How DSCR Appraisal Requirements Work for Value, Market Rent and Subject-to Repairs

How DSCR Appraisal Requirements Work for Value, Market Rent and Subject-to Repairs

The Quick Read: A DSCR appraisal produces two separate opinions, one on the property’s value and one on what it should rent for, and it also flags condition problems that must be cleared before funding. Value drives how much you can borrow. Market rent drives the coverage ratio. A report made “subject to” repairs means those items get fixed and verified before the loan moves forward.

  • Value sets leverage. Rent sets coverage. They are two different numbers from one report.
  • On a leased property, underwriting typically uses the lower of the in-place lease and the appraiser’s market rent.
  • “Subject to” repairs are cleared with a completion report or re-inspection, not with a promise to fix things after closing.
  • Clearing 1.00 coverage is not the same as positive cash flow.
  • Rules vary by lender, so the same property can read differently across programs.

DSCR loans are designed for non-owner-occupied investment properties. Because they are business-purpose investor loans, they are reviewed differently from a standard owner-occupied mortgage. Qualification runs primarily on property-level rental income covering the payment, subject to lender guidelines. That is why the appraisal carries so much weight. On a purchase, the appraiser’s rent opinion is the only income figure the file has. Lendmire’s complete DSCR loans guide covers the full loan; this piece stays on the appraisal.

Qualifying income for short-term rentals varies by program — some use appraisal market rent, others use documented STR history or projections — and is confirmed in underwriting. Key Terms Defined

As-is value: What the property is worth in its current condition, with no repairs assumed.

Subject-to value: A value opinion that assumes specific repairs will be finished. The report is conditional until someone confirms they were.

Market rent: What the appraiser believes the property would lease for today on a traditional long-term lease, based on comparable rentals.

In-place rent: What the current tenant actually pays under the existing lease.

Rent schedule: The appraisal attachment that supports the market rent figure with comparable leases.

Completion report: The short follow-up form in which an appraiser confirms that required repairs were finished.

PITIA: Principal, interest, taxes, insurance, and any association dues. It is the payment side of the coverage ratio.

Does a DSCR Loan Need an Appraisal?

Yes, almost always. Appraisal-free DSCR loans are rare, and borrowers should not plan a refinance around skipping one. Less paperwork on your personal income does not mean less paperwork on the property. The lender still needs a licensed appraiser’s view of value, and it still needs a rent opinion to calculate coverage.

The lender orders the report, typically through an appraisal management company. That company assigns a licensed appraiser from an approved panel. You do not pick the appraiser, and neither does your broker. Brokers can pass along documents and comparables, but the appraiser forms the opinion.

What the Appraisal Does for Value

The value opinion sets the ceiling on your loan. Across the wholesale network Lendmire places files with, purchase leverage most often lands at 75% to 80% LTV on an investment property. LTV is loan-to-value, the loan amount divided by the property’s value. Select high-leverage programs reach 85% LTV on a purchase with roughly a 700+ credit score. Cash-out refinances top out around 75% LTV on an investment property.

On a purchase, lenders generally size on the lower of price or appraised value. If the appraisal lands under the contract price, the loan shrinks or you bring more cash. A bigger down payment can help the coverage ratio by lowering the payment. It never erases leverage caps, credit floors, reserve rules, or property eligibility.

Refinances after a rehab work differently. Most programs we place files with size on cost basis, meaning purchase price plus documented rehab spend, until about 6 months after title recording. After that window, appraised value governs, capped near 75% LTV on a cash-out, and only if the rent covers PITIA.

Value bases side by side

Value basis What it assumes Who it helps
As-is Current condition, no repairs Rent-ready properties
Subject-to Named repairs get finished Properties with fixable items
Cost basis Price plus documented rehab Recent BRRRR refinances

Most DSCR files are underwritten on as-is value. A subject-to opinion only becomes usable once the repairs are confirmed.

How the Appraisal Sets Market Rent

Market rent comes from a rent schedule attached to the appraisal. The Fannie Mae Form 1007 instructions describe it as the way a lender gets market rent for a single-family investment property from the appraiser. The form shows three rental comparables, comments on rent range, vacancy, and rent trends, and a final reconciled monthly market rent. It tells appraisers to adjust only for significant differences between the comparables and the subject, per the Freddie Mac Form 1000.

