Cash Out Refinance Investment Property in Westchester, Florida: The 2026 DSCR Guide to Bird Road

Cash Out Refinance Investment Property in Westchester, Florida

Florida International University reached a final headcount of 55,673 students, with 35,340 enrolled full-time. The flagship Modesto A. Maidique Campus covers 342 acres inside the Westchester census-designated place. That enrollment pulls tenants toward the 2-4 unit stock around it. It also explains why the equity conversation here splits by property type: single-family owners often hold plenty of paper equity but thin rent, while small-multifamily owners hold the income that actually supports a cash-out refinance.

The Short Version:

Cash-out refinancing in Westchester, Florida fits investors who own duplexes, triplexes, or a house with a rentable ADU near the FIU corridor. The loan is underwritten primarily on the property’s rental income measured against its full monthly obligation, and single-family holdings usually need multi-unit income to clear the 1.00 benchmark.

  • Single-family rent-to-value is thin, so multi-unit holdings carry the coverage math.
  • Cash-out leverage tops out at 75 percent, with about six months of seasoning from title recording.
  • Duplex comps are scarce locally, so appraisers often reach into Coral Terrace and Flagami.
  • Condo collateral faces the weakest comps and the heaviest supply in the county.

The Fontainebleau Park Corridor Anchors the Rent Roll

Fontainebleau Park, between the FIU campus and the Dolphin Expressway, is the strongest rental pocket in Westchester. Renters there cover a wide price band, and rents are high relative to what the surrounding units cost to hold.

Redfin’s Westchester rental table reports these neighborhood medians. Samples are thin, so treat them as directional:

Submarket Median rent Housing character
Fontainebleau Park East $2,450 Established residential
Fontainebleau Park West $2,990 Condos and small buildings
Las Brisas Village $2,990 Residential
Las Sevillas $3,000 Single-family and townhome mix
Century Park $3,300 Higher-rent pocket

The demand story is inference, not a published tenant survey. The likely mix is university staff and students, hospital workers (Westchester General Hospital retained 570 employees after Keralty’s acquisition), and households working along the airport corridor. What matters for a lender file is lease depth, not tenant demographics. A renewal history on the units carries more weight than any neighborhood narrative.

Single-Family Equity Is Real, But Coverage Is Weak

Single-family rentals in Westchester hold equity better than they hold cash flow, and that gap decides how much a cash-out can actually release. Per Redfin’s housing market data, the median sale price was $683K in its latest snapshot, down 3.5 percent year over year, at $385 per square foot. Homes sat about 75 days.

Run the numbers on a modeled single-family rental. Assume $2,500 in monthly rent, the two-bedroom house figure Rentometer reports, against a $683K value at 75 percent leverage. Including taxes and insurance, coverage lands around 0.55-0.6. Even the $3,300 Century Park median only reaches the mid-0.7s. Those are modeled assumptions, not sourced deal data.

Sub-1.00 files are not automatically dead, but they need a different structure. Lenders may review a sub-1.00 program, an interest-only structure, or a lower loan-to-value request. Each typically brings stronger compensating factors, more cash in the property, or different pricing. Eligibility depends on lender guidelines, credit approval, and property review.

Rent data adds friction. Zumper shows a $3,500 median across all bedroom counts, up 6 percent year over year, while Redfin’s citywide median sits at $2,189. Boundaries and unit mixes differ. Underwrite to two-bedroom versus three-bedroom comps, not to a headline median, because the appraiser’s rent schedule is the number that counts.

Appreciation helps, up to a point. MIAMI REALTORS reports Miami-Dade single-family median price at $680,000, up 3.82 percent year over year, and higher in 174 of the last 178 months. Redfin’s county view is softer, up just 0.2 percent over three months versus a year earlier. The two cover different property mixes. An investor who bought near a peak should model the cash-out on a flat appraised value, not a repeat of the past decade.

Duplexes and Triplexes: Where the Cash-Out Math Improves

Multi-unit holdings on the Westchester, Coral Terrace, and Flagami border produce the best coverage per dollar of collateral. Several leases share one property, so a vacant unit shrinks income instead of erasing it.

Apartments.com gives us a Westchester two-bedroom rent we can use for a simple model. Picture a triplex of three 2-bed units renting at that rent, which gives a gross monthly rent of roughly three times the single-unit figure. At a modeled value near $800,000 and 75 percent leverage, coverage runs about 1.2x including taxes and insurance, rounded down. The same 75 percent loan-to-value on a single-family house at similar value would cover barely half as well. One triplex advertisement on the Coral Terrace side claims $9,000 in monthly rent. That implies roughly $3,000 per unit, above the two-bedroom figures in our sources, so an appraiser’s market-rent schedule will probably trim it.

Inventory is thin. Redfin’s listings show 12 multi-family units in Westchester over the prior month, 31 condos, and 8 townhouses. Sale comps for appraisals and rent schedules are limited, so expect the appraiser to widen the search area. A local brokerage guide describes Flagami as denser in duplexes and small lots than its neighbors, which supports using that area for comparables.

A house-plus-ADU stack is the other route. Miami-Dade County’s ADU page confirms one ADU is allowed in single-family districts and can be rented. For the loan file, the ADU has to exist, be permitted, and be documented. Unpermitted or informal units generally will not count toward rent used for lender review. Investors should verify current local rules, taxes, and insurance with qualified local professionals before counting on that income.

