How Much a Tampa DSCR Loan Lends on BAH Rent Floors

How Much a Tampa DSCR Loan Lends on BAH Rent Floors

The Quick Read: A DSCR loan sizes to the rent the lender counts, not to a military housing allowance. That counted rent is the lower of the signed lease or the appraiser’s market-rent opinion. Basic Allowance for Housing (BAH) can guide your pricing, but it never sets the loan amount on its own.

  • Loan size follows two limits: rent coverage and value-based leverage.
  • Most purchase files land at 75%-80% LTV, subject to lender guidelines.
  • BAH is a payment to a service member. It is not a rent comp in the loan file.
  • Coverage of 1.00 is where select programs start, not a guarantee.
  • Clearing 1.00 does not mean the property cash flows.

Tampa has a large military presence, so investors ask whether a BAH-level rent works as a safety net under a DSCR loan. The short answer is that it works as a pricing clue and nothing more. This piece shows how underwriting treats rent, where BAH helps, and where it stops mattering. For the full program picture, see Lendmire’s complete DSCR loans guide.

Short-term rental figures are estimates only and vary significantly by season, property type, management approach, and local short-term-rental rules — confirm local regulations before relying on them. Qualifying income for short-term rentals varies by program — some use appraisal market rent, others use documented STR history or projections — and is confirmed in underwriting. Not a Loan Estimate, approval, or commitment to lend. Program availability and eligibility are subject to lender guidelines, credit approval, property review, and underwriting.

No Tampa-specific BAH figure is used here. BAH varies by duty station, pay grade, and dependent status, so look up the current table yourself.

What Is BAH, and Why Do Investors Treat It Like a Rent Floor?

BAH is a tax-free allowance paid to service members. The Defense Travel Management Office publishes the official rate lookup. Investors like it because it is built from local rental data.

A DoD fact sheet says rates rest on rental-market data only, not mortgage payments or property taxes. It also says BAH is based on median rent plus average utilities. It is not designed to cover every housing cost for every member.

The Congressional Budget Office says BAH is meant to cover 95 percent of the rental costs of suitable housing. That is where the “floor” idea comes from. A landlord figures a service-member tenant can pay roughly the allowance, so rent near that level feels safe.

That logic is sound for pricing. It is not a lending rule. No program we place files with accepts a BAH table as rent used for lender review.

How Does a DSCR Underwriter Actually Count Rent?

The underwriter counts the lower of two numbers: the signed lease or the appraiser’s market rent. This is a lender and program convention, not a federal rule. Here is the sequence.

1. The appraisal is ordered with a rent schedule. For a single-family home, that is Form 1007. For a two-to-four-unit property, it is Form 1025. The appraiser picks comparable rentals, adjusts them, and concludes a market rent.

2. The lease is compared with that opinion. If a lease exists, the lower figure becomes the rent in the calculation. A vacant property runs on the appraisal alone.

3. The ratio is calculated. DSCR (debt service coverage ratio) is the qualifying monthly rent divided by the monthly PITIA. PITIA means principal, interest, taxes, insurance, and any HOA dues.

4. Two limits cap the loan. Rent sets the coverage limit. Appraised value sets the leverage limit.

Notice what is missing. BAH has no line anywhere in that chain. If a lender asks for lease evidence, the document is the lease plus proof of payment, not a pay statement or an allowance table.

Why Does a Small Rent Gap Shrink the Loan So Much?

Because taxes and insurance do not fall when rent does. Say the appraiser’s rent comes in below what you hoped. The payment the property can carry shrinks by that gap, but the fixed costs stay put. Less of the rent is left to cover principal and interest.

The result is that a modest percentage miss on rent can cut the maximum loan by a larger percentage. That is why rent comps, not allowance tables, should drive your pro forma.

Here is a conceptual picture with no dollar amounts. Suppose BAH for your target tenant implies rent capacity a bit above what the appraiser supports.

  • Lease matches BAH, appraisal lower: the lender counts the appraisal.
  • Lease above the appraisal: the excess adds nothing, and the appraisal is the ceiling.
  • Lease below the appraisal: the lender counts the lease.

In all three cases, BAH only informs your own projection.

What Else Limits the Loan Besides Rent?

Leverage, credit, reserves, and property type all cap the loan alongside coverage. A bigger down payment lowers the monthly obligation and can lift the ratio. It never erases the other limits. The strongest files clear both tests: enough equity and enough rental coverage.

Across the wholesale network we place files with, typical ranges look like this. Each is subject to lender guidelines and varies by borrower and property.

Factor Typical range
Purchase leverage 75%-80% LTV
High-leverage purchase up to 85% LTV, roughly 700+ score
Cash-out refinance around 75% LTV, standard rentals
Credit score 620 floor in parts; most want about 660
Reserves about 6 months PITIA; about 9 above $1,500,000
Loan size up to $3,000,000 on standard programs

Coverage of 1.00 is where select programs start. Stronger ratios open better pricing and leverage. A separate select-lender path takes coverage below 1.00, with leverage and terms adjusted.

