Can a First-Time Landlord Get a Reconsideration of Value on a DSCR Loan?

Can a First-Time Landlord Get a Reconsideration of Value on a DSCR Loan?

The Quick Read: Yes, a first-time landlord can ask for a reconsideration of value, and landlord experience does not change who is allowed to ask. The request goes through your lender or broker, never straight to the appraiser, and it needs documented evidence such as better comparable sales, better rent comps, or factual errors in the report. It asks the appraiser to take a second look. It does not promise a different number.

  • A reconsideration of value (ROV) is a written request that the same appraiser reassess the report.
  • On a DSCR file, the appraisal sets both value (which drives loan size) and market rent (which drives coverage).
  • Factual errors and mismatched comps can win. Opinion-only disputes rarely do.
  • Each DSCR lender sets its own process, and some will not move on rent at all.
  • Being new to renting can mean more reserves or slightly less leverage, subject to lender guidelines.

Does Being a First-Timer Change Anything?

No. DSCR underwriting tests whether the property’s rent covers the payment on the property. It does not test how many years you have been a landlord. Across the wholesale network Lendmire works with, qualification runs primarily on property-level rental income covering the payment, subject to lender guidelines.

Short-term rental figures are estimates only and vary significantly by season, property type, management approach, and local short-term-rental rules — confirm local regulations before relying on them. Qualifying income for short-term rentals varies by program — some use appraisal market rent, others use documented STR history or projections — and is confirmed in underwriting. Not a Loan Estimate, approval, or commitment to lend. Program availability and eligibility are subject to lender guidelines, credit approval, property review, and underwriting.

Experience does show up in other places. A first-time landlord may see a higher reserve ask or a little less leverage on some programs. Reserves commonly run around 6 months of PITIA (principal, interest, taxes, insurance, and any association dues). Conservative rate-and-term files at modest leverage under $1,500,000 can see reserves waived, and larger loans typically step up to about 9 months. These are ranges, not promises.

The bigger practical point is that a first-timer has no portfolio to cushion a weak report. The appraisal and the lease packet carry the whole file. That makes a clean, factual challenge more valuable, not less available. For the wider picture on getting a first rental financed, see Lendmire’s piece Can a First-Time Investor With No Landlord History Get a DSCR Loan?.

What Does an Appraisal Actually Do on a DSCR File?

It produces two numbers, and they do different jobs. The value conclusion sets your loan size through leverage. On a purchase, most files across the network land at 75%–80% LTV. The market rent conclusion sets your coverage ratio, which is monthly rent divided by the full monthly payment.

For a single-family rental, the rent opinion usually comes from a rent schedule attached to the report. That form is the Single-Family Comparable Rent Schedule, known as Form 1007, and it estimates market rent from three comparable rentals. Its instructions say adjustments belong only where a comparable differs significantly from the subject. That is a handy yardstick when you judge whether your own rent comps hold up. For two-to-four-unit properties, the rent analysis sits inside the small residential income property report (Form 1025), so value and rent come from one document. Fannie Mae lists both forms on its appraiser and property underwriting page. These are only form names here. DSCR loans are not agency products, and the agencies’ selling rules do not govern them.

One more point on coverage. 1.00 is where many select programs start, and a stronger ratio opens better pricing and leverage. A separate select-lender path accepts coverage below 1.00, with leverage and terms adjusted. And clearing 1.00 is not the same as positive cash flow. Repairs, vacancy, management, utilities, and capex all sit outside the calculation.

What Came In Low: Value, Rent, or Both?

Diagnose first, then argue. A low appraisal can hit value, rent, or both, and each miss needs different evidence.

What missed What it changes What evidence helps
Value only Loan size at your LTV Closed sales similar in size, condition, and area
Rent only Coverage ratio Recent leased rentals, with address and facts
Both Loan size and coverage Two separate comp sets, one for each

A lower rent conclusion cuts coverage even when value held. Closed-sale comps will not fix a rent miss. That is the mistake many newer investors make: they build a value packet to answer a rent problem.

Is an ROV a Right or a Lender Option?

On a DSCR loan it is a lender option. The strongest definition comes from the federal Interagency Guidance on Reconsiderations of Value, which calls an ROV a request from the financial institution to the appraiser to reassess the report because of potential deficiencies or other information that may affect the value conclusion. The Federal Reserve’s full guidance text adds that institutions may adopt their own ROV policies.

Two limits matter. The guidance targets regulated institutions and is limited to loans secured by a single one-to-four family residential property, per KPMG’s summary. Nothing in these sources says it directly binds non-bank, business-purpose DSCR lenders. So each DSCR lender sets its own rules, and you should not assume the bank process applies to your file.

The guidance also gives a useful list of what counts as a deficient valuation: prohibited discrimination, errors or omissions, or methods, assumptions, data, or conclusions that are unreasonable or unsupported. As the ABA Banking Journal explains, that list is the realistic basis for any challenge. Use it as your filter.

How the Process Works, Step by Step

1. Read the full report. Get the complete appraisal, including the rent schedule, as soon as it exists.

2. Find which number missed. Value, rent, or both, using the table above.

3. Audit for factual errors. Check bedroom and bath count, square footage, a missed renovation, and comps that do not match the subject’s condition or area.

4. Build the evidence packet. Lead with one or two strong comps. Keep the tone factual and argue comparables, not your need for a higher number.

5. Submit through your broker or lender. Appraiser independence rules are the reason. Per Class Valuation, the lender screens the request and then forwards it to the appraiser.

6. Wait for the written response. The appraiser addresses each point and either revises the report or explains why the value stands. Reggora notes the exchange is kept in the loan file.

