The University of Tennessee, Knoxville has posted its sixth consecutive year of record enrollment, surpassing 40,000 students. Yet Yardi Matrix shows asking rents down 0.9 percent year over year, to $1,470. Demand keeps climbing while rents slip. For an investor pulling equity out of a Knoxville rental, that gap decides everything. Cash-out proceeds here come from the property’s income and condition, not from a market lift.
TL;DR: A DSCR cash-out refinance in Knoxville, Tennessee is underwritten primarily on the property’s rental income measured against its full monthly obligation, and flat local rents mean the appraisal and lease math carry the file, not appreciation.

- Metro multifamily vacancy runs 8.7 percent, per Matthews, so underwrite on in-place leases.
- Duplex-to-fourplex stacking clears coverage far more easily than median-priced single-family homes.
- Cash-out caps at 75 percent LTV, with about six months of ownership required first.
- Older, stabilized small multis have held up better than new Class A product.

Why Flat Prices Change the Equity Math
Equity extraction in Knoxville depends on value you created or bought at a discount, because the market is not going to hand you a lift. Redfin shows a three-month median sale price of $325K, up just 1.7 percent year over year, with 52 days on market versus 48 a year earlier. The East Tennessee REALTORS forecast expects prices to hold steady, rising only slightly.
Walk through what that means. A cash-out refinance replaces your current loan with a larger one, and the difference (after payoff and costs) comes to you as capital. The lender sizes that loan three ways:
1. Value. The appraised value multiplied by a maximum of 75 percent LTV on a cash-out.
2. Income. Rent used for lender review divided by the full monthly obligation (principal, interest, taxes, insurance, and any HOA dues). Most standard programs use 1.00 as the baseline, though some lenders review lower ratios with stronger compensating factors, and eligibility varies with lender guidelines, credit profile, reserves, and property review.
3. Reserves. Roughly six months of the full monthly obligation held in liquid funds.
The smallest of those three limits sets your proceeds. In a flat market, the value leg rarely grows on its own. So the leg you control is income: renovated units, filled vacancies, and leases signed at true market rent. Pulling equity with a DSCR cash-out works best when the property earns more than it did when you bought it.
Seasoning matters too. Programs in the network typically want about six months of ownership, measured from title recording. Buy a distressed fourplex, finish the rehab, and sign leases inside that window, and the refinance is ready when the clock is.
Underwrite on In-Place Rent, Not Hope
Matthews, using CoStar data, reports 8.7 percent metro multifamily vacancy and about 2,980 units under construction. Yardi’s occupancy figure is milder, at 94.9 percent stabilized, because the two firms define the measure differently. Either way, rents are flat to slightly negative.
An underwriter is unlikely to credit rent growth you haven’t yet achieved. Model the refinance on signed leases and today’s market rent, with zero growth built in. If the number clears 1.00 on that basis, any rent bump is upside.
The supply picture is also easing. MMG Real Estate Advisors reports construction starts collapsed 73 percent, with most remaining units concentrated in Western Knox County and North Knoxville. Lease-up concessions from new buildings can depress the rent an appraiser sees nearby, so timing a refinance after a nearby building stabilizes can help.
Then there’s the property-type split. TenantBase reports stabilized properties averaging 93.9 percent occupancy against roughly 91 percent overall, with rents growing more than 5 percent annually in Class C and select submarkets (a brokerage marketing page, so treat it as directional). Older duplexes and small multis compete with new Class A less directly than lease-up towers do.
Skip the Median Single-Family Home
Median-priced single-family rentals struggle on coverage in Knoxville. A modeled illustration from CapRateCity uses a $355,000 median price and $1,720 rent, a rent-to-price ratio near 0.5 percent. Run the numbers on that pairing at the 75 percent LTV cap, with taxes and insurance included, and coverage lands around 0.8x. That is a modeled assumption, not a transaction. It sits well below the 1.00 benchmark.
Options for a sub-1.00 file include a sub-1.00 program, an interest-only structure, or a lower loan amount. A lender would review each against credit, reserves, and property specifics. None is automatic.
Stack units and the picture flips. Take a hypothetical $250K duplex. Using a modeled $1,200 per unit (the low end of a range cited by AIWholesail, a wholesaling blog, so directional), gross rent is $2,400 a month, about 0.96 percent of price. At 75 percent LTV with taxes and insurance included, the modeled coverage comes out comfortably above 1.4x. Move to a $400K fourplex at the same $1,200 per unit and it exceeds 1.8x. Neither figure is a promise, since the source doesn’t tie price to unit count, but the direction is clear: two to four rents against one loan is the realistic way to clear coverage, and it leaves room for the 75 percent cap to bind before the income test does.
Sub-$250K workforce single-family homes in North and East Knoxville are the other exception. Those rent at $1,300-$1,600, which puts them near the 1 percent rule in some cases.
Where the Collateral Sits
North Knoxville: Fountain City, Parkridge, Old North, Mechanicsville. This is the strongest DSCR corridor for owners of 2-4 unit stock. Fountain City has a large inventory of duplexes and small multis, and Movoto puts its median listing price at $287K. Tenants are working households and commuters with I-640 access, plus hospital and downtown staff closer in. The catch is supply. North Knoxville led the city for new apartment development, adding about 600 units per TenantBase. Owners of older brick multis compete less directly with those buildings, but a refinance appraised during nearby lease-up may carry softer rent comps.