Loans above $2,500,000 generally hold to 30-year fixed structures. Extended 40-year terms and interest-only periods are available through select lenders in the network. ARM structures exist for investors who want them.

Does Clearing 1.00 Mean the Property Makes Money?

No. DSCR compares rent to PITIA only. Repairs, vacancy, management, utilities, and capital expenses sit outside the calculation.

This matters for military-area rentals. A property can clear coverage on the lease and still run thin once turnover hits. Service-member tenants move on orders. A gap between tenants means no rent while the payment keeps coming. Budget for that gap on your own, because the ratio will not show it.

Where Does the BAH Idea Break Down?

These are the named edge cases where the general rule bends or fails.

  • Above-market lease: the excess adds nothing. Renewing a below-market tenant at market before the appraisal can lift the counted rent.
  • Month-to-month or expired lease: often replaced by market rent.
  • Related-party tenant: market rent governs, with closer lease and payment review.
  • Rent-stabilized or legally registered rent: the appraiser’s opinion generally cannot override it.
  • Multi-unit property: each unit is checked against its own lease or market rent. A below-market unit counts at its lease.
  • Short-term rentals: purchases run to 75% LTV, refinances around 70%, and cash-out 70% for short-term-rental collateral. Expect a 640+ score, about 12 months of hosting history, and a 1.00 coverage floor on purchases and on refinances. Short-term rental rules can vary by city, county, HOA, and property type, so confirm local rules before relying on projected rental income.
  • BAH changes: Military.com reports 2026 rates rose a national average of 4.2% on January 1, across 299 military housing areas. But underwriting is a snapshot at application. A later change does not re-size your loan.

There is one more twist. If local BAH falls, a member who stays at the same duty station keeps the higher rate, per the DoD fact sheet. So the current table can lag the real market. A tenant’s own BAH may sit above what the table now shows.

Some property types are not offered at all in these programs: manufactured homes (single- and double-wide), log homes, and barndominiums.

What Does the Investor Decision Look Like in Practice?

Price rent from comps first, then use BAH as a sanity check on tenant affordability. If both agree, you lose nothing. If BAH implies more than the appraisal supports, size your loan on the appraisal.

Picture an investor eyeing a duplex near a military installation. BAH for the likely tenants suggests rent at one level. The 1025 comes in lower. The lender counts the lower figure, and coverage falls accordingly. The investor then has three levers: put more down, find a lower price, or ask whether a select-lender path below 1.00 fits, with leverage and terms adjusted.

Think of it as three questions in order.

1. What rent will the appraiser support?

2. Does the lease match or fall below it?

3. Does coverage clear the program’s floor at your leverage?

A larger down payment can fix a thin ratio. It cannot fix a credit score below the floor or an ineligible property type.

Tampa deals also turn on carrying costs, especially insurance, which vary by county and by property. Get a real insurance quote before you trust any coverage estimate. The calculator on this site gives an illustrative estimate you can edit as the quote changes.

DSCR vs. conventional financing

There are two common ways to finance an investment property, and they qualify you differently — here’s how investors weigh them.

DSCR loan

Why investors choose it

  • Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
  • No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
  • Can be closed in an LLC, keeping the property inside a business entity.
  • Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
  • Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
  • Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Conventional loan

Where it’s strong

  • Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.

Trade-offs for investors

  • Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
  • Typically held in your personal name rather than a business entity.
  • Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
  • Evaluates you as a borrower as much as the property, which usually means more paperwork.

How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.

Key Terms Defined

DSCR: the qualifying monthly rent divided by the monthly PITIA.

PITIA: principal, interest, taxes, insurance, and any HOA dues.

BAH: a tax-free housing allowance paid to a service member, based on local rental data.

Form 1007 / Form 1025: the appraiser’s rent schedule forms for single-family homes and two-to-four-unit properties.

LTV: the loan amount as a percentage of the property’s appraised value.

Seasoning: the waiting period a lender expects between buying a property and refinancing it.

Frequently Asked Questions

Does a DSCR lender use BAH as the rent?

No. The counted rent is the lower of the signed lease or the appraiser’s market rent. BAH can inform what you charge, but it is not a document in the loan file.

Do I still need a lease if my tenant is military?

Yes. A leased property needs a lease, and a military tenant does not make it optional. A vacant property runs on the appraiser-supported market rent alone.

Can an above-market lease raise my loan?

No. Anything above the appraiser’s market rent adds nothing to coverage. The appraisal is the ceiling.

What if my ratio comes in under 1.00?

Coverage below 1.00 is available through select lenders in the network, with leverage and terms adjusted. You can also add down payment, negotiate price, or raise rent to market where the lease allows. Qualification stays subject to lender guidelines, credit approval, and property review.

How large can the loan be?

Standard programs go up to $3,000,000, but rent coverage and LTV usually bind first. Reserves step up to about 9 months above $1,500,000.
