legal or tax advice.

Kelso File Considerations

Local details that can change the loan.

The percentages tell only part of the story. What a Kelso VA loan actually becomes depends on the certificate, the appraisal, and the credit report, and these are the details that move it.

Before You Move Forward

Use these checks to keep the Kelso file clean and fundable.

A Kelso file that is ready to review has already answered three questions: how much entitlement, what funding fee, and whether the property is inside VA’s rules.

  • Confirm the entitlement: the COE states the entitlement available; full entitlement carries no loan limit.
  • Know the fee: the tier follows first or subsequent use and the down payment, as the funding fee table above shows.
  • Match the occupancy: the veteran or spouse occupies the home within a reasonable time after closing.
i.

Full or remaining entitlement

Entitlement is full on a first use, and it is restored when an earlier VA loan is paid off and the home sold; it is partial when an earlier VA loan is still outstanding or was lost to foreclosure. A Kelso buyer with full entitlement has no loan limit; with remaining entitlement, the lender may require a down payment.

ii.

The funding fee tier and the exemptions

The fee depends on whether the benefit has been used before and on the down payment, and it is waived for veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, active-duty Purple Heart recipients, and service members rated before discharge. On a Kelso file the tier is confirmed from the COE.

iii.

Occupancy and the reasonable-time rule

A VA loan finances a principal residence: the veteran certifies an intent to occupy within a reasonable time after closing, which VA generally reads as a couple of months. The usual Kelso exception is military life itself, where a spouse can occupy for a member on orders elsewhere.

iv.

Seller concessions and the fees a veteran may not pay

VA caps seller concessions as a share of the value: prepaid items, the funding fee, and payoff of a buyer’s debts count toward the cap, while ordinary closing costs the seller agrees to pay do not. A Kelso contract that uses the cap well can leave the buyer with little cash to close beyond the deposit already paid.

v.

Credit, seasoning, and the prior VA loan

Each waiting period is VA’s own, and the recent housing record carries the most weight. A foreclosure on an earlier VA loan adds a second question for a Kelso veteran: the entitlement used on that loan stays used until the loss is repaid, leaving remaining entitlement for the new purchase.

A Clear Process

From a Kelso Certificate of Eligibility to keys in hand.

Underneath, the Kelso process is any mortgage process; on top sit VA’s checks: the certificate, the property requirements, the project approval where it applies, and the residual-income test. Each step below says what happens and what the buyer does.

i.

COE and pre-approval

Start with the Certificate of Eligibility, the income, and the household size. A Lendmire loan officer confirms the entitlement, the funding fee tier, the ratio, and the residual income, runs the VA structure against FHA and conventional on the same numbers, and provides the terms in writing.

ii.

Contract and appraisal

With the contract signed, the lender requests a VA-assigned appraiser, who values the Kelso home and checks it against VA’s property requirements; the Notice of Value is issued on the report. Seller concessions are checked against VA’s cap, and any condominium project approval is confirmed.

iii.

Underwriting

An automated approval still runs the residual-income test; a manual file is read against the guideline and the table. Either way, the Kelso underwriter verifies the income, the assets, the credit history, and the property, and issues the approval with its conditions.

iv.

Closing

At closing the funding fee is added to the loan or paid, the escrows for taxes and insurance are set up, and there is no mortgage insurance to begin. A Kelso buyer signs the note and the security instrument, certifies occupancy, and VA’s guaranty attaches to the loan.

Why Lendmire

A brokerage that puts the benefit to work.

Lendmire never lends. It reads a Kelso file against VA, FHA, and conventional, matches the program to the profile, and keeps the funding fee and the residual-income test in front of the buyer before anything is signed.

i.

Three programs, one set of numbers

Before any recommendation, VA, FHA, and conventional are run on the same Kelso price, income, and down payment. The buyer sees the payment, the insurance or fee line, and the cash to close for each, and the choice follows the figures.

ii.

