Can a DSCR Refinance Close on a Rehabbed Rental With No Lease?

Can a DSCR Refinance Close on a Rehabbed Rental With No Lease?

The Quick Read: It depends on the program and on whether the rehab is truly finished: some DSCR programs refinance a vacant, rent-ready property using the appraiser’s market-rent opinion in place of a lease, while others still want a signed lease or some operating history before they will fund a refinance. A DSCR loan (debt service coverage ratio loan) qualifies primarily on property-level rental income covering the payment, subject to lender guidelines. Here is what matters most:

  • The rehab must be complete and the property rent-ready, with working systems and a livable interior.
  • With no lease, the lender’s appraisal includes a market-rent schedule, and that figure becomes your income number.
  • Lenders in a wholesale network disagree on vacant refinances, so ask before you commit to a bridge loan.
  • Vacancy and seasoning are separate tests, and passing one does not clear the other.
  • Clearing the coverage ratio does not mean the property cash-flows after repairs, vacancy, and management.

How Does a Lender Count Rent When There Is No Lease?

The appraiser’s market-rent opinion stands in for the lease. The lender orders its own appraisal, and the appraiser pulls comparable rentals, adjusts them, and reconciles a final monthly rent figure. That number goes into the numerator of your coverage ratio.

On a one-unit property, the appraiser documents this on the Single-Family Comparable Rent Schedule, known as Form 1007. It is prepared as an attachment to the appraisal. Fannie Mae’s Appraiser Update describes the same form as the way an appraiser documents estimated monthly market rent on a single-family investment property. Form 1025 is the small residential income report that serves two-to-four-unit buildings.

DSCR loans are not agency products. They borrow these appraisal forms because the forms are a standard way to document market rent.

The coverage ratio is monthly rent divided by the full monthly housing payment. That payment is principal, interest, taxes, insurance, and any association dues, together called PITIA. Where a lease does exist, many programs compare it with market rent and use the lower of the two. With no lease, there is only one number to compare.

Situation Rent figure the lender uses
Vacant, no lease Appraiser’s market rent
Leased at or below market Often the lease amount
Leased above market Often market rent
Short-term rental Separate hosting-history review

Why Do Lenders Give Different Answers?

Programs split on this question, and the split is real. Some lenders treat a vacant, recently finished rehab as acceptable on a refinance. Others expect a lease or an operating history on any refinance, because a refinance means you already own the property and have had time to rent it.

Across the wholesale network, this tends to sort out three ways:

  • Purchases of vacant properties are routine on most programs. The property just needs to be rent-ready.
  • Refinances of vacant properties are stricter. Some select lenders accept them when the rehab is finished and the appraisal supports the rent.
  • Refinances of a partly vacant two-to-four-unit building often go more smoothly than a fully empty one, because there is some operating history to point to.

A contractor, a real estate agent, and a hard-money lender may each tell you something different. They are usually describing the programs they know best. The only answer that matters is the one in writing from the program that will fund your refinance.

What Stage Is Your Rehab In?

Your rehab stage often decides the answer more than the lease does. A property can be empty and still refinance, but a property that still needs work generally cannot.

Stage Refinance now? Main blocker Next move
Work unfinished Generally no Not rent-ready Finish rehab, keep bridge funding
Finished, not listed Program-dependent Vacant refinance policy Ask program; consider listing
Finished, listed for rent More programs accept Appraiser’s rent opinion Gather rent evidence
Leased Broadest options Seasoning, value Provide lease and deposit proof

A DSCR refinance replaces the bridge or hard-money loan after the work is done. It does not pay for the work itself. If the roof is open or the kitchen is half-built, the property usually is not ready to be appraised as a rental. Finish first, then refinance.

Light cosmetic work is different from a gut renovation. A fresh-paint-and-flooring job on a livable house can sit comfortably in the “rent-ready” column. A property that needs major systems work, or that an appraiser would call incomplete, usually cannot.

Is Vacancy the Same Thing as Seasoning?

No. Vacancy asks whether the property has a tenant. Seasoning asks how long you have owned it. Lenders test them separately.

