Why DSCR Loans Don’t Use Long-Term Rent Forms for STRs
Short answer: the standard rental appraisal form was never built for nightly bookings, so lenders lean on a different documentation path entirely for STR income.
The industry’s go-to rent form for single-family rentals is Form 1007 — an appraisal exhibit that estimates monthly market rent for a conventional, leased rental. It works fine for a house rented on a 12-month lease. It does not work for a property that changes tenants every three nights.
Fannie Mae addressed this directly in a 2024 update to appraisers, noting that the Selling Guide is silent on whether STR income should even count as rental income, and warning against the most common shortcut in the business — taking a nightly rate, multiplying it by 30, and calling that the monthly rent. As Fannie Mae’s Appraiser Update put it, that approach fails to account for furniture, cleaning and management costs, vacancy nights between bookings, and other business expenses baked into an STR operation. A nightly rate times 30 overstates the real number, sometimes badly.
That’s a Fannie Mae appraisal note, not a DSCR rule. DSCR loans are business-purpose, non-QM products underwritten outside the agency system. But the form problem shows up everywhere. So most non-QM programs, including the ones in Lendmire’s wholesale network, replace the 1007 form with a different income path for STR collateral: documented trailing income or a narrative short-term-rent analysis.

DSCR (debt-service-coverage ratio): monthly rental income divided by the monthly housing payment — principal, interest, taxes, insurance, and any HOA dues, often shortened to PITIA. A ratio of 1.00 means the rent exactly covers that payment.

Step 1: Pick the income method. For a leased, long-term rental, the appraiser estimates market rent using Form 1007 (single-family) or Form 1025 (2-4 units). For an STR, that form gets set aside. Instead, the file leans on one of three paths: a documented 12-month platform payout history, an appraiser’s short-term-rent narrative built from local comps and occupancy data, or a market-data platform report supporting projected income on a property with no history yet.
Step 2: Apply the discount. Across the wholesale network Lendmire places files through, short-term-rental income is typically counted at roughly 80% of gross — whether the source is trailing history or a projection. That discount exists because gross STR revenue includes cleaning fees, platform commissions, and furniture/turnover costs that a long-term lease simply doesn’t carry.
Step 3: Average across the year, not the peak. A Sarasota property that fills up in February and sits quiet in September doesn’t get qualified on its best month. Income gets smoothed across a full trailing-twelve-month period, so seasonality cuts both directions — a strong winter doesn’t inflate the number, but a slow late-summer stretch is already priced into it.
Step 4: Run the ratio. Qualifying monthly income — whether long-term market rent or the discounted STR figure — gets divided by the property’s PITIA. Land at 1.00 or better on most programs, and the file qualifies at full leverage for its size tier, subject to underwriting.

Some lenders in the network will qualify a purchase entirely on projected market-data income when there’s no operating history yet. Others want a documented history before STR income counts toward the ratio at all. Because the income source carries more variability than a signed lease, most STR-collateral programs also cap loan size below what a long-term-rental file could reach — in this network, that ceiling sits at $2,000,000, versus the $10,000,000 ceiling available on the standard-rent portfolio ladder.
Zoning Decides the Track Before Underwriting Even Starts
This is the part outsiders miss most in Sarasota specifically: whether a property is even eligible to earn nightly-rental income is a zoning and licensing question, decided before an appraiser ever picks up a file.
Sarasota County’s rules change sharply depending on location. The Sarasota Coalition of City Neighborhood Associations says an owner cannot legally run a short-term rental of less than 30 days anywhere in unincorporated Sarasota County. There’s one exception: parcels zoned residential multi-family on the barrier islands. This means single-family zoned homes on Siesta Key, Casey Key, and Manasota Key cannot operate as short-term rentals at all. The City of Sarasota works differently. This means an appraiser looking at two similarly priced luxury homes could be legally required to use two completely different income methods. Say one home sits on a single-family Siesta Key parcel and the other sits inside city limits. On the Siesta Key parcel, nightly-rental income isn’t just discouraged — it can’t legally be earned. So the file falls back to long-term market rent, no matter what a market-data platform projects for that address. On the city-limits property, if it’s properly registered, STR income can be used to qualify.
This is exactly the kind of local-rules question that gets confirmed property by property, never assumed for an entire zip code or city. Municipal permission to operate a short-term rental has to be documented for the specific parcel before any nightly income gets credited toward the loan.
The 2026 Registration Layer Adds Another Filter
Sarasota also tightened its compliance bar recently in a way that touches the underwriting conversation directly. The City of Sarasota’s Ordinance 25-5560 — adopted in mid-2025 and fully active going into 2026 — requires registration, annual renewal, and a safety inspection for covered short-term rentals. Per The Offer Sheet’s Sarasota compliance handbook, it’s been illegal since January 1, 2025 to operate a covered vacation rental without an approved Certificate of Registration, and the initial application carries a fee that includes the inspection.
Underwriters increasingly want to see that a registrable path exists for the specific address before crediting STR income — an unregistered unit, or one that structurally can’t register, is treated as a documentation gap, not a rent figure.
Condos, co-ops, and owner-occupied units don’t need the certificate. However, they still need a separate state license and county tax registration. Coverage below 1.00 isn’t automatically a dead end.