7. Accept that the number may stand. A reconsideration does not guarantee a change.

Timing matters. The request must happen before closing, so it competes with your contract deadlines. Plan around that from the day the report lands.

What Goes in the Packet

Keep value evidence and rent evidence separate.

Packet piece Value dispute Rent dispute
Comparable data Closed sales Recent leased rentals
Identifiers Address, size, condition Address, size, lease terms
Supporting items Rehab invoices if relevant Signed lease if one exists
Skip Need-based arguments Listing prices that never leased

Market guidance for the agency-style process reportedly allows one ROV per appraisal and up to five alternative comparable sales, per Docutech. Those are market figures from conventional and FHA lending. Treat them as a sensible discipline, not a DSCR rule, because each lender in the network sets its own limits.

Where a Dispute Tends to Fail

Opinion-only disputes tend to lose. A small miss makes a successful appeal unlikely. Here is how the common situations play out.

  • A lease above market rent. A signed lease higher than the appraiser’s rent usually does not lift the appraiser’s opinion. Where a program counts the lower of lease and market rent, the high lease simply does not help.
  • A lease below market rent. The lease figure may control. Renewing at market rent fixes that going forward. It is a lease problem, not an ROV problem.
  • A vacant or new-to-rent property. With no lease, the appraiser’s rent schedule stands alone. Your evidence has to be rent comps the appraiser missed, and a first-timer has no rent history to fall back on.
  • A short-term rental. Form 1007 documents monthly market rent, per Fannie Mae’s appraiser guidance. It does not capture nightly Airbnb income. Short-term-rental DSCR programs use income methods set by each program.

When the Program Matters More Than the ROV

This is where a broker earns the fee. Some channels will only accept the appraiser’s rent figure, whatever the lease says. Others allow a variance between lease and market rent, or let the appraisal transfer to another lender so you do not pay for a second one. Across the network, programs differ on this point, and a few lenders are far more flexible than the strictest ones.

A DSCR file that misses on rent in a rigid channel can often be moved to a more flexible one, and that can do more than any ROV. It is one reason to ask how a lender handles value and rent disputes before you pay for the appraisal. For a look at how that choice plays out, read Lendmire’s comparison of a specialist DSCR broker versus a big-brand lender for a first-time landlord.

Experience pattern worth knowing: pre-appraisal coverage math is an estimate until the rent schedule lands. DSCR files often come back with a rent opinion lower than the investor’s pro forma, so treat early numbers as a range.

The Winning Trap

Winning the value argument can backfire. A higher appraised value can raise the loan amount at your chosen LTV, and a bigger loan means a bigger payment. If the rent figure did not move, coverage thins. Run both numbers before you push.

Say an investor buys a duplex and the appraisal misses on value only. A successful ROV restores the loan size, but if coverage was already near 1.00, the larger loan can pull it lower. In that case, a lower price or a bigger down payment may serve the file better. A larger down payment lowers the payment and can lift the ratio. It never erases leverage caps, credit floors, reserve rules, or property eligibility. The strongest files clear both tests: enough equity and enough rental coverage.

DSCR vs. conventional financing

There are two common ways to finance an investment property, and they qualify you differently — here’s how investors weigh them.

DSCR loan

Why investors choose it

  • Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
  • No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
  • Can be closed in an LLC, keeping the property inside a business entity.
  • Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
  • Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
  • Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Conventional loan

Where it’s strong

  • Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.

Trade-offs for investors

  • Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
  • Typically held in your personal name rather than a business entity.
  • Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
  • Evaluates you as a borrower as much as the property, which usually means more paperwork.

How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.

If the Number Stands

Option Best when Watch out for
Renegotiate the price Value missed on a purchase Seller may refuse
Bring more cash Coverage is fine, loan size shrank Reserves still apply
Move to another program Rent rule is the problem Leverage and terms adjust
Use a below-1.00 path Rent miss is modest Available through select lenders, with leverage and terms adjusted
Walk away Contingency is still open Deposit rules in the contract

On a purchase, protect yourself up front. Ask for a contingency covering a low appraisal or rent schedule, and sign a market-rate lease before the appraisal if the property is occupied.

Before You Pay for the Appraisal

Get answers in writing:

  • Does the lender forward an ROV, and who decides?
  • Does the lender use the lower of lease and market rent?
  • Does the lender allow a variance, or an appraisal transfer?
  • Is there a fee for a reconsideration?
  • What reserves apply to your leverage tier?

Key Terms Defined

Reconsideration of value (ROV): A written request, routed through the lender, asking the appraiser to reassess the report.

Market rent schedule: The appraiser’s estimate of what the property would rent for, built from comparable rentals.

Coverage ratio (DSCR): Monthly rent divided by the full monthly payment on the property.

LTV: The loan amount as a percentage of the property’s value.

Appraiser independence: The rule keeping borrowers from contacting or steering the appraiser directly.

Frequently Asked Questions

Can I contact the appraiser myself?

No. Independence rules route every request through the lender or broker. Going direct can taint the report and hurt the file.

Does an ROV guarantee a higher value or rent?

No. The appraiser may revise the report or explain in writing why the original stands. Factual errors and strong comps help. Opinion alone rarely does.

Can the lender refuse to forward my request?

Yes. On a DSCR loan, the ROV process is set by each lender, and some screen out weak requests. That is why the evidence packet matters.

Does an ROV work for the rent figure too?

It can, with recent leased rentals as evidence, though some programs will not move off the appraiser’s rent at all. Value comps will not fix a rent miss.

Does first-time landlord status affect reserves?

It can. Reserves vary by lender, leverage, loan size, and transaction type, and a first-timer may see a higher ask. Every file is underwritten individually, and nothing here is a commitment to lend.
