The Quick Read: Buying a Kissimmee rental near NeoCity with a DSCR loan means the lender qualifies the deal primarily on property-level rental income covering the full monthly payment, subject to lender guidelines. NeoCity is a demand thesis, not an underwriting input. The rent used for lender review is what an appraiser or lease can support today.
- DSCR is monthly rent divided by PITIA (principal, interest, taxes, insurance, and any HOA dues).
- Select programs start at a 1.00 coverage floor. Stronger ratios open better pricing and leverage.
- Most purchases land at 75%-80% LTV on an investment property, with credit tiers starting at 620.
- Reserves are commonly about 6 months of PITIA, stepping up to about 9 months above $1,500,000.
- Announced NeoCity jobs do not count as rent. Insurance, HOA and CDD dues often decide whether a Kissimmee deal clears the line.

What Is a DSCR Loan, in Plain Terms?
A DSCR loan is an investor mortgage that looks at the property, not your paycheck. DSCR stands for debt service coverage ratio. You divide the monthly rent by PITIA. If the rent is 1.25 times the payment, the ratio is 1.25x.
DSCR loans are designed for non-owner-occupied investment properties. Because they are business-purpose investor loans, they are reviewed differently from a standard owner-occupied mortgage. The file centers on the property’s rent. Credit, reserves and down payment still matter.
Our complete DSCR loans guide covers the basics. Here is the part that trips up new buyers: the ratio compares rent to PITIA only. Clearing 1.00 does not mean positive cash flow. Repairs, vacancy, management, utilities and capex sit outside the calculation.
Key Terms Defined
DSCR: Monthly rent used for lender review divided by the full monthly payment on the property.
PITIA: Principal, interest, property taxes, insurance, and any HOA dues, combined into one monthly number.
LTV: Loan-to-value, meaning the loan amount as a percentage of the purchase price or appraised value.
Reserves: Liquid funds you hold after closing, usually counted in months of PITIA.
CDD: A community development district fee. It is a recurring assessment common in newer Florida communities and it adds to your monthly carry.
Form 1007 / Form 1025: The appraisal forms that estimate market rent. The 1007 covers one-unit homes. The 1025 covers 2-4 unit properties. Those are borrowed form names, not agency loan rules.
Is NeoCity a Real Demand Driver?
NeoCity is real, but most of the jobs are still ahead of it. Osceola County describes NeoCity as a 500-acre technology district. The county created it to diversify its economy after COVID, when it says unemployment hit 30 percent. Partners include SkyWater Technology, imec USA, UCF, the University of Florida and Valencia College.
More has been announced since. Spectrum News 13 reports that commissioners approved an agreement with ELSPES for a $470 million, two-phase project. Job counts differ by outlet. Growth Spotter reports a minimum of 190 jobs. Local coverage cites officials expecting more than 600.
These are announcements and approved agreements, not completed employment. A lender underwrites the rent the property can support now. NeoCity may raise tenant demand over time. It does not add a dollar to your DSCR numerator.
Market snapshots show why that matters. Zillow reports a Kissimmee average home value that is down modestly year over year. Redfin reports a median sale price that is up slightly. The two disagree on direction because they measure different things. Call it the mid-$300,000s. Rent growth tied to NeoCity is not yet visible in those figures.
How Does a DSCR Purchase Work, Step by Step?
A DSCR purchase runs through seven steps. The strategy you pick in step one shapes everything after it.
1. Pick long-term or short-term rental first. Strategy decides which income evidence the lender uses and how strict eligibility gets. Long-term income comes from a lease or the appraiser’s market rent. Short-term income comes from platform history or projections.
2. Run the ratio on real numbers. Rent divided by PITIA. In Florida, the denominator holds the surprises: insurance, HOA or CDD dues, and taxes at the purchase price.
3. Get pre-qualified on credit and leverage. Most programs we place files with want around a 660 score. A 620 floor exists in parts of the network. A 700+ score unlocks the strongest leverage tiers.
4. Make an offer with your financing in view. Most purchases land at 75%-80% LTV on an investment property. Select high-leverage programs reach 85% LTV with roughly a 700+ score. Leverage, reserves, and pricing vary by lender and program; the final terms follow the full file review.
5. Order the appraisal with a rent schedule. On a purchase, the appraiser’s market-rent opinion is typically the rent used for lender review. Form 1007 covers a single-family home. Form 1025 covers a 2-4 unit property.
6. Assemble the file. That means the purchase contract, appraisal with rent schedule, lease or short-term income evidence, insurance quote, HOA or CDD documentation, entity documents if you vest in an LLC (subject to lender program eligibility), and proof of reserves and funds to close.
7. Close and confirm local rules. For a short-term rental, confirm zoning before you buy, not after.
Both the loan and the property must pass. A bigger down payment lowers the monthly payment and can lift the ratio. It never erases leverage caps, credit floors, reserve rules or property eligibility. The strongest files clear both tests: enough equity and enough rental coverage.
Long-Term or Short-Term: Which Fits a NeoCity Thesis?
