Best Short-Term Rental Cash-Out Refinance Program on a Rental in Another State

Best Short-Term Rental Cash-Out Refinance Program on a Rental in Another State

The Quick Read: The best program for your situation depends on three things: how the lender counts your rental income, what the property appraises for, and whether the new payment is covered. Where you live matters far less than people expect. DSCR lenders underwrite the property, not your home address. The right fit comes from matching your file to a program, and a broker who shops several wholesale lenders can do that.

  • On short-term rental (STR) collateral, cash-out refinance leverage tops out at 70% LTV on the strongest files, subject to lender guidelines.
  • Expect a 640+ credit score and about 12 months of hosting experience.
  • Refinance coverage typically starts at 1.00 on select programs, so test your numbers first.
  • Your home state rarely matters. The property’s income, value, type and location do.
  • The income method you choose, such as booking history or a 1007 rent schedule, can decide whether the file passes.

Does Owning a Rental in Another State Change Anything?

Very little changes in how the loan is judged. A DSCR loan qualifies primarily on property-level rental income covering the payment, subject to lender guidelines. It does not turn on your personal income or on how far you live from the house.

That is a real contrast with second-home financing, which typically expects you to live within a reasonable distance of the property. Investment-property DSCR programs have no such expectation. A buyer in one state can refinance a vacation rental in another.

What does change is logistics. The property’s state controls recording and local rental registrations. Your lender network needs to be active where the property sits. Your documents travel by mail, e-signature or a remote closing, and your property manager becomes a key source of records.

What Makes a Program the Best One for You?

The best program is the one whose income method, leverage and credit expectations fit your actual property. No single program wins for every owner, and any list that claims otherwise is selling something.

Across our wholesale network, the programs differ in a handful of ways that matter for an out-of-state STR:

  • Income method. Some accept trailing platform statements. Others lean on a third-party projection or a long-term rent schedule.
  • Operating history. Most want about 12 months of hosting experience on STR collateral. Select lenders may treat a newer property differently.
  • Leverage. On STR collateral, cash-out tops out around 70% LTV. Standard long-term rentals reach 75% on cash-out.
  • Credit. STR files generally want a 640 score or better. Higher scores can open stronger terms.
  • Loan size. Standard programs run up to $3,000,000. Smaller balances route through select lenders.

A broker earns its place here. One lender may count your booking history in full while another trims it. Matching your file to the right program before you apply avoids wasted pulls and denied files.

How Does Underwriting Treat Short-Term Rental Income?

Lenders count STR income in one of three ways, and the choice often decides the result. Which methods a program accepts on a cash-out varies by lender.

Actual booking history. This is the usual path for an operating STR. You provide platform statements, often 12 months of them, and the lender matches them to your bank deposits. A property converted from long-term to STR counts only the months since conversion.

A third-party projection. Lenders typically discount it. This route shows up more on purchases than on cash-out refinances.

A long-term market rent schedule. The appraiser reports what the home would rent for on a standard lease, on Form 1007 (for a single unit) or Form 1025 (for two to four units). This is the conservative fallback.

The catch is that the 1007 does not measure nightly income. A Fannie Mae appraiser note says the form calls for an indicated monthly market rent and was not designed for appraising single-family homes used as STRs. That is a contrast point only, since DSCR loans are not agency products. The practical lesson stands: a house can cover its payment on trailing nightly income and still fall short when the lender uses the schedule rent.

Lenders also apply a haircut, a flat percentage discount on gross STR income to allow for the costs of running a rental. The size varies by program.

How Is the Cash-Out Amount Sized?

Your cash-out is limited by the lower of two tests. One is value: the loan cannot exceed the LTV cap on the appraised value. The other is income: the new payment must be covered at the program’s coverage floor.

Work through it in order:

1. The appraisal sets the value. On STR collateral, cash-out reaches up to 70% LTV on the strongest files.

2. From that ceiling, subtract your existing loan payoff and closing costs. What remains is the most cash you could pull.

3. Test the new payment. Because a cash-out raises the balance, it raises the payment. Your qualifying income divided by the new PITIA (principal, interest, taxes, insurance and any HOA dues) must clear the program’s floor. Final terms depend on lender guidelines, property type, leverage, and the borrower’s complete credit picture.

Picture an owner with a lot of equity but a thin-margin STR. The equity says they can pull a large sum. The coverage test says the bigger payment would push the ratio under the floor. In that case the smaller number wins, and the owner takes less cash or looks at a different income method.

A larger down payment on a purchase can lift coverage, but it never erases leverage caps, credit floors or property eligibility. The strongest files clear both tests: enough equity and enough rental coverage.

Where Does the Standard Path Break Down?

These are the edge cases we see most often with out-of-state STRs.

