The Quick Read: A cash-out refinance on a Los Angeles rental lends the smaller of two numbers: the loan your equity allows and the loan your rent can support. Across most of Lendmire’s wholesale network, the equity limit is about 75% of the property’s value on a standard rental, subject to lender guidelines.
- That cap sits below the purchase tiers.
- Rent must cover the new, larger payment, with 1.00 coverage where many select programs start.
- Your cash is the new loan minus your old payoff and closing costs.
- Seasoning of about 6 months of ownership typically applies before the lender sizes on appraised value.
- Reserves are commonly around 6 months of PITIA, and credit tiers start at 620.
Here is the part most Los Angeles landlords miss. A strong appraisal sets the first limit. Your rent sets the second. The lower one wins.

What Is a Cash-Out Refinance on a Rental?
A cash-out refinance replaces your current loan with a larger one and hands you the difference. On a rental, the loan is a business-purpose investor loan. DSCR loans are designed for non-owner-occupied investment properties. Because they are business-purpose investor loans, they are reviewed differently from a standard owner-occupied mortgage.
The file qualifies primarily on property-level rental income covering the payment, subject to lender guidelines. Your tax returns are not the center of the review. The property is.
A rate-and-term refinance is a different transaction. It swaps one loan for another with no meaningful cash back. Rate-and-term files can run at higher leverage, up to 85% on the program sheet. Once cash comes back to you, the file becomes a cash-out and the lower cap applies.
Key Terms Defined
LTV (loan-to-value): The new loan divided by the property’s value. A 75% LTV means the loan is three-quarters of value. Final terms depend on lender guidelines, property type, leverage, and the borrower’s complete credit picture.
DSCR (debt service coverage ratio): Monthly rent divided by the full monthly housing payment. Above 1.00, the rent covers the payment.
PITIA: Principal, interest, taxes, insurance, and any HOA dues. It is the full payment that rent is measured against.
Seasoning: How long you have owned the property. It decides whether the lender sizes your loan on what you paid or on a new appraisal.
Reserves: Liquid savings the lender wants you to hold after closing, counted in months of PITIA.
Value basis: The number the leverage cap is applied to, either cost or appraised value.
How Does a Lender Size Your Loan, Step by Step?
The ceiling is the lesser of two caps. One is leverage. The other is the loan size at which rent still covers the payment. Here is the order a file follows.
1. Pick the transaction. A cash-out pays off the old loan and returns the remainder.
2. Order the appraisal and rent schedule. The appraisal sets value. For a single-family rental, the rent schedule is commonly Form 1007. Small two-to-four unit buildings use Form 1025. Both are named in the Fannie Mae Selling Guide. DSCR loans are not agency products, so only the form names carry over.
3. Choose the rent figure. Lenders commonly credit the lower of your in-place lease and the appraiser’s market rent. Each program’s guidelines govern.
4. Run coverage on the new payment. The bigger loan means a bigger PITIA. The test uses that new number, not your old payment.
5. Settle the value basis. At about 6 months of ownership, measured from title recording, the lender typically sizes on appraised value. Before that, sizing leans toward cost.
6. Apply the leverage cap. About 75% on a standard rental cash-out.
7. Check the rest. Credit, reserves, loan size and property type all apply.
8. Net it out. Existing liens and closing costs come out of proceeds. You receive what is left.
The formula for cash to you is simple. Take the maximum LTV times the value basis. Subtract your payoff. Subtract closing costs. That is the ceiling on your proceeds, and the rent test can pull it lower.
Why Does Rent Coverage Sometimes Cap the Loan Before Equity Does?
Because the test runs on the new payment, not the old one. Picture a Los Angeles owner with a long-held duplex and a lot of equity. The 75% cap allows a big loan. But a bigger loan means a bigger payment, and the rent has to cover it.
Say the full payment on the maximum loan would put coverage at about 0.90x. Equity says yes. Rent says no. The loan shrinks until coverage clears the program’s floor. That is why a high appraisal alone does not guarantee more cash.
Coverage of 1.00 is where many select programs start. A separate select-lender path takes coverage below 1.00 with leverage and terms adjusted. Stronger ratios open better pricing and leverage.
One caution. Clearing 1.00 is not the same as positive cash flow. DSCR compares rent to PITIA only. Repairs, vacancy, management, utilities, and capital expenses sit outside the calculation.
How Does the Property Type Change the Number?
Property type shifts the tier you land in. The figures below are the network’s standard ranges, and exact terms depend on the lender and the file.
| Collateral | Cash-out leverage | Notes |
|---|---|---|
| Standard rental (single-family, condo, 2-4 unit) | Up to 75% | Specific lenders may tighten by type |
| Short-term rental | 70% | About 12 months hosting history, 640+ score |
| Rate-and-term, no cash back | Up to 85% | A different transaction |
For a short-term rental, a 70% cash-out ceiling applies to that collateral, while a 75% ceiling applies to standard rentals. Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income. These specifics are subject to lender guidelines and a full review of property, leverage, and credit.
Some property types are not offered at all. DSCR financing is not available in the network on manufactured homes (single- and double-wide), log homes, or barndominiums.
Worked Example Shape: Four Los Angeles Rental Types
Rather than invent dollar figures, here is how the same logic plays out across four common Los Angeles rental types. Think of each as a structure, not a quote.
- A condo with an HOA. Dues sit inside PITIA, so they pull coverage down. Equity may be plentiful, yet coverage often decides the loan.
- A long-held single-family home. Low old payoff and strong appraisal. The 75% cap usually binds first, and rent coverage has room.
