Best Short-Term Rental Cash-Out Refinance Program for a Foreign National Investor

Best Short-Term Rental Cash-Out Refinance Program for a Foreign National Investor

The Quick Read: The program that fits depends on your situation, not on a single product. The strongest files pair documented rental history with enough equity, so the loan is sized on the property’s income and value rather than on a U.S. paycheck.

  • On short-term rental collateral, cash-out leverage typically tops out around 70% LTV, so the cash you can pull is capped by value before coverage is even tested.
  • Most programs expect a coverage ratio of at least 1.00 on a refinance, and a minimum credit score near 640 where credit is reported.
  • Lenders usually want about 12 months of hosting history, so an established listing refinances more cleanly than a new one.
  • Taking cash out raises the debt, which lowers the coverage ratio. Test the post-refinance number, not the current one.
  • Programs differ most in how they count STR income, so two files with the same LTV can produce different proceeds.

What Does Best Mean for This Borrower?

No single program wins for every foreign national. Lendmire is a mortgage broker that works with a network of wholesale lenders, and the right match turns on your property, credit profile, leverage need, and paperwork. A broker’s job is to shop that scenario across several programs and match it to the one that fits.

Three variables decide the outcome.

First, how the program counts income. Some lenders take the trailing 12 months of platform earnings and then apply an expense haircut. Others lean on an appraiser’s short-term rental income analysis. The haircut can swing your qualifying income more than any other single factor.

Second, the leverage ceiling. For short-term rental collateral, cash-out generally tops out at 70% LTV. Standard long-term rentals can go to around 75% on a cash-out, so the STR label costs you some proceeds.

Third, the borrower file. A foreign national file centers on identity, proof of funds, and credit substitutes. It does not center on W-2s or U.S. tax returns.

The best program for your situation is the one where all three line up. A program with generous leverage but a heavy income haircut can pay out less than a stricter-looking program that counts your income fairly.

How Does a Cash-Out Refinance Work for a Non-Resident Owner?

A cash-out refinance replaces your current loan with a larger one. The new loan pays off the old balance, and the difference comes back to you as cash. The foreign national label changes how the lender checks identity, assets, and credit. It does not change the coverage math.

DSCR loans qualify primarily on property-level rental income covering the payment, subject to lender guidelines. They are designed for non-owner-occupied investment properties. Lendmire’s complete DSCR loans guide walks through the basics if the structure is new to you.

For a short-term rental, five steps matter.

1. Eligibility screen. The property must be an investment property, and the STR use must be allowed where it sits. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.

2. Income documentation. Lenders usually reconcile platform payout statements or property-manager reports against bank deposits.

3. Debt service. The denominator is the full monthly obligation on the new loan: principal, interest, taxes, insurance, and any association dues.

4. Appraisal. The appraised value sets how large the new loan can be. It also supplies a rent analysis that cross-checks your reported income.

5. Payoff and proceeds. Existing liens are paid off, and the remainder is sent to you. Cross-border wires carry their own compliance checks, so decide where the proceeds go before you apply.

Loan sizes on standard programs run up to $3,000,000. Manufactured homes, log homes, and barndominiums are not offered through these DSCR programs, so those properties need a different path.

How Underwriting Treats Short-Term Rental Income

Underwriters work from history, not hope. A refinance has a real advantage over a purchase here, because an operating listing already has platform records. A purchase with no history needs a projection. A refinance can show what actually happened.

Expect this sequence on most files across Lendmire’s wholesale network:

  • Gross income is established. The lender totals the trailing 12 months of host payouts and checks them against deposits.
  • An expense factor is applied. Lenders typically take a meaningful percentage off gross STR income before running the ratio. The percentage differs by lender.
  • The result is compared to the new payment. If the resulting ratio clears the program’s floor, the deal works on to leverage and reserve checks.
  • Reserves are verified. They commonly run around six months of the full monthly obligation. The count varies by lender, leverage, and loan size, and larger balances can step up.