A long-term rental fits a NeoCity thesis better than a vacation rental does. Workforce demand points to leases, and possibly mid-term stays. That is an inference, not a sourced fact. Tenants who work at a technology campus tend to want 12-month leases.
| Factor | Long-term rental | Short-term rental |
|---|---|---|
| Income evidence | Lease or appraiser rent | Platform history or projection |
| Typical purchase LTV | 75%-80% | Up to 75% |
| Credit expectation | 620-700+ tiers | 640+ |
| Rules exposure | Lower | Zoning, licensing, HOA |
| Main risk | Soft rents | Regulation and seasonality |
For short-term rentals, we see about 12 months of hosting history expected on refinances. Purchases are underwritten with a 1.00 coverage floor, and refinances carry their own 1.00 floor. Cash-out on a short-term rental tops out at 70%, while standard rentals reach 75%.
Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income. A home near NeoCity is not automatically in a short-term rental zone. Check the parcel with the county before you write an offer. Lendmire’s piece How to Buy a Short-Term Rental When the Permit Does Not Transfer shows how that goes wrong after closing.
A Worked Example: Same Property, Two Strategies
Run the numbers on a modeled single-family home priced in the mid-$300,000s, bought at 75% LTV with a 700 score. These are modeled assumptions, not market facts. Final terms depend on the lender’s guidelines, the property type, and the borrower’s complete credit picture.
Long-term case. The appraiser’s rent schedule supports rent that covers PITIA at roughly 1.15x. That clears a 1.00 floor with some cushion. Reserves of about 6 months of PITIA are expected.
Stress test. Now let insurance rise and rent soften. Coverage slides toward 1.00x. If an HOA or CDD assessment is added, the ratio can drop below the line.
A ratio below 1.00 is a different path, not a dead end. Select lenders in the network offer it with leverage and terms adjusted. No-ratio structures are available only through select lenders, generally for borrowers who already own a primary residence.
Short-term case. If the home sits in an eligible zone, income may be supported by an appraiser’s analysis, platform data, or both. Where both projected and actual figures exist, underwriting commonly uses the lower supported number. The ratio depends on that choice.
The lesson: build in a margin above the minimum. With rents and values flat to slightly down in the snapshots above, a ratio sitting right at the line leaves no room.
DSCR vs. conventional financing
There are two common ways to finance an investment property, and they qualify you differently — here’s how investors weigh them.
Why investors choose it
- Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
- No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
- Can be closed in an LLC, keeping the property inside a business entity.
- Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
- Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
- Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Where it’s strong
- Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.
Trade-offs for investors
- Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
- Typically held in your personal name rather than a business entity.
- Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
- Evaluates you as a borrower as much as the property, which usually means more paperwork.
How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.
Where Does the Ratio Break?
The general rule breaks in a few named places. Know them before you offer.
- HOA and CDD dues. They sit inside PITIA. High dues can sink coverage even when rent looks strong. One consumer guide, Moving to Florida Guide, puts typical Florida CDD fees at a meaningful monthly line item. Treat that as indicative, and get the actual figure from the seller’s documents.
- Florida condos. TGA Florida notes that state legislation requires condo buildings three stories or taller to complete structural integrity reserve studies and fund reserves. That can raise association costs and special assessments.
- Rent evidence conflicts. RentCafe reported average Kissimmee apartment rent of $1,797. Zumper reported $2,150. Property mix explains the gap. Neither replaces the appraiser’s rent schedule on your specific home.
- Ineligible property types. Manufactured homes (single- and double-wide), log homes and barndominiums are not offered through the network’s DSCR programs.
- Loan size. Standard programs run up to $3,000,000. Above $2,500,000 the network generally holds to 30-year fixed structures.
Common Misconceptions
“DSCR loans ignore the borrower.” They skip personal income documentation, since qualification runs on the property’s income. Credit, reserves and down payment still count.
“Near NeoCity means short-term-rental eligible.” Zoning is parcel-specific. The county overlay map decides.
“A high DSCR means a good investment.” The ratio ignores vacancy, repairs and management.
“NeoCity jobs are already here.” The coverage describes agreements and expected hiring.
“Form 1007 makes this an agency loan.” It is a form name that DSCR programs borrow.
What the Decision Looks Like in Practice
Start with the strategy, then the PITIA, then the rent evidence. Treat NeoCity as upside, not as the reason the deal works. If the property clears coverage on today’s rent with a cushion, the thesis is a bonus. If it only works on future demand, pass.
Long-term structures typically use a 30-year fixed spine. Extended terms, interest-only periods and ARM options are available through select lenders in the network. Frequently Asked Questions
Can I use NeoCity job growth to qualify?
No. A program reviews the file on the rent an appraiser or lease supports today. Announced jobs are context for your own thesis, not an underwriting input.
How much do I need down?
Most purchases land at 75%-80% LTV on an investment property, which means 20%-25% down. Terms depend on credit, property and lender guidelines. Each figure is subject to lender guidelines and a complete review of property type, leverage, and credit.
Does a 1.00 ratio mean the property cash flows?
Not necessarily. The ratio counts rent against PITIA only. Vacancy, repairs, management, utilities and capex are outside it, so budget for them separately.
What reserves should I expect?
Commonly about 6 months of PITIA, stepping up to about 9 months on loans above $1,500,000. Reserves vary by lender, leverage and loan size.
Can I buy in an LLC?
Often yes, subject to lender program eligibility. Entity documents are added to the file, and insurance and title should match the vesting.