What the Lender Actually Reviews Before Releasing Equity

The file is won or lost on plumbing: title-recording date, rent schedule, leases, and reserves. Equity is a candidate for release only after those check out.

Lendmire (NMLS# 2371349), a DSCR-focused mortgage broker offering DSCR financing in 40 states plus D.C., arranges these cash-out refinances through wholesale lenders. The lenders, not the broker, review and approve them. On the programs Lendmire places, cash-out leverage caps at 75 percent, and about six months of ownership, measured from title recording, must pass first. Coverage is measured at 1.00 as the standard benchmark, comparing rent used for lender review to the full monthly obligation of principal, interest, taxes, insurance, and any dues. The credit floor is 620, and reserves run about six months of that obligation. Everything remains subject to lender guidelines and property review. For the mechanics behind the ratio, see the guide “What Is a DSCR Loan”.

DSCR files in markets like this one typically look the same on paper. The property has changed hands or been renovated, the owner-quoted rent runs ahead of the appraiser’s schedule, and a lease or two is missing from the package. The cleanest files show recorded title dates, signed leases matching the rent claimed, and a rent figure the appraiser’s comps can support without adjustment. Files with mixed-use units, informal additions, or verbal tenancies pick up review conditions and slow down.

Two practical points. Loan size matters less than property type: standard programs go up to $3,000,000, and smaller balances route through select lenders in the network. And manufactured homes, log homes, and barndominiums fall outside these programs entirely. Westchester’s older single-family stock rarely raises that flag, but additions built without permits do.

Skip Condos Unless the Building Is Clean

Condo-type collateral near FIU faces the weakest fundamentals in the county. Per PBP Real Estate’s MLS-based report, Miami-Dade condos and townhomes carry 12.7 months of inventory, while single-family houses sit at 5.1 months. MIAMI REALTORS shows the county condo and townhome median at $408,000, down 0.49 percent year over year.

Flat values mean little appreciation to lean on in a cash-out. Weak comps make appraisals harder. Building certification and assessment issues add lender friction that a duplex never carries. One listing near the campus shows a 2/2 with a tenant locked in at $2,200. That is fine as a holding, but rarely the property to pull equity from.

Where the Released Capital Goes

Released equity works best when it buys the same kind of asset that produced it: another small multifamily in a tight submarket. County-level data suggests the small end of the market is tighter than the top.

Marcus & Millichap says Class C vacancy in Miami-Dade held near 3 percent, with nearly 10,000 professional and business services jobs added. MIAMI REALTORS’ rental report puts Class C+/C occupancy at 96.3 percent, though it slipped. Neither figure is Westchester-specific, and no Westchester vacancy data was found.

The broader supply picture is less comfortable. The county pipeline stands at 19,131 units, equal to 9.7 percent of inventory, and metro vacancy sat at 6.6 percent per MIAMI REALTORS, with asking-rent growth of only 0.7 percent. That wave is mostly high-end, so it competes more with new luxury product than with older 2/1 units. It would still be a mistake to assume flat rents forever.

Frequently Asked Questions

Does a Westchester single-family rental support a cash-out refinance?

Usually only with support from something else. At a median near $683K and rents of $2,450 to $3,300, coverage on a single-family house generally falls well below 1.00 including taxes and insurance. A rentable ADU, a lower leverage request, or a sub-1.00 program may change the picture, subject to lender review.

DSCR vs. conventional financing

Two common ways to finance an investment property in Westchester, FL. They qualify you differently — here’s how investors weigh them.

DSCR loan

Why investors choose it

  • Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
  • No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
  • Can be closed in an LLC, keeping the property inside a business entity.
  • Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
  • Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
  • Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Conventional loan

Where it’s strong

  • Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.

Trade-offs for investors

  • Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
  • Typically held in your personal name rather than a business entity.
  • Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
  • Evaluates you as a borrower as much as the property, which usually means more paperwork.

How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.

Which Westchester rent figure will the lender actually use?

The appraiser’s rent schedule, not a platform median. Published figures span from $1,618 on Apartments.com averages to $3,500 on Zumper, so unit-type comps for two-bedroom versus three-bedroom matter far more than a headline number.

How does the six-month seasoning clock work for a recently renovated duplex?

It runs from the title recording date, not from when renovations finished or when tenants moved in. An investor who closed a purchase only a few months ago typically has to wait out the balance before a cash-out request can be reviewed.

Can ADU income count toward rent used for program review in Westchester?

Only if the unit exists, is permitted, and can be documented with a lease and comps. Miami-Dade County allows ADUs in single-family districts, but eligibility and permits vary by lot. Verify the details with the county and qualified local professionals.

Is FIU enrollment enough to justify holding rentals near the campus?

It is a strong demand anchor, at 55,673 students, but not a guarantee of any given unit’s occupancy. Lenders review the leases and comps on the specific property, not the campus headline.

For current guidelines and terms, see Lendmire’s DSCR loan programs page.

The Choice on the Table

A Westchester owner sitting on paper equity faces two real paths. One is to refinance a single-family house now, accepting sub-1.00 coverage and the added structure it demands, in exchange for capital in hand while values stay firm. The other is to wait, or to trade into a duplex or triplex near the FIU corridor, giving up months of access for a rent roll that carries the loan by itself. Neither path is free, and the campus will keep filling either way.