Here is the catch for seasonal properties. Underwriters average the full year. A strong peak season does not carry the file. A beach or ski property with two big quarters and two weak ones will be underwritten on the blended figure.

Gross platform revenue is also not what counts. Net of the lender’s haircut is what counts. And clearing 1.00 does not mean positive cash flow. Repairs, vacancy, management, utilities, and capital expenses sit outside the calculation, so run your own operating budget separately.

Credit matters too. A minimum score around 640 is typical for short-term rental programs. Where a foreign national has no U.S. credit file, lenders vary in how they substitute foreign credit references or bank letters, so it is worth asking about early.

Structures and Variations: Which Path Fits Which Investor?

Your starting position decides which structure you should look at. This table matches common foreign national scenarios to the program path that usually fits. It describes situations, not companies.

Investor scenario Typical path Main watch-out
Established STR, 12+ months of history Standard STR cash-out, up to 70% LTV Expense haircut on income
Bought with cash, wants to recycle equity Cash-out once seasoning is met Seasoning expectation, often about 6 months
Former long-term rental, now STR Appraisal-based income path Lower proceeds without host history
New STR, under 12 months of hosting Wait, or look at lower-leverage options Thin history limits what counts
Coverage under 1.00 after cash-out Select-lender path with adjusted terms Leverage and terms change

Term structures matter as well. The 30-year fixed is the spine of most programs. Extended terms and interest-only periods are available through select lenders in the network, and ARM structures exist for investors who prefer them. Above $2,500,000, the network generally holds to 30-year fixed structures.

A coverage ratio below 1.00 is a separate path from the standard 1.00 floor. Select programs start at 1.00, and a different select-lender route takes coverage below 1.00, with leverage and terms adjusted. That route usually means a lower LTV and tighter terms. It is a structural option, not a shortcut.

Title often sits in an entity. For LLC-held properties, eligibility is subject to lender program requirements.

A Worked Example in Ratios

Cash-out math is easiest to see in ratios. These inputs are modeled assumptions, not market data.

Say a property carries existing debt at about 45% of its appraised value. Today, after the lender’s expense factor, rental income covers the monthly obligation at roughly 1.8x. You want to pull cash out up to the 70% STR ceiling.

Debt rises from 45% to 70% of value. That is about 56% more debt. Holding other terms equal, the monthly obligation rises by a similar proportion. A 1.8x ratio falls to roughly 1.16x. The file still clears 1.00, but the cushion is much thinner.

Now run it from a weaker start. The same property at 1.5x today lands near 0.96x after a full cash-out. That is a sub-1.00 result on long-term income terms.

At that point, the options a lender would review include a lower cash-out percentage that restores coverage, a select-lender path for coverage below 1.00 with leverage and terms adjusted, or an interest-only structure where offered. Each is subject to lender guidelines, credit approval, and property review.

This is the cash-flow trap. Investors often size cash-out to the LTV cap and then find the ratio no longer works. Size it to the ratio first. Then check LTV.

A larger equity cushion helps, but it never erases the leverage cap, credit floor, reserve rules, or property eligibility. The strongest files clear both tests: enough equity and enough rental coverage.

Where the General Rule Breaks

A few edge cases trip up foreign national investors more than domestic ones.

Seasonality. Investors who annualize their best months are surprised when the underwriter averages the year. Model your worst quarter before you apply.

Conversion from long-term rental. With no STR history, the income path leans on an appraiser’s analysis. Expect a haircut, and expect lower proceeds than a seasoned STR would produce.

Thin or no U.S. credit. Foreign credit references and bank letters are the usual substitutes, but acceptance is lender-specific. A broker who shops several programs can route you toward the ones that accept your documents.

Higher leverage ask. Some lenders adjust leverage or reserves for non-resident borrowers. Treat the 70% ceiling as the outer limit, not the starting assumption. Confirm what your specific scenario supports.

