Can a Condotel Buyer Get a DSCR Loan If the STR Permit Is Reissued?

Can a Condotel Buyer Get a DSCR Loan If the STR Permit Is Reissued?

The Quick Read: Only when the permit is in force, held by the right party at the subject address, the project accepts rental use, and a select lender in the network reviews the hotel-style building case by case, because reissuance alone does not decide the file. The permit decides whether short-term rental income can count at all. It does not change the coverage math.

  • A reissued permit helps only if it is active and in the right name when the loan closes.
  • Hotel-managed or rental-pool projects sit outside standard STR programs. Select lenders review condotels case by case.
  • If the permit is not in force, the file may be sized on long-term market rent, which usually lowers coverage.
  • The HOA declaration and rental-program documents are a separate gate from the city permit.
  • Eligibility is lender-specific and subject to underwriting. Nothing here is a commitment to lend.

Why Does a Condotel Need a DSCR Path at All?

A condotel is a condo unit in a building run like a hotel. It has a front desk, nightly rentals, and often a rental program. Agency financing generally treats those traits as non-warrantable, so conventional loans are usually off the table for the buyer.

As of Oct 15, 2026 · General Freddie Mac market benchmark, not a Lendmire loan offer. Nightly rate, occupancy, taxes, and insurance are editable estimates. Qualifying income for short-term rentals varies by program — some use appraisal market rent, others use documented STR history or projections — and is confirmed in underwriting. Not a Loan Estimate, approval, or commitment to lend. Program availability and eligibility are subject to lender guidelines, credit approval, property review, and underwriting.

That leaves non-agency options. DSCR loans are designed for non-owner-occupied investment properties. Because they are business-purpose investor loans, they are reviewed differently from a standard owner-occupied mortgage. Qualification runs primarily on property-level rental income covering the payment, subject to lender guidelines.

Here is the catch. Across Lendmire’s wholesale network, standard short-term-rental programs do not take hotel-managed or rental-pool projects. A condotel gets handled through a narrower select-lender path, one file at a time. That narrower pool is why permit status matters so much. There are fewer lenders, and each one reads the file closely. For the program basics, see the complete DSCR loans guide.

Key Terms Defined

Condotel: a condo unit in a building operated like a hotel, often with a front desk and a rental program.

PITIA: principal, interest, taxes, insurance, and association dues, the full monthly obligation a DSCR lender measures rent against.

DSCR: monthly rent divided by PITIA. A result of 1.00 means rent equals the full monthly obligation.

STR permit or registration: the local document that lets the owner rent for short stays at a specific address.

Grandfathered permit: an older permit a city lets the current holder renew but may not issue to anyone new.

Rental program or rental pool: an arrangement where a hotel operator rents the unit and shares revenue with the owner.

Form 1007: the appraiser’s single-family rent schedule, used to support long-term market rent on a condo unit.

What Does a Permit Change on the File?

A permit changes which income the lender can count. It never changes the formula. With a verified, active permit, a file may be sized on documented short-term income. Without one, the lender can fall back to long-term market rent from the appraisal.

Permit status Income basis the lender can use What it means for coverage
Active, right holder STR history or market data Strongest case
Pending Often long-term rent only Lower coverage likely
Lapsed or revoked Long-term rent, if allowed at all Weakest case
Not required (in writing) STR history or market data Needs written confirmation

Two things to keep straight.

First, the 1007 reflects traditional monthly rent, and nightly income is usually higher on paper. An appraisal-industry firm, Class Valuation, argues the 1007 should not be used to support short-term income at all. That is a practitioner opinion, but it matches what files show. Appraisal channels differ, and some lenders allow variances.

Second, clearing 1.00 is not the same as positive cash flow. DSCR compares rent to PITIA only. Repairs, vacancy, management fees, utilities, and capital reserves sit outside the ratio. A condotel with operator fees can clear the ratio and still run thin.

If the fallback to long-term rent pulls coverage below 1.00, that is a problem, because 1.00 is where many select programs set their floor. A separate path through select lenders in the network goes below 1.00, with leverage and terms adjusted. It is not the default.

Does “Reissued” Mean the Same Permit Comes Back?

Often it does not. Permits are commonly tied to the owner, not the property. A buyer is frequently waiting on a new permit, not a revived one.

Local examples show the pattern:

  • San Bernardino County’s STR FAQ says permits do not transfer to a new owner. A new owner must file a new application, permits run one year, and a renewal that is not paid in time closes the permit.
  • Manitou Springs, Colorado says the permit does not run with the property. It expires on sale or transfer, including a move between personal and entity ownership.
  • A Nashville investor guide says some grandfathered permits can be renewed by the current holder but disappear on sale. In that case the buyer may not be able to re-apply. It is a real-estate-agent source, so read it as market color.

These are examples, not a map of your city. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.

Three consequences for the file:

1. The seller’s income history may not carry over. If the permit resets for the buyer, the seller’s trailing twelve months may not be usable. The network’s STR programs typically expect about 12 months of hosting history, or a market data report in its place.

2. Entity timing matters. Vesting the purchase in an LLC can count as a transfer under some ordinances, and the permit then has to match the borrowing entity, subject to lender program eligibility.

3. “Reissued” may not exist. In markets that grandfather permits, a lapse can end the STR use for good.

How Does Each Permit State Play on a Condotel File?

This is a general-practice framework. Treatment is lender-specific.

