How Lenders Underwrite a Short-Term Rental Cash-Out Refinance With a Low Appraisal

How Lenders Underwrite a Short-Term Rental Cash-Out Refinance With a Low Appraisal

The Quick Read: A low appraisal does not end a short-term rental cash-out refinance, but it resizes the loan, because the lender applies the leverage cap to the lower value and then tests rental coverage on the new, larger payment. Cash to the borrower is what is left after the old payoff and closing costs come out of that smaller ceiling.

  • On short-term-rental collateral, cash-out leverage tops out around 70%, so a lower value cuts the maximum loan directly.
  • The appraiser values the real estate, not the Airbnb business. Hosting income is documented separately.
  • Value and income are two different tests, and whichever produces the smaller loan wins.
  • A modest value miss can turn a cash-out into a payoff-only refinance.
  • Fixes include a reconsideration of value, a smaller draw, cash in, or waiting to re-appraise.

Everything here is subject to lender guidelines and individual file review. It is not a commitment to lend.

What Does a Low Appraisal Actually Break?

A low appraisal can hurt a short-term rental file in two places: value and rent. Value sets the ceiling the leverage cap is applied to. Rent, as the appraiser reports it, may not match the income the lender actually uses to qualify the loan.

Start by working out which number missed. If the value came in light and the rent schedule looks fine, you have a leverage problem. If value is fine but the report’s rent opinion is low, you have a coverage problem on any lender that leans on it. Sometimes both land at once. Ask for the full report, including the rent schedule and addenda, before deciding anything.

How Does the Underwriting Sequence Run?

Underwriters work a file in a fixed order. Each step can shrink the loan, and the tightest one binds.

1. Eligibility. Property type, occupancy, credit score and hosting history are checked first. Short-term rental programs across the wholesale network generally expect a 640+ score and about 12 months of hosting history. Manufactured homes, log homes and barndominiums are not offered.

2. Appraisal. The report delivers as-is value and a rent opinion. The lender orders it, not the borrower.

3. Leverage ceiling. Appraised value times the cash-out cap gives the maximum new loan. On short-term-rental collateral, cash-out tops out around 70%. Standard long-term rentals reach around 75%. Seasoning, commonly about six months, decides whether appraised value or cost basis drives sizing.

4. Income method. The lender picks how rent is counted. That means platform statements, bank deposits, or an appraiser’s short-term-rental analysis, depending on the program.

5. Coverage test. Rent counted is divided by the new PITIA, meaning principal, interest, taxes, insurance and HOA. Short-term-rental refinances start at a 1.00 coverage floor on select programs. The denominator is the new payment, which is larger than the old one because cash was pulled out.

6. Reserves. Reserves vary by lender, leverage, loan size and transaction type. About six months of PITIA is common, and loans above $1,500,000 typically step up to around nine months.

7. Final sizing. If value is too low, the loan shrinks. If rent cannot carry the loan at the required coverage, the loan shrinks. The smaller of the two results governs.

Why Is Short-Term Rental Income Underwritten Differently?

The appraisal cannot measure nightly income. McKissock, an appraiser-education provider, explains that appraisers consider the property’s value only, not business income, and that the lender decides what income counts. A house run as a short-term rental generally appraises about like an identical house rented long term. The premium shows up in documented income, not in value.

The rent form makes this worse. Fannie Mae’s June 2024 appraiser update says Form 1007 calls for indicated monthly market rent from competing properties leased monthly. It calls multiplying a nightly rate by 30 incorrect. That is agency appraiser guidance, cited here only for what the form measures. DSCR loans are not agency products.

An appraisal-industry firm, Class Valuation, makes the same point: a 1007 built for long-term rent can produce an artificially low coverage ratio when a lender relies on it for a short-term rental. Form 1025 is the equivalent for two-to-four-unit properties.

Across the wholesale network, income evidence generally runs one of three ways:

Evidence path Typical documents Where it fits
Hosting history 12 months of platform or manager statements, bank deposits Refinances
Appraiser STR analysis Narrative addendum with comps Purchases, thin history
Long-term rent fallback Form 1007 or 1025 Some lenders default to it

Some lenders count only the appraiser’s long-term rent. That can leave a strong short-term rental under the coverage floor even when platform income is high. Others accept trailing history. Program choice matters here as much as the appraisal itself. A broker that shops several wholesale lenders can match the file to a program that treats the income evidence the way the property actually performs.

What Changes When the Value Comes in Low?

Three situations come up, and each routes to a different fix.

What missed What it does Evidence that helps
Value only Lowers the leverage ceiling and cash-out Better sold comps, error corrections
Rent opinion only Lowers coverage if the lender uses it Platform statements, STR analysis addendum
Both Smaller loan and tighter coverage at once Both sets of evidence, filed separately

A value dispute and an income dispute are separate processes. A reconsideration of value addresses value. Better income documentation addresses coverage. Mixing them weakens both.