Not enough hosting history. Programs typically expect about 12 months. Without it, the fallback is usually long-term market rent, which may not clear the coverage floor. Some select lenders handle newer properties differently, so ask before assuming the file is dead.

Passes on nightly income, fails on the 1007. This is the main failure mode. If your file only works on trailing statements, confirm that the program accepts them for a cash-out before you pay for an appraisal. HousingWire reports that using the 1007 for STR income often distorts coverage and produces artificially low ratios.

Coverage under 1.00. Programs below 1.00 are available through select lenders in the network, with leverage and terms adjusted. Expect less cash out, not the same cash out.

Out-of-state LLC. An LLC can generally hold title to property in another state, subject to program terms. The property’s state may still require the entity to register as a foreign company, name a registered agent, or file local rental registrations, and requirements depend on the state. Confirm with counsel or the property state’s Secretary of State. The lender must also accept the entity and review its documents.

Local legality. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.

Ineligible property types. Manufactured homes (single- and double-wide), log homes and barndominiums are not offered in these programs.

Personal use. DSCR loans are designed for non-owner-occupied investment properties. Because they are business-purpose investor loans, they are reviewed differently from a standard owner-occupied mortgage. If you plan to use the home heavily yourself, that can affect how the loan is classified. The CFPB’s examination material notes that a checked business-purpose box with no documentation of the intended use may not be enough, so keep clear records.

Can You Use the Cash to Buy Another Property?

Yes. Many investors use cash-out proceeds as the down payment on the next rental. The two loans are separate files, and each is tested on its own.

That means your coverage gets tested twice. The refinanced STR must clear its floor on the new, larger payment. The next purchase must clear its own floor, which is 1.10 on STR purchases and typically 1.00 on select long-term rental programs. A strong first property does not carry a weak second one.

Reserves also come into play. They vary by lender, leverage, loan size and transaction type, and commonly sit around six months of PITIA. Check whether cash-out proceeds can count toward them on your program.

Should You Cash Out at All?

Not always. A cash-out raises your payment and lowers your coverage, so it only makes sense if the next use of the money earns more than the added carry.

Skip or shrink the cash-out if:

  • Your coverage already sits near the floor.
  • Your booking history is thin or seasonal.
  • The property’s local rental rules are unsettled.
  • The cash has no clear job.

Remember, too, that DSCR compares rent to PITIA only. Clearing 1.00 is not the same as positive cash flow. Repairs, vacancy, management, utilities and capex all sit outside the calculation, and STRs carry heavier operating costs than long-term rentals.

A rate-and-term refinance, which changes the loan without pulling cash, is the quieter option when you want a better structure but no extra balance. Tax treatment varies; consult a qualified professional.

What Should a Remote Owner Prepare?

Gather these before you apply:

  • Twelve months of platform statements and matching bank deposits
  • A dedicated account for STR receipts
  • An insurance policy that names short-term use
  • Entity documents, plus any foreign registration the property’s state requires
  • Proof of any local rental permit or registration
  • Your property manager’s contact details and agreement, if you use one
  • A current lease or booking calendar

Keeping records clean makes it easier for the lender to count your income at full value.

Key Terms Defined

DSCR (debt service coverage ratio): Qualifying rental income divided by the monthly payment, which is how a lender checks whether the property pays for itself.

LTV (loan-to-value): The loan amount as a percentage of the property’s appraised value.

PITIA: Principal, interest, taxes, insurance and association dues, the full monthly housing obligation.

Seasoning: The waiting period a lender wants after you buy a property before you refinance it. About six months is the common expectation for cash-out across most of the network.

Foreign qualification: Registering an entity formed in one state to operate in another state where it holds property.

Form 1007: An appraiser’s schedule of what a home would rent for on a standard long-term lease.

Frequently Asked Questions

Do I need to live near the rental to refinance it?

No. DSCR underwriting looks at the property’s income, value and type, not your distance from it. The practical limits are lender availability in the property’s state and how you handle documents and local registrations remotely.

How much cash can I pull from a short-term rental?

On STR collateral, cash-out refinance reaches up to 70% LTV on the strongest files, minus your existing payoff and costs. The coverage test on the new payment can lower that number. All terms are subject to lender guidelines and individual underwriting.

Does an LLC from my home state work for a property in another state?

Often it can hold title, subject to program terms, but the property’s state may require registration as a foreign entity. The lender must also accept the entity.

Can I refinance before I have a full year of hosting history?

It depends on the program. Most STR programs expect about 12 months of experience. Without it, the lender may fall back to market rent, which can be too low to clear coverage. A broker can check which lenders handle newer properties.

Does clearing the minimum coverage ratio mean the property cash flows?

No. DSCR counts rent against PITIA only, so repairs, vacancy, management and utilities sit outside it. Treat the ratio as an eligibility test, then budget the real operating costs separately.