Here is the catch for newer investors. That form is an agency form. DSCR programs borrow its format. It is not a DSCR regulation. Agency selling rules do not govern DSCR files, and each program sets its own appraisal requirements. Lendmire’s explainer What Is a Market Rent Analysis on a Rental Property Appraisal? goes deeper on how the rent opinion is built.

In practice, the appraiser inspects and photographs the property. The appraiser then finds comparable rentals leased in roughly the prior six to twelve months, adjusts them, and states one market-rent opinion.

Forms by property type

Property type Appraisal form Rent support
Single-family Full interior report Rent schedule (1007)
Condo Condo report Rent schedule (1007)
2-4 units Small income property report Rent analysis built in, often with an operating income statement

These pairings are common across the market, not a rule. Five-plus unit buildings are usually valued on the income approach, meaning net operating income divided by a cap rate. There may be no rent schedule to challenge at all. A dispute there targets the expense, vacancy, or cap-rate assumptions.

Which rent counts: vacant, leased, or short-term

Situation Rent typically used
Vacant Appraiser’s market rent alone
Leased Lower of lease and market rent
Multi-unit Rent roll plus rent schedule, vacant units may pull the total down
Short-term rental Platform data, handled outside the standard schedule

An above-market lease does not raise your number. If the tenant renews at a higher rent after the report is done, the appraisal does not update. Plan for that gap on a refinance.

Short-term rentals are their own track. A nightly rate multiplied by 30 is not market rent, because the rent schedule asks for monthly lease comparables. Select STR programs in the network allow purchases to 75% LTV, refinances around 70%, and cash-outs at 70% on short-term-rental collateral. Expect a 640+ score and about 12 months of hosting history. Coverage floors are 1.00 on purchases and refinances. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income. Final terms depend on lender guidelines, property type, leverage, and the borrower’s complete credit picture.

From Rent to Coverage

The ratio is gross monthly rent divided by PITIA. Rent covering the payment exactly gives you 1.00. Rent of twice the payment gives you 2.00. That is all the formula does.

Many select programs start at 1.00 coverage. A separate select-lender path goes below 1.00, with leverage and terms adjusted. Stronger ratios open better pricing and leverage. So a low rent opinion can push you under a program minimum or into a thinner pricing tier, even when your credit and equity are fine.

One warning matters more than the rest. DSCR compares rent to PITIA only. Clearing 1.00 is not positive cash flow. Repairs, vacancy, management, utilities, and capex sit outside the calculation. A property can clear 1.00 and still lose money after you pay for the roof.

What “Subject-To Repairs” Means

Made subject to repairs is the appraiser saying: the value and rent hold only if specific problems get fixed. Deferred maintenance, an end-of-life roof, safety items, water intrusion, or an unpermitted addition can all trigger it. Lenders generally want rent-ready condition. DSCR is not a renovation product, so repairs get resolved before funding rather than after.

Agency practice is more relaxed on small items. Minor deferred maintenance on an as-is appraisal, like worn carpet or a cracked window pane, need not be repaired. That is agency policy. It does not govern DSCR files, so do not assume your lender shares that tolerance.

Sorting repair items

Issue type Examples Typical handling
Cosmetic Worn flooring, paint Often no condition
Minor safety Missing handrail, broken glass Fix, then photo evidence may do
Major Roof at end of life, water intrusion, unpermitted addition Repair plus formal completion report

Which bucket an item lands in varies by lender. Photo sign-off versus formal re-inspection is a program question, so ask early.

How Subject-To Repairs Get Cleared

The lifecycle looks like this:

1. The appraiser issues the report subject to named repairs.

2. The lender sends the conditions to you or your agent.

3. You, as the owner or buyer, schedule and pay for the work. The lender does not.

4. The appraiser confirms completion on an update and completion form, known as the 1004D.

5. The lender reviews that confirmation and clears the condition.

6. The deal then moves on to funding.

Per the Fannie Mae Selling Guide, the 1004D updates an appraisal or confirms that conditions such as repairs have been met. The appraiser can complete it from a site visit or from virtual inspection, photos, or video, as long as the exhibits can be authenticated by metadata and geocode.