How Does the Loan Shrink? A Worked Example in Ratios

Run the numbers on three scenarios for the same short-term rental, assuming a 70% cash-out ceiling and a 1.00 coverage floor. These are modeled assumptions, not market data. Terms vary by lender guidelines, property type, leverage, credit profile, and full file review.

Scenario one, value miss. The home appraises meaningfully below the owner’s expectation. The 70% ceiling now applies to the lower figure. The old payoff is fixed, so cash to the borrower falls by more than the percentage miss. A modest shortfall can leave a payoff-only refinance with no cash out.

Scenario two, income miss. Value holds, but the lender counts a long-term rent figure that sits well below platform income. Coverage lands under 1.00 on that basis. The same property, run on twelve months of documented hosting history, might clear around 1.2x. A lender that accepts the history sizes the loan differently from one that does not.

Scenario three, both. Value comes in low and the long-term fallback is used. The ceiling drops and coverage tightens on the same file. Sub-1.00 coverage is available through select lenders in the network, with leverage and terms adjusted, but it is a separate path with lower leverage, not a softer version of the standard one.

Clearing 1.00 is also not the same as positive cash flow. The ratio compares rent to PITIA only. Repairs, vacancy, management, utilities and capex sit outside it.

What Are Your Options After a Low Appraisal?

Work these roughly in order.

Option Best when Main risk
Reconsideration of value Report has errors or missed comps Opinion disputes rarely move
Smaller cash-out Coverage and value both tight Less capital than planned
Rate-and-term refinance Cash is no longer the goal No equity pulled
Cash in at closing Value is just under a leverage line Ties up capital
Wait and re-appraise Market or condition will improve Existing loan keeps running
Different program Lender’s income method is the problem Re-underwriting

Review the report for factual errors first: square footage, bedroom count, condition, missed renovations. Then ask the lender for a reconsideration with better comps. The Interagency Guidance on Reconsiderations of Value describes how that process is supposed to work for regulated lenders. Whether it reaches a business-purpose investor loan is a lender-by-lender question, so treat it as a model of good practice rather than a right.

One trap catches short-term rental owners. Winning a higher value raises the loan ceiling, which raises the payment, which can lower coverage. Win the value fight and recheck the ratio before celebrating.

How Do You Run a Reconsideration of Value on a Short-Term Rental?

The request goes through the lender, since the lender ordered the appraisal. Lenders generally provide a copy of the report on request. Ask for the report either way.

Good evidence is recent, close, comparable sales with adjustments explained. Complaints about the number do not move it. Online estimates carry little weight. Keep the income argument out of the value packet.

Where Does the General Rule Break?

  • Lender defaults to the long-term rent form. Coverage can undercount the property badly. Switch programs rather than argue.
  • Multi-unit properties. These use Form 1025 instead of 1007.
  • Thin history. Under 12 months of hosting generally narrows the program options.
  • Rules and permits. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.
  • Recent purchases. Before seasoning is met, sizing commonly runs on cost basis, not appraised value. The same value miss can matter less, or more, depending on which applies.

The broader mechanics sit in Lendmire’s complete DSCR loans guide.

Key Terms Defined

Appraised value: the appraiser’s opinion of what the real estate is worth today, excluding business income.

Cash-out ceiling: the maximum new loan, equal to appraised value times the program’s leverage cap.

Seasoning: the ownership period a lender requires before appraised value, instead of cost basis, sizes a cash-out loan.

Coverage ratio: monthly rent counted divided by the new PITIA.

Reconsideration of value: a formal request, made through the lender, to review an appraisal with better evidence.

Payoff-only refinance: a refinance where the new loan roughly equals the old payoff plus costs, so no cash comes out.

What Should You Do Before the Next Appraisal?

  • Pull twelve months of platform statements and match them to bank deposits.
  • Ask which income method the program uses before you apply.
  • Where the program allows, ask for an STR analysis addendum.
  • Give the appraiser a list of upgrades and recent comparable sales.
  • Confirm the property is legally operating as a short-term rental.
  • Run coverage on the larger new payment, not the old one.

Frequently Asked Questions

Does a low appraisal kill a short-term rental cash-out refinance?

Usually not. It resizes the loan. The leverage cap, around 70% on short-term-rental collateral, applies to the lower value, so cash out shrinks, sometimes to a payoff-only deal. Options include a smaller draw, cash in, or a later re-appraisal.

Does the appraisal count my nightly income?

Generally not. The appraiser values the real estate, and the lender decides what income counts. Programs differ: some accept twelve months of hosting history, and some lean on a long-term rent opinion.

Can I challenge a low appraisal?

Yes, through the lender. Review the report for factual errors, then submit recent comparable sales. Results are not guaranteed, and opinion disputes rarely succeed without strong comps.

Will a second appraisal help?

Seldom on its own. The lender controls the ordering, and a new report can come in the same or lower. A documented reconsideration usually does more.

What if I have under a year of hosting history?

That narrows the options. Select programs expect about 12 months, so some owners wait, use a long-term rent basis, or look at a program with a different income method.