Seasoning is the waiting period a lender wants between buying a property and refinancing it. On a cash-out refinance across most of the network, about 6 months is the common expectation, though exact requirements vary by program. On many files the clock runs from your purchase date, not from the day the rehab finished. That is why a quick flip-to-refinance plan can stall even when the property is flawless. Lendmire’s piece Does a Rehabbed Rental Need Seasoning Before a DSCR Refinance? walks through that clock in detail.

Seasoning also affects how the loan is sized. Some lenders in the network will size a loan on the lower of appraised value or documented cost basis while the property is still inside the seasoning window. Cost basis means what you paid plus documented improvements. After the window, the new appraisal typically governs.

Either way, the bridge lender’s after-repair value is not what sets your loan. The new lender’s appraisal does. An itemized rehab scope, receipts, and permits may support a higher appraised value, depending on comps and underwriter review, but they do not guarantee it.

What Leverage and Credit Should You Expect?

On a cash-out refinance, the loan tops out around 75% LTV on an investment property across most of the network. LTV, or loan-to-value, is the loan balance divided by the appraised value. Select-lender purchase programs typically run 75% to 80% LTV on an investment property, and a few high-leverage purchase programs reach 85% with roughly a 700-plus score.

On credit, a 620 floor exists in parts of the network, most programs want around 660, and 700 or higher opens the strongest leverage tiers. Reserves vary by lender, leverage, loan size, and transaction type. About 6 months of PITIA is common, and loans above $1,500,000 typically step up to about 9 months. Standard programs run up to $3,000,000, and above $2,500,000 the network generally holds to 30-year fixed structures.

On coverage, 1.00 is where many select programs start. A separate select-lender path takes coverage below 1.00, with leverage and terms adjusted. Stronger ratios open better pricing and leverage. All of this is subject to lender guidelines and individual underwriting, and none of it is a commitment to lend.

A larger down payment or a lower balance can help the coverage ratio. It never erases leverage caps, credit floors, reserve rules, or property eligibility. The strongest files clear both tests: enough equity and enough rental coverage. Lendmire’s complete DSCR loans guide covers those requirements in full.

DSCR loans are designed for non-owner-occupied investment properties. Because they are business-purpose investor loans, they are reviewed differently from a standard owner-occupied mortgage.

Should You Refinance Before or After the First Tenant?

Both paths are legitimate. The right one depends on your bridge loan’s runway, the program you are targeting, and how much you trust the appraiser’s rent opinion.

Factor Refinance vacant Lease first
Program choice Narrower Broader
Rent evidence Appraiser’s opinion only Lease plus appraisal
Bridge loan runway Shorter needed Longer needed
Main risk Low rent opinion Rushed, weak tenant
Upside Market rent may beat old lease Operating history

A vacant refinance rests on one opinion. If the appraiser’s rent comes in light, the coverage ratio drops, and the loan can shrink or fail. Leasing first gives the lender a second data point and widens the list of programs that will look at the file.

Leasing first has a cost, too. Your bridge loan keeps running while you find a tenant, wait out seasoning, and order the appraisal. Rushing a weak tenant into a below-market lease just to satisfy a checklist can drag the rent figure down.

Here is the honest toss-up. If your bridge has plenty of runway, leasing first is the safer route. If your bridge is nearly out of runway and the rehab is truly finished, a program that accepts vacant refinances may be the better fit. Check the program before the bridge matures, not after.

What Does the Math Look Like?

Run the numbers on a duplex you have just finished rehabbing. These inputs are modeled assumptions, not market data, and no dollar figures are used because the ratio tells the story.

Suppose the appraiser’s market rent produces coverage of about 1.15x against the full PITIA. That clears a 1.00 floor with some room.

Appraiser’s rent outcome Resulting coverage
As modeled About 1.15x
10% lower than modeled About 1.03x
15% lower than modeled About 0.98x

A 15% miss on rent moves the file from comfortable to below 1.00. At that point, the structures a lender may review include a select-lender path that takes coverage below 1.00 with leverage and terms adjusted, an interest-only period, or a lower loan balance. Each one is subject to lender guidelines, credit approval, and property review.

The ratio compares rent to PITIA and nothing else. Clearing 1.00 is not the same as positive cash flow. Repairs, vacancy, management, utilities, and capital expenses all sit outside the calculation, so budget for them separately.

DSCR vs. conventional financing

There are two common ways to finance an investment property, and they qualify you differently — here’s how investors weigh them.