The form itself is changing. Fannie Mae’s newer appraisal format splits the update into a restricted update report and a completion report, and the new completion report lists each required repair with a status and photo. That transition is an agency matter, but DSCR borrowers may see either name on a clearance report. Whether a given DSCR program accepts one or both is a question for the lender.

Budget for time and cost. Repair clearance and re-inspection take effort, and they can delay a closing.

DSCR vs. conventional financing

There are two common ways to finance an investment property, and they qualify you differently — here’s how investors weigh them.

DSCR loan

Why investors choose it

  • Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
  • No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
  • Can be closed in an LLC, keeping the property inside a business entity.
  • Built for scaling — not held to the limit on the number of financed properties that conventional financing applies.
  • Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
  • Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Conventional loan

Where it’s strong

  • Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.

Trade-offs for investors

  • Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
  • Typically held in your personal name rather than a business entity.
  • Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
  • Evaluates you as a borrower as much as the property, which usually means more paperwork.

How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.

One Property, Three Outcomes

Run the numbers this way. Picture a duplex under contract at a price where you plan on 75% LTV on a purchase, and where modeled rent covers PITIA at roughly 1.15x. These specifics are subject to lender guidelines and a full review of property, leverage, and credit.

  • Clean report. Value meets price, rent supports about 1.15x. Leverage and coverage both clear.
  • Subject-to report. Same value and rent, but the roof is flagged. Nothing funds until the roof is replaced and the completion report is in. Coverage is unchanged, and your out-of-pocket cost rises.
  • Condition failure. The report finds conditions the program will not accept. The loan is unlikely to proceed as structured, and the real decision is whether to repair, renegotiate the price, or walk.

If repairs are heavy, many investors renegotiate price against the repair estimate or buy with short-term financing and refinance into a DSCR loan once the property is rent-ready. The value basis matters here too. A refinance right after a rehab sizes on cost basis until seasoning passes.

When the Appraisal Comes In Low

A low value means less loan or more cash from you. A low rent means thinner coverage, a lower pricing tier, or a loan that no longer fits the program. Routes to a higher number are narrow. They include comp-level evidence, a reconsideration of value, or a second appraisal, and each depends on the lender’s policy.

Policies differ by program. Some will use only the rent schedule figure. Others allow a variance when a signed lease sits above the appraised rent, or let a file transfer to another program. Telling the appraiser what you would charge does not change the outcome. The opinion rests on comparable leases, not on your target.

If the numbers fall under 1.00, ask about the select-lender path below 1.00, which adjusts leverage and terms. Qualification is subject to lender guidelines, credit approval, and property review.

Preparing the File

Good preparation can improve the report. Hand over the lease and a rent roll for multi-unit. Provide a dated list of improvements and any comparable leases you know of. Fix cheap safety items before the visit. None of this guarantees a number, but it gives the appraiser accurate facts to work from.

Know what is not offered. Manufactured homes (single- and double-wide), log homes, and barndominiums are not offered in these DSCR programs, so no appraisal will fix that. Credit and reserves still apply: a 620 floor exists in parts of the network, most programs want around 660, and 700+ unlocks the strongest leverage tiers. Reserves commonly run about 6 months of PITIA, stepping up to about 9 months on larger loans. Standard programs run up to $3,000,000, and above $2,500,000 the network generally holds to 30-year fixed structures.

Tax treatment varies; consult a qualified professional.

Frequently Asked Questions

Which rent does the lender use, the lease or market rent?

On a leased property, underwriting typically uses the lower of the two. An above-market lease does not lift the number. On a vacant property, the appraiser’s market rent stands alone.

Can I close with repairs outstanding?

Generally not. DSCR is not a renovation product, so subject-to items are usually cleared and verified before funding. Some lenders let minor items clear with photos, while larger ones need a formal completion report.

Does the appraisal rent equal my cash flow?

No. Coverage compares rent to PITIA only. Repairs, vacancy, management, utilities, and capex are outside the calculation, so a property can clear 1.00 and still run tight.

Is the 1007 a DSCR rule?

No. It is an agency form that non-agency programs adopted for its format. Each DSCR program decides how it uses the form, so confirm the program’s own requirements.

What if I am planning a short-term rental?

Expect a separate process. Select programs lean on platform data instead of the standard rent schedule, and require about 12 months of hosting history. Nightly rate times 30 is not market rent.