- A duplex or fourplex. Multiple rent streams help coverage. The appraiser uses the small-income-property form and the rent schedule carries more weight.
- A recent purchase with a rehab. Seasoning decides everything. Inside the window, sizing leans toward cost plus documented improvements. After it, the appraisal can take over.
Run your own version by taking 75% of value, subtracting your payoff and costs, and then testing coverage on the resulting payment. An illustrative calculator can help with the arithmetic, though it is an estimate, not a quote.
Where Los Angeles Rent Rules Change the Rent Input
Lenders commonly credit the lower of the in-place lease and the appraiser’s market rent, so Los Angeles rent rules can change the rent input.
Under the city’s rent stabilization ordinance, the annual allowable increase for July 1, 2026 through June 30, 2027 is 3%. The formula was also amended to 90% of average CPI within a 1% to 4% range, and increases are permitted once every 12 months.
The state cap is a separate regime. So the state cap does not cap every Los Angeles rent.
The mechanical consequence is this. A stabilized in-place rent can sit below what the appraiser’s comparables show. Where the lender credits the lower figure, coverage drops, and so does the loan. This is not a universal rule. The program guidelines and the appraiser’s schedule decide it file by file.
How Does Seasoning Change the Value Basis?
Seasoning is the waiting period between buying a property and refinancing it. About 6 months of ownership is the common expectation across the network. Before that, the lender usually wants to size on what you paid, plus documented improvements.
This matters most to investors who buy, renovate, and refinance. Plan the exit before you buy. A rehab that finishes at month three may not be eligible for appraisal-based sizing until month six. The useful test is a break-even one. The appraisal has to be high enough that the LTV-capped loan beats what the property cost you.
A high appraisal does not let you skip the wait. It becomes the value basis only after the lender’s window clears. Some programs run longer than 6 months, so ask before you plan.
Cash buyers sometimes have another route. A delayed-financing approach waives the title wait for borrowers who bought without a mortgage and can document the source of funds. Guideline summaries of the agency rule describe it, but that is agency contrast. Whether a DSCR program offers something similar depends on the lender, so ask at the start. Proceeds under such an approach tie to documented cost, not post-rehab value.
What Else Has to Line Up: Credit, Reserves, and Loan Size?
Credit tiers start at 620 in parts of the network. Most programs want around 660. A score of 700 or higher unlocks the strongest leverage tiers.
Reserves vary by lender, leverage, loan size and transaction type. They are commonly around 6 months of PITIA. Loans above $1,500,000 typically step up to about 9 months. Standard programs run up to $3,000,000, and above $2,500,000 the network generally holds to 30-year fixed structures. Balances below the standard-program minimum route through select lenders in the network.
The spine of the product is the 30-year fixed. Extended terms (40-year) and interest-only periods are available through select lenders in the network, and ARM structures exist for investors who want them. Interest-only can lift coverage because the payment is smaller. It does not change the leverage cap.
A bigger equity cushion can lower the payment and lift coverage. It never erases credit floors, reserve rules, or property eligibility. The strongest files clear both tests: enough equity and enough rent.
Does Refinancing Trigger a Property Tax Reassessment in California?
Generally no. A refinance changes your debt, not who owns the property.
That affects underwriting in a useful way. The tax line in PITIA on a long-held Los Angeles rental may be low, while a recent purchase usually reflects a newer base. Ask for the actual tax bill, and for any supplemental assessment. Tax treatment varies; consult a qualified professional.
If title is held in an LLC, a program-eligibility qualifier applies, depending on program guidelines. Moving title into an entity can raise its own questions, so check with a CPA before you retitle.
Cash-Out vs. Other Ways to Pull Money Out
| Option | What it is | Fit |
|---|---|---|
| Cash-out refinance | New first loan, cash back | Larger sums, rent-based review |
| Rate-and-term | New loan, no cash back | Restructuring without cash |
| Keep current loan | No change | When the existing loan is already strong |
The trade is cash now against the cost of leverage. The highest leverage on cash-outs tends to price worse than moderate leverage.
What Does the Decision Look Like in Practice?
Work backward. Start with the value you can defend, multiply by 75%, and subtract your payoff. Then test the payment that loan creates against your rent. If coverage clears, subtract closing costs and set aside reserves. What remains is your realistic cash.
Then ask what the cash is for. If it funds a down payment on the next rental, that purchase has its own tests. Purchase leverage on most files lands at 75% to 80% LTV on a purchase, with select high-leverage programs reaching 85% at roughly a 700+ score.

Frequently Asked Questions
How much cash can I take out of a Los Angeles rental?
Up to about 75% of the property’s value, minus your payoff and closing costs, on a standard rental. Rent coverage on the new payment can lower that figure. Short-term rental collateral has a 70% cash-out ceiling. Terms depend on the lender’s guidelines, the property type, the leverage, and a full review of the credit profile.
Does the appraisal or my rent decide the amount?
Both do, and the lower result wins. The appraisal sets the leverage limit. The rent schedule sets the coverage limit. A strong appraisal does not help if coverage fails on the larger payment.
Will cash-out raise my property taxes?
A refinance is not a change in ownership, so it is not the reassessment trigger described by the California Board of Equalization. Your tax bill is a separate question from the loan.
Can I use an LLC?
Often yes, subject to lender program eligibility. Retitling into an entity has its own considerations, so confirm the approach with a CPA first.
Does rent control lower my loan?
It can, because if your in-place rent sits below market and the lender credits the lower figure, coverage falls and the loan shrinks. Program guidelines decide it file by file.
