Best Short-Term Rental Cash-Out Refinance Program in a High-Cost State

Best Short-Term Rental Cash-Out Refinance Program in a High-Cost State

The Quick Read: The best program for your situation is the one whose income test and leverage cap fit your property, and no single program wins for everyone. On a short-term rental cash-out, select lenders in Lendmire’s wholesale network typically lend up to 70% LTV, and the loan must also clear a coverage test. In a high-cost state, coverage usually binds before equity does. A broker that shops several wholesale lenders can match your file to the right program.

  • Short-term rental cash-out typically tops out at 70% LTV. Standard long-term rentals reach about 75% on a cash-out.
  • STR files usually expect a 640 minimum score and about 12 months of hosting history, subject to lender guidelines.
  • STR refinance coverage starts at 1.00 on select programs, while STR purchases start at 1.10.
  • Expensive properties rent for a small slice of their value, so the rent test often limits the loan before the equity test does.
  • Proof of legal STR use and a documented income path can change the outcome on the same property.

Lendmire is a mortgage broker, not a lender. It arranges these loans through select lenders in its wholesale network across 41 markets, including Washington, D.C. Lenders review eligibility and approve. Nothing here is a commitment to lend.

What Does “Best” Mean for a Short-Term Rental Cash-Out?

“Best” is a fit question, not a ranking. A program that suits an owner with two years of booking history can be wrong for someone who just converted a long-term rental. No honest broker names one winner without seeing the file.

Here is how the choice usually breaks down:

Your situation What drives the fit
12+ months of platform history Program that counts trailing income
Recent purchase or conversion Seasoning and income-path rules
Thin coverage on a pricey home Leverage, structure, and term options
Permit or HOA questions Legal-use proof before anything else

Across the wholesale network, programs differ in how they count income, how much they discount it, and how they treat seasoning. That is why a broker that sees many guidelines can place a file where a single lender might decline it. The decision depends on your property type, credit profile, leverage need, and documentation.

Key Terms Defined

Cash-out refinance: A new loan that pays off the old one and returns the extra equity to you as cash.

DSCR (debt service coverage ratio): Monthly rental income divided by the full monthly housing payment. The loan is reviewed primarily on property-level rental income covering the payment, subject to lender guidelines.

PITIA: Principal, interest, taxes, insurance, and association dues. This is the payment the rent has to cover.

LTV (loan-to-value): The loan balance as a percentage of the property’s appraised value.

Seasoning: The waiting period a lender wants after you buy before it will do a cash-out. About 6 months is the common expectation.

Hosting history: Your record of operating the property as a short-term rental. STR files usually expect about 12 months.

How Does STR Cash-Out Differ From a Standard Rental Cash-Out?

It differs in three ways: lower leverage, more proof, and a different income question. On cash-out, the ceiling for short-term-rental collateral is typically 70% LTV, while a standard long-term rental reaches about 75%. The same equity produces a smaller check on an STR.

Credit and experience tighten too. STR files usually want a 640 minimum score, versus 620 to 660 on many standard files. Lenders also want about 12 months of hosting history.

Coverage works differently as well. On an STR refinance, 1.00 is where select programs start. Purchases start higher, at 1.10. Those are separate floors for separate transactions, not one blended number.

Coverage below 1.00 is available through select lenders in the network, with leverage and terms adjusted. Expect a smaller loan and tighter terms on that path. Treat it as an exception, not a plan.

Why Does a High-Cost State Change the Math?

It changes the math because taxes and insurance scale with property value, while rent does not rise at the same pace. The coverage test puts all of them in the denominator. So the payment grows faster than the rent in expensive markets.

The practical result: equity is rarely your problem in a high-cost state. A home bought years ago may have plenty of it. The rent test is the bottleneck. You can have room under 70% LTV and still see the loan trimmed to whatever the income supports. Final terms depend on the lender’s guidelines, the property type, and the borrower’s complete credit picture.

Expect these pressure points:

  • High price relative to income. Coverage starts with little room.
  • Larger loan, larger payment. A cash-out raises the balance, so coverage thins on the new payment, not the old one.
  • Association dues and insurance. Both sit inside PITIA. Leaving them out overstates coverage.
  • Insurance that fits STR use. A standard landlord policy may not satisfy the file.

Budget for these items with local quotes. They vary by county and carrier.

What Are the Two Tests That Size Your Loan?

Your loan is sized by two tests, and the smaller result wins. The first is leverage: the loan against appraised value, up to 70% on STR cash-out. The second is coverage: whether the counted income clears the new payment.

Picture a high-value home with a large equity cushion. At the maximum leverage, the new payment might leave coverage at, say, 0.9x on the income a lender will count. The equity says yes. The rent test says no. The lender sizes the loan down until coverage clears the program floor, or you look at a select-lender path with adjusted leverage and terms.

Now flip it. A modestly priced property in a strong rental area clears coverage easily. Leverage becomes the limit. Same loan type, opposite constraint.

A larger down payment on a purchase lowers the payment and can lift coverage. On a cash-out, you get the same effect by taking less cash. Neither erases credit floors, reserve rules, or property eligibility. The strongest files pass both tests.

One caution: clearing 1.00 does not mean the property cash-flows. DSCR compares rent to PITIA only. Repairs, vacancy, management, utilities, and capex sit outside it, and STRs carry heavier operating costs than long-term rentals.

How Do Lenders Count Short-Term Rental Income?

Lenders pick from three income paths, and the one a program accepts can change your ratio on the same property. The paths are trailing history, a third-party projection, or the appraiser’s long-term rent as a fallback.

1. Trailing history. Platform payout reports, bank deposits, or a property-manager statement. On a refinance of an existing STR, this is the strongest evidence.

