The Quick Read: Yes, but only on a recently bought property, and cost basis works as a ceiling on the loan, not a way to qualify. Inside a lender’s seasoning window, the loan is typically sized on the lower of appraised value or documented cost, meaning purchase price plus receipted improvements. The property still has to pass the income test and the leverage cap for short-term rental collateral.
- Short-term rental cash-out refinances typically top out at about 70% LTV, compared with about 75% on a standard rental.
- Across most of our wholesale network, about 6 months of ownership is the common seasoning expectation.
- Expect a 640+ credit score and about 12 months of hosting history on the short-term rental path.
- On a refinance, 1.00 coverage is where select programs start, and stronger coverage opens better terms.
- Documents prove the basis: the settlement statement, rehab receipts, and closing costs.
What Does “Using Cost Basis” Actually Mean Here?
Cost basis, in lending, is what you paid plus what you can document spending on the property. It is not the same as tax basis, even though the words overlap.

A short-term rental cash-out loan is not an agency product, so no federal rule sets the value basis. Each lender sets its own seasoning policy. Across the wholesale network where Lendmire places files, the pattern is consistent. Early in ownership, the lender limits the loan to the lower of appraisal or cost. After the window, appraised value governs.
That matters most for investors who buy below market or rehab heavily. A big appraisal does not raise the check early. Waiting changes the value basis. It does not change the leverage cap.
What Counts Toward Cost Basis, and What Doesn’t?
Documented spending counts. Sweat equity and undocumented cash work do not.
| Usually counts | Usually does not count |
|---|---|
| Purchase price on the settlement statement | After-repair value |
| Receipted renovations | Your own unpaid labor |
| Documented closing costs | Cash work with no invoice |
| Permitted improvements with invoices | Spending you cannot trace |
Furnishing and setup spend is the gray area. Treatment varies by lender, so ask before you assume it counts. A lender that sizes on cost wants paper. The cleaner your file, the less room there is for the cost figure to shrink.
Which Gates Does the File Have to Clear?
Cost basis is only one gate. Passing it does not pass the others. A strong file clears them in order:
1. Ownership clock. Seasoning typically runs about 6 months and is measured from the recorded deed. Converting from Airbnb to long-term rental does not restart it.
2. Value basis. Inside the window, the lower of appraisal or cost. After it, appraisal.
3. Leverage cap. Up to 70% LTV on a short-term rental cash-out.
4. Coverage test. On a refinance, 1.00 is where select programs start. A separate select-lender path goes below 1.00, with leverage and terms adjusted.
5. Hosting history. About 12 months, on a clock that runs separately from ownership.
6. Credit. A 640 minimum on the short-term rental path.
7. Reserves and eligibility. Reserves vary by lender, leverage, and loan size, commonly around 6 months of PITIA. Manufactured homes, log homes, and barndominiums are not offered.
The two clocks trip people up. An owner with 6 months of ownership but 3 months of hosting history can pass one test and fail the other. Some programs treat that differently, so shopping matters. Our complete DSCR loans guide covers how coverage and leverage fit together.
How Do Lenders Count Short-Term Rental Income?
Lenders typically use trailing platform history on a refinance. Purchases may use a projection from a market-data tool. Lenders often apply an expense factor to gross short-term income before running coverage.
The appraisal is a separate matter. Fannie Mae’s appraiser guidance notes that Form 1007, the single-family rent schedule, was not designed for short-term rentals. It relies on monthly lease comparables and cannot estimate a nightly fee. Agency material matters here only for the form names, 1007 for one unit and 1025 for 2-4 units.
McKissock, an appraiser-education provider, explains that business income sits outside the appraiser’s value conclusion, and the lender decides what income to count. HousingWire reports that forcing Form 1007 onto short-term income can distort coverage and produce artificially low ratios.
The practical result: a house that is reviewed on platform income can fail on a lender that leans on the long-term rent schedule. Most programs we place files with look at actual platform income on a refinance. A few do not. That difference decides files.
