The Quick Read: Start by finding out why the appraiser’s rent figure came in low, then work through the fixes from lightest to heaviest: correct factual errors, submit a documented reconsideration request through your lender, renew or lease up at a supportable rent, shrink the loan, or move to a program built for thinner coverage. A DSCR loan (debt service coverage ratio loan) qualifies primarily on property-level rental income covering the payment, subject to lender guidelines.
- The appraiser’s rent opinion, not your pro forma, usually becomes the rent used for lender review.
- A lower rent shrinks the supportable loan by a bigger percentage than the rent itself dropped.
- Errors on the form and weak comps are fixable. An accurate but disappointing rent is not.
- You cannot call the appraiser. Every challenge goes through the lender, with evidence.
- Some lenders in a wholesale network allow a lease-based variance or lower coverage. Pricing and leverage adjust when they do.
Why One Appraisal Number Can Sink a Deal
The rent on the 1007 is the income side of your coverage ratio. Rent goes on top, and PITIA (principal, interest, taxes, insurance and association dues) goes on the bottom. If the appraiser lands low, the ratio drops with it, and so does the loan you can carry.

As of Oct 15, 2026 · General Freddie Mac market benchmark, not a Lendmire loan offer. Rent, nightly rate, occupancy, taxes, and insurance are editable estimates. Short-term rental figures are estimates only and vary significantly by season, property type, management approach, and local short-term-rental rules — confirm local regulations before relying on them. Qualifying income for short-term rentals varies by program — some use appraisal market rent, others use documented STR history or projections — and is confirmed in underwriting. Not a Loan Estimate, approval, or commitment to lend. Program availability and eligibility are subject to lender guidelines, credit approval, property review, and underwriting.
Most files we place across a wholesale network of DSCR lenders work this way. The appraisal produces a value and a market rent. Value sets leverage. Rent sets coverage. Both have to work.
Here is the part people miss. Coverage clearing 1.00 does not mean the property cash-flows. Repairs, vacancy, management, utilities and capital costs sit outside the calculation entirely. The ratio only compares rent to the full monthly obligation.
Key Terms Defined
Form 1007: the single-family comparable rent schedule an appraiser attaches to an appraisal, ending in one reconciled monthly market rent.
Form 1025: the appraisal form for two-to-four-unit properties, which builds the rent analysis into the report.
Market rent: what the appraiser concludes the unit would rent for, based on comparable rentals.
In-place lease: the signed lease between you and your current tenant.
Rent used for lender review: the rent figure the lender uses in the ratio calculation.
PITIA: principal, interest, taxes, insurance and association dues, the full monthly obligation.
Reconsideration of value (ROV): a formal request, routed through the lender, asking the appraiser to review the report with new evidence.
How the 1007 Actually Gets Built
The appraiser pulls at least three comparable rentals, adjusts them for differences, and reconciles to one monthly figure. The Freddie Mac version of the form, Form 1000, says adjustments belong only where the comps differ significantly from the subject. It also says the appraiser prepares it as an attachment to the appraisal of a single-family investment property.
Inputs include location, size, condition, property type, lease terms and comparable rents. McKissock, an appraiser-education provider, lists the same categories. Notice what is missing: listing-agent estimates, seller pro formas and rent-estimator websites. None of them carry weight.
One brief contrast. The Fannie Mae Selling Guide requires the 1007 only for one-unit investment properties when the borrower uses rental income to qualify. DSCR loans are not agency products. They borrow the form and its format, not the agency underwriting rules.
Then the underwriter picks the number. On many files that is the lower of the signed lease and the appraiser’s market rent. A vacant property uses the market rent alone. Some programs allow a variance when a current lease exists. A lease above market rent usually gets capped at the appraiser’s figure, so it cannot rescue you.
Diagnose Before You Fix
Do not start with a fix. Start with a diagnosis, because the wrong repair costs money and goes nowhere.
| What missed | What it changes | Fixes that apply |
|---|---|---|
| Rent only | Coverage | Error audit, ROV, lease, loan size |
| Value only | Leverage | Larger down payment, price talk |
| Both | Coverage and leverage | Restructure or switch program |
| Lease below market | rent used for lender review | Renew at supportable rent |
Then read the report line by line. Check bedroom and bath counts, square footage and unit type. Check whether any comp sits in a different submarket, a different condition tier, or is a house converted to an office. Check lease dates on the comps. Stale leases drag the number.
Three outcomes are possible. The form has a factual error. The comps are weak. Or the rent is accurate and just disappointing. The first two are fixable. The third calls for restructuring, not arguing.
Worked Example: A Small Miss, A Bigger Loan Cut
Run the numbers on a modeled file. These are assumptions for illustration, not market data.
Say the file clears about 1.15x on the number you expected. The appraiser’s rent comes in 10% lower. Coverage drops to roughly 1.04x. Same property, same loan, one smaller rent figure.
Now try to restore 1.15x by shrinking the loan. Assume taxes, insurance and dues make up about a quarter of the full payment. Those costs do not move when you borrow less. So the payment has to fall 10% overall, but all of that reduction comes out of the principal-and-interest slice. That slice must shrink roughly 13%. The loan drops by about that much.
If the rent miss is 15%, the same file lands near 0.98x. That is below the 1.00 point where many select programs start. A separate select-lender path takes coverage below 1.00 with leverage and terms adjusted. It is a real option, not a free one.