2. A market projection. Third-party tools estimate gross revenue for a short-term rental. McKissock, an appraiser-education publisher, names alternative tools for STR estimates. Projections can miss in either direction.

3. Long-term rent from the appraisal. This is the fallback and usually gives the lowest number.

Many investors assume the appraisal proves their Airbnb income. It does not. The standard rent schedule, Form 1007, documents monthly rent for single-family homes, not nightly income, and the lender decides which income to use, per McKissock. HousingWire adds that the form was built for long-term rent and can produce artificially low coverage on an STR. Class Valuation, an appraisal management company, makes the same point about the form’s limits.

Some programs also apply a haircut, a discount to gross STR income before the ratio is run. Haircut practice varies by program. Nightly rate times 30 is not monthly rent, because it ignores vacancy and expenses.

Net Proceeds: What You Actually Walk Away With

Headline equity is not your check. Work through the subtraction in order:

1. Start with appraised value. 2. Multiply by the leverage cap (70% for STR collateral on a cash-out). 3. Check that the resulting loan clears the coverage floor. If not, shrink it. 4. Subtract the payoff of your existing loan. 5. Subtract closing costs and any prepayment charge on the old or new loan. 6. Set aside reserves, commonly around 6 months of PITIA, though this varies by lender, leverage, and loan size.

What remains is your cash. Owners with a cheap existing first loan should also weigh what refinancing costs them. The new loan replaces the old one entirely, so the whole balance reprices. Prepayment penalties on DSCR loans can also lock you in, so ask about them up front.

The calculator on this site gives an illustrative estimate of how these pieces fit. It is not a quote.

Where the General Rule Breaks: Edge Cases

Most files follow the steps above. These do not:

  • No operating history. A new purchase or recent conversion leans on a projection or the long-term fallback. This path is narrower on a refinance, and programs differ.
  • Cash buyers. Delayed financing is an exception that sizes the loan near documented cost, still capped by the usual cash-out LTV. See Lendmire’s piece Can a Cash Buyer Skip the Seasoning Wait With DSCR Delayed Financing?.
  • Permit not issued, or STR restricted. Without proof of legal use, the file typically falls back to long-term rent. Some lenders decline STR income entirely when an ordinance, HOA, or zoning blocks it. Permits held by a seller often do not transfer.
  • A big gap between STR and long-term rent. If the program only counts the rent schedule, a strong STR can fail coverage. In a weak STR market, the same fallback can rescue a file.
  • Very low appraised rent. Your options are to challenge the figure with documentation or move to a program that counts platform history.
  • No-ratio loans. These exist only through select lenders, generally for borrowers who already own a primary residence, and cash-out leverage is lower. Do not assume one fits an STR without confirming the program.
  • Rent-by-the-room or unlicensed use. The use must be legal at that address. A missing required license can sink the file.
  • Ineligible property types. Manufactured homes, log homes, and barndominiums are not offered in these programs.

Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.

Structures That Can Ease Tight Coverage

When rent barely covers a large payment, structure matters. The spine of most programs is the 30-year fixed. Select lenders in the network also offer extended terms (40-year) and interest-only periods, and ARM structures exist for investors who want them. Loans above $2,500,000 generally hold to 30-year fixed.

Interest-only can lift the coverage number, but it is not free. You build no equity during that period, and the payment steps up later. It suits an investor with a clear plan, not one hoping the numbers improve on their own.

Loan size also shapes the options. Standard programs go up to $3,000,000. Smaller balances route through select lenders in the network.

How Do You Find the Right Program for Your Situation?

You find it by matching the file to the guidelines before the appraisal is ordered. Lendmire’s role as a broker is to shop multiple wholesale lenders and place the scenario where it fits. The lenders that write STR cash-outs depend on your credit, leverage need, income path, and property.

Gather these before you apply:

  • 12 months of platform payouts or bank deposits
  • Permit, registration, or a written statement that none is needed
  • HOA rules, if any
  • STR-appropriate insurance quote
  • Entity papers if the property is held in an LLC, subject to program terms
  • Your current loan payoff and any prepayment terms

Test the property on long-term rent as well, since that is the fallback. If you later switch to long-term tenants, the next lender counts that rent instead.

Tax treatment varies; consult a qualified professional.

When Should You Not Cash Out?

Skip it when the new payment leaves coverage thin and you have little cash cushion. Skip it when your current loan carries a cost you cannot replace. Skip it when you have no clear use for the money. A cash-out that funds a better asset can make sense. A cash-out that only adds payment is a risk.

This one is a genuine judgment call. The stronger play for some owners is a smaller draw that keeps coverage healthy, even if it feels like leaving money on the table.

Frequently Asked Questions

What is the best short-term rental cash-out refinance program for a high-cost state?

It depends on your income path, permit status, and coverage. Select lenders in Lendmire’s wholesale network typically lend up to 70% LTV on STR cash-outs, with about 12 months of hosting history and a 640 minimum score expected. A broker compares programs and matches the one that fits, subject to lender guidelines.

Does the appraisal prove my Airbnb income?

No. The standard rent schedule measures monthly long-term rent, and the lender chooses which income to use. Platform history and a third-party projection are the usual alternatives, depending on the program.

How much cash can I pull from an STR?

Typically up to 70% LTV on short-term-rental collateral, minus your payoff, costs, and reserves. The coverage test can cut it lower, especially on expensive property.

Do I need 12 months of history to refinance?

Most STR programs expect about 12 months. Without it, a file may lean on a projection or fall back to long-term rent.

Will clearing 1.00 coverage mean the property cash-flows?

No. The ratio compares rent to PITIA only. Vacancy, repairs, management, utilities, and capex fall outside it, and STRs usually carry more of those costs.

In expensive states, the property that cash-flows on paper is often the one with documented bookings and a clean permit file, not the one with the most equity.