Fort Sanders and the UT campus ring. Dense student housing next to a 40,000-plus enrollment base. Duplexes to quadplexes reportedly gross $1,200-$1,800 per unit, with small-multi prices of $250K-$400K (wholesaler-blog figures, directional). Student leases are seasonal, so lenders will look at lease terms and the reserve cushion for summer turnover. One caution from East Tennessee REALTORS: new apartments near UT have pulled students off the edges of neighboring areas. Properties on that periphery carry the most vacancy risk.
South Knoxville and the South Waterfront. The City of Knoxville reports more than $61 million in public investment and $400 million in private investment in the South Waterfront to date, plus a $19.2 million Sevier Avenue streetscape project. The Urban Wilderness adds more than 50 miles of trails, per a UT Baker Center study. Investors who bought early here may be sitting on the most created value in the city. No reliable neighborhood price or rent source turned up, so any refinance here rests on a fresh appraisal, not a headline number.
Downtown and Old City. Redfin shows a $625K median sale price, but the sample is small and condo-heavy. Matthews says downtown has been heavily hit by new supply. Cash-flow yields run thinner than in the north, so coverage is harder to reach at 75 percent LTV.
Powell, Karns, and Halls. Newer workforce single-family and new-construction duplexes. Prices run below the west side while rents sit close to metro averages. Reasonable candidates if the coverage number lands above the baseline.
What Sits Under the Demand
Rental demand rests on employers less cyclical than manufacturing. The East Tennessee Economic Development Agency lists Covenant Health at 10,000 or more employees, and Knox County Schools, UT Knoxville, Y-12, Oak Ridge National Laboratory, and UT Medical Center each at 5,000 to 9,999. Yardi reports the metro added 4,100 net jobs, led by education, health services, and government, with 2.9 percent unemployment.
That base supports lease renewals, which is what a refinance appraisal wants to see. RentCafe reports 53 percent of Knoxville households rent, and average marketed rent runs about $1,761.
DSCR vs. conventional financing
Two common ways to finance an investment property in Knoxville, TN. They qualify you differently — here’s how investors weigh them.
Why investors choose it
- Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
- No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
- Can be closed in an LLC, keeping the property inside a business entity.
- Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
- Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
- Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Where it’s strong
- Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.
Trade-offs for investors
- Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
- Typically held in your personal name rather than a business entity.
- Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
- Evaluates you as a borrower as much as the property, which usually means more paperwork.
How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.
Investors who need context on pricing at scale can look at Matthews’ figure of about $187,000 per unit at a 6.2 percent market cap rate on metro multifamily trades. That is a benchmark for larger buildings, not a valuation for a duplex.
What the Deal Desk Tends to See
In markets like Knoxville, where rents are flat and appraisal comps drive value, the cleaner files tend to arrive with signed leases already in hand and a rent schedule that matches what the appraiser will find. The common friction point is a rehab finished on paper but not yet leased: the appraiser uses market rent, the underwriter sees vacancy, and coverage dips below the 1.00 baseline. Getting units leased before the refinance is submitted usually helps more than any other single step. Borrowers holding title in an LLC should confirm entity structure early, subject to lender program eligibility.
Turning Proceeds Into the Next Deal
The proceeds are capital, not income, so plan their use before you close. Common uses in this market are the rehab on the next older small multi, reserves for the new loan’s six-month requirement, and a down payment on a second 2-4 unit property in North Knoxville. Remember that cash-out is not a guaranteed figure. It depends on rent used for lender review, the full monthly obligation, reserves, and the 75 percent ceiling, and loan sizes run up to $3,000,000 on standard programs. For programs by loan type, see Lendmire’s refi programs. Investors weighing this against a traditional path can review the conventional-vs-DSCR tradeoffs. Frequently Asked Questions
How do you qualify for a DSCR loan in Knoxville, Tennessee?
Qualification centers on the property’s rent versus its full monthly obligation, with 1.00 as the common baseline. Credit tiers start at a 620 floor, and reserves of about six months are typical. Eligibility depends on lender guidelines, credit profile, and property review.
What are the requirements for an investment property refinance in Knoxville, Tennessee?
For a cash-out, expect a 75 percent LTV ceiling, about six months of ownership from title recording, and a property that appraises and rents at the numbers you present. Manufactured homes, log homes, and barndominiums fall outside these programs. Confirm specifics with the lender, since program terms can change.
Does the six-month seasoning rule matter for a Knoxville rehab?
Yes, because the clock runs from title recording, not from when the rehab ends. If you buy in North Knoxville and finish renovations in month four, the file still waits until month six. Use the gap to sign leases so the appraisal reflects income, not vacancy.
Will falling apartment rents hurt my Knoxville cash-out?
Flat rents cap upside but don’t block a refinance. Underwriters work from in-place leases and market rent with no growth, so a stabilized older duplex can still clear coverage. New-build lease-up nearby is the bigger risk to appraised rent.