Worked Example: Early Path Versus Seasoned Path
Use neutral units. Say an investor buys a property for 100 units and spends 20 more on receipted rehab. Cost basis is 120. An appraisal comes back at 160.
| Item | Early path | Seasoned path |
|---|---|---|
| Value basis | Lower of cost or appraisal: 120 | Appraisal: 160 |
| Leverage cap | 70% | 70% |
| Loan ceiling | 70% of 120 | 70% of 160 |
| Equity above cost | Stays in the property | Becomes accessible |
The cap is the same. Only the value it applies to changes. Waiting about 6 months, on most programs, lifts the basis from 120 to 160. The income test still applies on both paths, and a cash-out raises the payment, which lowers coverage. Run both numbers before choosing.
What About a Cash Purchase?
Delayed financing may be available through some lenders for an investor who bought with cash. Proceeds in that case are limited to documented cost, with appraised value as a second cap. It returns what you put in. It does not release new appraisal equity.
A bridge or hard-money purchase generally changes the picture. A payoff-only refinance is often treated as rate-and-term, and the cash-out comes later, once seasoning clears. Ask each lender how it classifies the payoff.
Refinance Now or Wait?
| Your situation | Typical read |
|---|---|
| Cash buyer, light rehab | Delayed financing may fit; proceeds limited to cost |
| Bought below market, heavy rehab | Waiting usually releases more |
| Bridge or hard-money buyer | Payoff now, cash-out after seasoning |
| Under 12 months of hosting history | Expect tighter terms or a different route |
| Former Airbnb now leased long-term | Often treated as long-term collateral at the higher cap |
If the property is seasoned and the appraisal is strong, most lenders stop caring about loan-to-cost. They go off appraised value and cash flow. BRRRR-style investors should not plan the cash-out on after-repair value until seasoning clears.
Why Files Get Declined or Shrink
- Thin rehab records. Fix: collect every invoice and permit before applying.
- Unsourced funds. Fix: keep bank records tied to the purchase.
- Counting after-repair value as basis. Fix: use only documented spend.
- Applying too early. Fix: confirm the seasoning date from the recorded deed.
- Short hosting history. Fix: line up platform payout reports, or choose a program built for it.
- Coverage that slips after the cash-out. Fix: test coverage at the new loan size first.
One caution. Clearing 1.00 coverage is not the same as positive cash flow. Repairs, vacancy, management, utilities, and capex sit outside the calculation. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.
What Eats Your Proceeds?
Closing costs come out of the check. Reserves must be documented, and some lenders allow cash-out proceeds to count toward them. Refinancing out of an existing DSCR loan can trigger a prepayment penalty, so read that note first. A cash-out also reprices the whole balance, so you lose the terms on the old loan. Lendmire’s page on how much a DSCR cash-out pulls from a rental for a lock-in owner walks through that tradeoff.
Key Terms Defined
Cost basis: The purchase price plus documented improvements and closing costs, used by some lenders to cap a loan early in ownership.
Seasoning: The length of time you must own a property before a lender sizes the loan on appraised value.
Delayed financing: A cash-out on a recent all-cash purchase where proceeds are limited to documented cost.
DSCR: Monthly rent divided by the monthly obligation of principal, interest, taxes, insurance, and any HOA dues.
Hosting history: The record of platform income that shows a short-term rental has operated as one.
Frequently Asked Questions
Can I refinance right after buying a short-term rental with cash?
Possibly, through delayed financing if a lender offers it. Proceeds are generally limited to your documented cost, with appraised value as the second cap. You would not pull out new appraisal equity this way.
Do my renovations count toward cost basis?
Receipted, documented renovations typically do. Unpaid labor and cash work without invoices do not. Keep invoices, permits, and proof of payment together before you apply.
Does strong coverage waive the seasoning requirement?
No. Coverage and seasoning are separate gates. A property can clear the income test and still be limited to the lower of cost or appraisal inside the window.
Do I need tax returns?
The loan is reviewed primarily on property-level rental income covering the payment, subject to lender guidelines. You still provide the appraisal, platform history, and cost documents.
Does the appraisal still matter?
Yes. After seasoning it sets the value basis, and before that it caps the loan at the lower of cost or value. Lenders also differ on how they use the rent schedule for short-term properties.