The Fix Ladder
Work from the top. Stop when the number works.
| Fix | What it changes | Trade-off |
|---|---|---|
| Audit for errors | Corrects facts | Costs nothing, may find nothing |
| Documented ROV | Rent opinion | Appraiser keeps discretion |
| Renew lease at market | Lease rent | Only helps if lease was the low number |
| Lease up, then revisit | Evidence | Needs tenant and patience |
| Smaller loan | Payment | More cash in, lower leverage |
| Different program | Rules | Pricing and leverage adjust |
| Interest-only structure | Payment | Select lenders only, program-dependent |
On the loan-size row: a larger down payment lowers the payment and can lift coverage. It never erases leverage caps, credit floors, reserve rules or property eligibility. The strongest files clear both tests, enough equity and enough rental coverage.
On program switching: most programs we see want around a 660 score. A 620 floor exists in parts of the network. 700 and up unlocks the strongest leverage tiers. Purchases typically land at 75% to 80% LTV on an investment property, and select high-leverage programs reach 85% on a purchase with roughly a 700+ score. Sub-1.00 coverage is available through select lenders in the network, with leverage and terms adjusted. No-ratio structures exist only through select lenders, generally for borrowers who already own a primary residence. Interest-only periods and 40-year terms also come through select lenders. All of it is subject to lender guidelines and individual underwriting.
Can You Challenge the Number?
You can challenge it, but you cannot negotiate it. The request goes through the lender, because appraiser independence rules keep borrowers away from the appraiser. The ABA Banking Journal quotes interagency guidance on lenders maintaining independence for all real estate lending, including reconsiderations.
Appraisers see it the same way. McKissock tells appraisers that a reconsideration is not for changing a result because someone dislikes it. Expect that mindset on the other side.
What belongs in the evidence packet:
- Closed or leased comparable rentals, with address area, rent, lease dates and unit details.
- Documented corrections, such as a missed bathroom or wrong square footage.
- The signed lease and a rent roll.
- An improvements list with completion dates.
What does not belong: asking prices, listing screenshots, estimator output and opinions. (An asking rent is a wish. A signed lease is a fact.)
The odds are mixed. A factual error with proof has a real chance. A pile of better comps may move the figure. Disliking the number moves nothing. In patterns across our files, an investor who wins is usually the one who found a documented error, not the one who argued harder. If the report holds, the better move is often a different channel, not a second round of the same argument.
DSCR vs. conventional financing
There are two common ways to finance an investment property, and they qualify you differently — here’s how investors weigh them.
Why investors choose it
- Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
- No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
- Can be closed in an LLC, keeping the property inside a business entity.
- Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
- Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
- Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Where it’s strong
- Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.
Trade-offs for investors
- Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
- Typically held in your personal name rather than a business entity.
- Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
- Evaluates you as a borrower as much as the property, which usually means more paperwork.
How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.
Purchase vs. Refinance
On a purchase, you have leverage in the contract. If rent and value both came in light, you can renegotiate price, add cash, or use your contract’s appraisal-related protections. Check those contract dates before you spend on anything else. Our guide to a DSCR loan denied because the rent schedule came in too low covers the denial side of this.
On a refinance, you control more. Cash-out on an investment property tops out around 75% LTV across most of the network, with about six months of seasoning as the common expectation. If rent came in low, trim the cash-out and keep the payoff. If the unit sits vacant, lease it up first, then revisit the market rent with a real signed lease behind you. The same logic drives a takeout after renovation, which Lendmire’s piece How to Handle a Low 1007 Rent on a BRRRR DSCR Takeout walks through. Terms vary by lender guidelines, property type, leverage, credit profile, and full file review.
Prevent It Next Time
Most low rents trace back to what the appraiser never received. Appraisers can use only what lands on their desk.
1. Know your program’s rent basis before you order.
2. Hand over the lease, rent roll, improvement list and any known comps.
3. Fix visible condition items before the visit.
4. Run three versions of the ratio: at the lease, at market rent, and at a conservative rent.
5. Decide in advance what you will do if the conservative version fails.
Treat that third run as your real underwriting. A pre-appraisal quote is an estimate, not a commitment. It assumes a rent the appraiser’s comps may replace. Reserves matter too. They vary by lender, leverage and loan size, commonly around 6 months of PITIA, stepping up near 9 months above $1,500,000.
Short-Term Rentals: A Different Animal
The 1007 documents monthly rent. It does not capture nightly rates or business income. McKissock makes that point in the same article cited above. Multiplying a nightly rate by 30 does not produce a valid monthly rent.
Short-term rental income is usually documented separately, through platform statements or market-data reports, and programs for it carry their own leverage and history rules.
Walk, Restructure or Wait?
This one is a genuine judgment call. Restructuring often works when the gap is modest and the deal is otherwise sound. Walking is right when the property only works at a rent the market will not support. Waiting makes sense when a lease renewal or lease-up will change the evidence.
A quick test: if the file clears at your conservative rent with a smaller loan, restructure. If it only clears at the optimistic rent, walk. If the real issue is a below-market lease, renew and revisit. Tax treatment can depend on how the funds are used and how the property is held; investors should keep clear records and speak with a qualified tax professional before relying on any deduction.
Frequently Asked Questions
Can I contact the appraiser directly?
No. Independence rules route every request through the lender. Give the lender your evidence packet and let them submit it.
Does a reconsideration guarantee a higher rent?
It does not. The appraiser reviews your evidence and keeps final discretion. Documented errors and better closed-lease comps carry weight. Opinions and asking rents do not.
Can I use my lease instead of the 1007 rent?
Sometimes. Many programs credit the lower of the lease and market rent. A few lenders in the network allow a lease-based variance when a current lease exists, subject to lender guidelines. A lease above market rent is usually capped.
Does interest-only fix a low rent?
It can help. The ratio is then built on interest, taxes, insurance and dues rather than full PITIA. Interest-only periods come through select lenders, and pricing and terms adjust.
Does the 1007 work for a short-term rental?
Not as income evidence. The form measures monthly lease rent. Short-term rental income is documented through separate statements and reports.