Permit state What a lender can generally do What to bring
Active, correct holder Count documented STR income Certificate, lodging-tax registration
Pending Hold STR income out until issued Application receipt, city contact
Lapsed Treat as not permitted Renewal proof or reinstatement
Revoked Usually exclude STR income Reissuance order, any lockout end date
Reissued to new holder Count income if holder matches New certificate, entity alignment
Not transferable Needs a new permit for the buyer Written city guidance

Whether a loan can proceed on a pending permit is a program-by-program call. Some lenders will not move until it issues. Others size the file on long-term rent in the meantime. Do not assume either.

What Order Should a Buyer Check Things In?

Run the permit check at every stage, not once.

1. Before contract. Ask the city, in writing, whether a permit exists for this address, whether it transfers, and whether a new one can issue. Read the declaration for rental limits.

2. At contract. Write permit-contingent terms and extension rights into the purchase agreement. Name the borrowing entity early so the permit application matches it.

3. At appraisal. Expect the appraiser to support long-term rent on the 1007. If the permit is not yet in force, that number may be the one the file is sized on.

4. In underwriting. The lender reviews the permit certificate, the HOA documents, the rental agreement, and the appraisal together. A mismatch between permit holder and borrower is a common reason for a kickback.

5. At closing. Re-confirm the permit is still active and in the right name. A permit that expires between approval and closing can undo the income method.

DSCR vs. conventional financing

There are two common ways to finance an investment property, and they qualify you differently — here’s how investors weigh them.

DSCR loan

Why investors choose it

  • Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
  • No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
  • Can be closed in an LLC, keeping the property inside a business entity.
  • Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
  • Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
  • Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Conventional loan

Where it’s strong

  • Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.

Trade-offs for investors

  • Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
  • Typically held in your personal name rather than a business entity.
  • Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
  • Evaluates you as a borrower as much as the property, which usually means more paperwork.

How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.

What Does the Proof Package Look Like?

Document Issued by Must show
Permit or registration certificate City or county Number, holder, address, expiration
Written no-permit-needed letter City or county Address and the use allowed
Lodging-tax registration Tax authority Active account for the property
HOA rules and declaration Association Rentals and short stays allowed
Rental or management agreement Operator Terms, split, owner-use limits
Booking and income reports Operator or platform Twelve months of history

A live listing is not proof of legality. Neither is a stale operator statement. Lenders want the permit itself, current, with the right name on it.

What Does the Lender Review Beyond the Permit?

The city permit is one gate. The building is another. The HOA declaration can block rentals even where the city allows them. A mandatory rental pool also changes how income is documented, because distribution statements from the program may stand in for ordinary booking reports.

Condotel files typically need an HOA questionnaire and budget, the rental or management agreement, twelve months of income reports, proof of local STR permission, and reserves from sources other than cash-out. Project health counts as well: litigation, insurance, and delinquencies all get read. DSCR does not mean no paperwork. The appraisal, title, credit, assets, insurance, and source of funds are all reviewed.

Reserves vary by lender, leverage, loan size, and transaction type. Around 6 months of PITIA is common, and a hotel-style project can draw a stricter ask.

What Do the Program Numbers Look Like?

Across the network, STR purchases typically go up to 75% LTV on the strongest files. STR refinances and STR cash-out typically go to about 70% LTV. A 640 credit score is the usual minimum, with stronger scores opening better terms. Standard programs run to $3,000,000, and smaller balances route through select lenders. Coverage floors are 1.00 on purchases and refinances, as separate program rules.

Consider a condotel buyer with a solid score, plenty of equity, and a permit still pending. The file is sized on long-term rent, and coverage lands in borderline territory near 1.00. More down payment lowers the monthly obligation and can lift the ratio. It never erases leverage caps, credit floors, reserve rules, or property eligibility. The strongest files clear both tests: enough equity and enough rental coverage.

Now picture the same buyer with the permit issued in the right name and a year of documented income. The file can be sized on STR income, and coverage may clear 1.2x. The property did not change. The paperwork did.

A buyer at 85% leverage should skip this route. Final terms depend on lender guidelines, property type, leverage, and the borrower’s complete credit picture.

What If the Answer Is “Not Yet”?

A buyer with a pending or lapsed permit has options. None is a promise.

Non-transferable permits also narrow the resale buyer pool. That exit risk belongs in the purchase decision. Tax treatment can depend on how the funds are used and how the property is held; investors should keep clear records and speak with a qualified tax professional before relying on any deduction.

Frequently Asked Questions

Can I close if the permit is still pending?

It depends on the lender. Some hold STR income out until the permit issues and size the file on long-term rent. Others will not proceed. Treat pending status as a program-by-program question and settle it before the appraisal is ordered.

Does my seller’s Airbnb income count?

Not automatically. If the permit does not carry over to the buyer, the seller’s history may reset. The network’s STR programs typically expect about 12 months of hosting history or a market data report. A new permit under a new holder may leave you without usable history.

Does buying through an LLC create a permit problem?

It can. Some ordinances treat a change between personal and entity ownership as a transfer, so the permit expires. Name the borrowing entity before applying so the permit holder, borrower, and title match, subject to lender program eligibility.

What if the city allows STR but the HOA does not?

The HOA wins for lending purposes. The declaration can block rentals even where the city allows them, and lenders review the HOA questionnaire and rules. Both gates have to be open.

Can a condotel be financed at all?

Usually through a narrower path. Agency financing is generally unavailable, and standard STR programs do not take hotel-managed projects. Select lenders review condotels case by case, and approval is never assured.