DSCR loan

Why investors choose it

  • Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
  • No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
  • Can be closed in an LLC, keeping the property inside a business entity.
  • Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
  • Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
  • Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Conventional loan

Where it’s strong

  • Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.

Trade-offs for investors

  • Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
  • Typically held in your personal name rather than a business entity.
  • Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
  • Evaluates you as a borrower as much as the property, which usually means more paperwork.

How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.

Which Documents Should You Assemble?

Gather the paperwork before you apply. Missing documents are a common reason a refinance stalls, even when the property and numbers are fine.

  • Credit report and asset statements for reserves.
  • Entity papers if the borrower is an LLC, subject to program terms.
  • The bridge or hard-money payoff statement.
  • The rehab scope, receipts, and any permits or final inspections.
  • Rent support, such as a listing, comparable rentals, or a signed lease if you have one.
  • Insurance for the property as a rental.

Some lenders still ask for a lease, rent proof, or a deposit record even when the appraisal carries the income. Ask for that program’s checklist in writing.

What If the Appraisal or Rent Comes In Low?

Prepare the rent case before the appraiser visits. Have two or three nearby comparable rentals ready, along with a short description of the finished work. Appraisers form their own view, but good evidence helps.

If the numbers still come up short, you have four options.

Problem Option Tradeoff
Value low Bring cash to the table Less cash left for the next deal
Rent low Lower the loan balance Same cash effect
Seasoning unmet Extend the bridge Added carrying cost
Program declines vacant Lease first, then reapply More time on the bridge

The new lender’s value governs regardless of what you spent on the rehab. Money in does not always equal value out, and that gap is the most common surprise in rehab-to-refinance plans.

Who Should Hold Off on Refinancing?

Wait if any of these apply:

  • The rehab still has open items or an incomplete inspection.
  • You are not sure your target program accepts vacant refinances.
  • Your bridge loan matures before the seasoning window ends.
  • The coverage ratio only works at the top of your rent estimate.

Short-term rentals are a separate case. Form 1007 is built around monthly market rent, so it does not capture nightly income. Select programs typically want about 12 months of hosting history, so a brand-new rehab usually does not qualify for short-term rental treatment yet. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.

One more note: tax treatment can depend on how the funds are used and how the property is held, so keep clear records and speak with a qualified tax professional before relying on any deduction.

Key Terms Defined

DSCR (debt service coverage ratio): Monthly rent divided by the full monthly housing payment, used to test whether the property’s income covers its own loan.

PITIA: Principal, interest, taxes, insurance, and any association dues; the full payment the rent has to cover.

Market rent: The monthly rent an appraiser estimates a property would earn, based on comparable rentals nearby.

Rent-ready: Finished and livable, with working systems, so a tenant could move in.

Seasoning: The waiting period a lender wants between buying a property and refinancing it.

Cost basis: What you paid for the property plus the documented cost of improvements.

LTV (loan-to-value): The loan balance divided by the appraised value of the property.

Frequently Asked Questions

Do vacant purchases and vacant refinances follow the same rules?

No. Vacant purchases are routine on most programs as long as the property is rent-ready. Refinances of a vacant property are stricter, because lenders often want a lease or operating history on a property you already own. Some select lenders in the network will review a finished, listed rehab, so ask before relying on it.

Can a partly vacant two-to-four-unit building still refinance?

Often more easily than a fully empty one. Occupied units give the lender an operating record, while vacant units are typically valued at the appraiser’s market rent on Form 1025. Each program sets its own rules on how many vacant units it will accept, so confirm in writing.

Does having a lease help or hurt?

It can help by adding operating history and widening the list of programs. When a lease exists, many lenders compare it with market rent and use the lower figure. A lease well above market will not lift your coverage ratio, but one at or below market may set it.

Can an LLC do a DSCR refinance on a vacant rehab?

Often yes, subject to lender program eligibility. The lender will want entity papers and may require personal guarantors. Vacancy rules apply the same way whether you hold title personally or in an entity.

What happens if the rehab loan payoff is larger than the new loan?

You would need to bring the difference in cash, or choose a lower payoff structure if the bridge lender allows. This is why the appraisal matters more than your rehab budget. Confirm the numbers with the lender before the bridge matures.