The fee and the entitlement explained before the offer

The certificate fixes two things a buyer should know before signing a contract: the funding fee tier and the entitlement available. Lendmire states both for the Kelso purchase and explains the exemption and the refund rules where they apply.

iii.

Licensed, consumer-purpose, in writing

What this page shows are VA’s parameters and the wholesale overlays; what a specific Kelso loan gets is a written set of terms from a licensed loan officer after the review. Lendmire is a broker, never the lender, and has no affiliation with the Department of Veterans Affairs.

Brenda, Samantha and the Lendmire team were absolutely fantastic to work with. We had to jump through some major hurdles to get this home done, which most lenders would have gave up, they kept pushing to get this home done for us. I would absolutely recommend Brenda and team to anybody. Thank you so much for your commitment, communication, perseverance through the whole process. Jason & Brooke
Questions Kelso Veterans Ask

Kelso VA loan FAQs

The questions below come up on nearly every Kelso VA conversation. The answers are general; the figures in the snapshot above are the program’s current parameters.

What is a VA loan, and who is it for?

VA runs a guaranty program for veterans’ home loans; it is not a lender. A Kelso buyer applies through a lender or broker, the lender underwrites to VA’s rules, and VA stands behind part of the loan. Purchases, cash-out refinances, and rate-reduction refinances of existing VA loans are all inside it.

Who is eligible for a VA loan in Kelso?

Active-duty service members after a minimum period, veterans with the required length of service for their era, Guard and Reserve members with qualifying active duty or six years of service, and eligible surviving spouses. The certificate settles it.

How do I get a Certificate of Eligibility?

Request it on VA.gov, ask the lender to pull it, or mail VA Form 26-1880. The supporting document depends on status: DD-214 for veterans, a statement of service for active duty, NGB Forms 22 and 23 for the Guard, a points statement for the Reserve, VA Form 26-1817 for surviving spouses.

What is the VA funding fee, and do I have to pay it?

The funding fee is a one-time charge VA collects to fund the guaranty, set as a share of the loan by first or subsequent use and by the down payment, as the snapshot ladder shows. It can be financed, paid at closing, or paid by the seller as a concession. Veterans receiving compensation for a service-connected disability, surviving spouses receiving DIC, Purple Heart recipients on active duty, and service members rated before discharge are exempt.

Is there a VA loan limit in Kelso?

There is no VA loan limit for a veteran with full entitlement; the lender’s own maximum loan amount, shown in the snapshot, is the practical ceiling. A Kelso buyer with remaining entitlement should ask a loan officer how the county figure affects the file.

Do I need a down payment for a VA loan?

With full entitlement the program needs nothing down, and closing costs can be paid by the seller, with VA’s cap applying to concessions beyond them. Putting five or ten percent down is optional and lowers the funding fee, as the ladder shows.

Can I buy a duplex or fourplex with a VA loan?

Up to four units with the buyer living in one, and nothing down with full entitlement, which makes the multi-unit purchase a distinctive use of the benefit in Kelso.

Do I have to live in the home to use a VA loan?

Yes. VA loans are for principal residences: the veteran certifies an intent to occupy within a reasonable time after closing, and a loan officer can explain how that timing applies to you. A spouse can satisfy the requirement for a service member who is deployed or stationed elsewhere, and a veteran may later move out and keep the home as a rental.

Can I get a VA loan after a bankruptcy or foreclosure?

Yes, once the event is seasoned under VA’s rules: a bankruptcy counts from discharge, a foreclosure from the transfer of title, each with its own waiting period and exceptions for documented extenuating circumstances. Clean recent housing history matters most, and a foreclosed VA loan leaves entitlement in use until the loss is repaid.

Is a VA loan assumable?

Yes, with the lender qualifying the assumptor. It is one of the program’s quieter advantages for a Kelso owner who may sell into a higher-rate market, provided the release of liability and the entitlement are handled at the assumption.