Prepayment structure. Some programs trade a longer prepayment period for better pricing. If you may sell, exchange, or refinance again within a few years, that tradeoff matters more than it first appears.

Local rules. An STR that loses its permit loses its income. Lenders look at whether the use is permitted, and an HOA that restricts rentals can sink a condo file.

Taxes and Exit Planning, Briefly

Tax treatment varies by how the property is held and how the funds are used, so consult a qualified cross-border tax professional. As one example, the IRS states that U.S. rental income of a nonresident alien is generally taxed at 30% unless it is treated as effectively connected income by election. A future sale also carries withholding rules, which NAR summarizes for the real estate audience. A refinance itself is not a sale, but higher leverage makes your exit math more important.

What to Prepare Before You Apply

A clean file keeps the process organized. Gather these items first:

  • Identity. A valid passport and, often, a second form of ID.
  • Proof of funds. Statements showing reserves, with the source of funds documented.
  • Credit substitutes. Foreign credit references, bank letters, or international credit reports.
  • Entity papers. Formation documents if the property is held in an LLC, subject to lender program eligibility.
  • STR records. Trailing 12-month platform payouts, bank deposit history, and property-manager reports if used.
  • Property records. Current insurance, association details, and proof the STR use is permitted.

Questions to ask any broker or lender: How is STR income haircut? What is the leverage cap for non-resident borrowers? What seasoning applies? Is there a prepayment period, and how long?

Key Terms Defined

DSCR (debt service coverage ratio): The property’s rental income divided by its full monthly obligation, which shows whether rent covers the payment.

LTV (loan-to-value): The loan balance as a percentage of the appraised value.

Seasoning: The time you must have owned the property, or held the existing loan, before a lender will cash out on current value. About six months is a common expectation.

Expense factor: The percentage a lender subtracts from gross STR income before calculating coverage.

Foreign national: A borrower who is not a U.S. citizen or permanent resident and who typically lives outside the country.

Frequently Asked Questions

Can a foreign national take cash out of a short-term rental in the U.S.?

Yes, through DSCR programs that qualify primarily on property-level rental income covering the payment, subject to lender guidelines. On short-term rental collateral, cash-out generally tops out around 70% LTV. The borrower file centers on identity, proof of funds, and credit substitutes rather than U.S. tax returns.

Do I need a U.S. credit score?

It depends on the program. Where scores are reported, short-term rental programs typically look for about 640 or higher. Foreign credit references and bank letters are common substitutes, but acceptance varies by lender. A broker can steer the file toward programs that accept your documentation.

How much hosting history do I need?

Most programs expect about 12 months of hosting experience and records. An operating listing refinances more cleanly than a new one. A recent conversion from long-term rental usually falls back on an appraiser’s income analysis and may produce lower proceeds.

Why did my proceeds come in lower than the LTV cap suggested?

Usually because coverage, not LTV, was the limiting factor. The lender applies an expense factor to your income and compares it to the new, larger obligation. If that ratio falls below the program floor, the cash-out amount has to shrink. A lower payout can also reflect a lower appraised value.

Does taking cash out trigger tax on a foreign national investor?

A refinance is not a sale, so it does not trigger sale-related withholding on its own. Rental income is still taxable under the rules that apply to your situation. Tax treatment varies, so a qualified cross-border professional should review your plan before you rely on any assumption.

Next Steps

If you are buying or refinancing a rental property and want to see how the numbers work, Lendmire can help you compare DSCR loan options based on the property income, credit profile, leverage, and investor goals. The illustrative calculator on this site gives a rough sense of how leverage changes coverage, and Lendmire’s team can match your scenario to the programs that fit. This is not a commitment to lend, and all programs are subject to lender guidelines and credit approval.

Short-term rental income swings with the seasons, and underwriters generally look at a blended full-year figure rather than the weakest quarter alone. Even so, it helps to size your cash-out with the slower months in mind so the property still carries its debt comfortably outside peak season.
