The standard rent-comparison tool used for long-term rentals, Form 1007, was never built to translate nightly income into a monthly figure — Fannie Mae’s June 2024 appraiser update states the form calls for an “Indicated Monthly Market Rent,” which assumes competing properties are leased month to month, not booked night by night. Either way, the number that clears underwriting sits meaningfully below what your calendar shows in bookings. If a property’s gross annual revenue looks strong on paper but the underlying rent-to-payment math is thin once the discount applies, that’s exactly the kind of file where coverage below 1.00 becomes relevant — more on that below.

What Never Gets Counted, Even Before the Haircut

Some items never count as rent, no matter the discount. These include security deposits, refunded stays, cancellation credits, and pass-through charges like cleaning fees a guest pays that then go to a cleaner. Platform service fees are one reason the discount exists in the first place. Airbnb’s published fee schedule shows most hosts pay a service fee in the mid-teens percentage range on bookings. Where Coverage Actually Lands

Run the numbers on a coastal short-term rental generating strong seasonal bookings. Once twelve months of documented platform income gets discounted to the qualifying figure — say it lands around 80% of what the dashboard shows — that reduced number gets compared against the full PITIA payment. If the resulting ratio clears 1.00, the file qualifies for full leverage on most programs in the network. If it lands somewhere in the high 0.80s to 0.90s instead, that doesn’t automatically kill the deal.

Municipal permission to run a short-term rental applies to each individual property. It’s never assumed for an entire city or state, and it can change over time. Short-term rental rules can vary by city, county, HOA, and property type. So confirm local rules before you rely on projected rental income — do this before building the file around that income.

An HOA or condo association can ban short-term rentals through its own governing documents, even in a place that otherwise allows them. This restriction has nothing to do with any lending program. It can eliminate the income basis entirely. Check for this restriction early, before you order an appraisal projection — not after.
