The Quick Read: The city you pick decides whether short-term rental income can count toward your loan at all. In a market that lets non-resident owners run a short-term rental, your DSCR file can usually be built on projected or documented STR income. In a hosted-only city, that income is typically off the table for someone who does not live in the home, and the loan has to stand on something else.
- DSCR (debt service coverage ratio) compares a property’s rent to its monthly housing obligation. It does not measure your personal income.
- Across Lendmire’s wholesale network, STR purchases typically go up to 75% LTV, with a 640 minimum credit score and a 1.00 coverage floor on select programs.
- Programs usually expect about 12 months of host or landlord experience, and a first-timer should ask early how a lender treats a file without it.
- A hosted-only rule generally requires the licensed operator to live in the home. That clashes with how an investment-property loan is built.
- Appraisal Form 1007 measures long-term rent. It does not prove your Airbnb income.
Here is the honest answer on who each option is for. An unrestricted market suits you if you are buying a pure investment property and want the loan to rest on short-term rental income. A hosted-only city suits you if you will live in the home yourself, and that is an owner-occupied purchase, not a DSCR one. Some investors buy in a hosted-only city anyway and underwrite on long-term rent. That can work as a rental play, but it is a different deal from the one the STR numbers promised.

Qualifying income for short-term rentals varies by program — some use appraisal market rent, others use documented STR history or projections — and is confirmed in underwriting. Side-by-Side
| Factor | Hosted-Only City | Unrestricted Market |
|---|---|---|
| Review basis | Rent coverage; STR income often unusable | Rent coverage; STR income can count |
| Income used | Long-term market rent, if loan fits | STR projection, STR appraisal, or history |
| Documentation | Lease or rent schedule (Form 1007/1025) | Payout statements or STR data report |
| Property types | Standard rentals; one license per resident | Standard rentals; permits still apply |
| Entity vesting | LLC poor fit for resident-tied license | LLC possible per program terms |
| Timeline | Permit and eligibility checks come first | Permit and registration checks come first |
| Reserves | Commonly about 6 months of PITIA | Commonly about 6 months of PITIA |
| Leverage (STR collateral) | Depends on whether STR use is legal | Purchase up to 75% LTV; cash-out 70% |
A few notes on reading this. PITIA means principal, interest, taxes, insurance, and any association dues. Reserve expectations vary by lender, leverage, loan size, and transaction type, so treat about 6 months as a common starting point, not a rule. The table reflects how programs across the network generally treat each market type. Qualification is subject to lender guidelines, credit approval, and property review.
Manufactured homes, log homes, and barndominiums are not offered in these DSCR programs in either type of market.
What “Hosted-Only” Actually Means
A hosted-only city lets you run a short-term rental only from your own primary residence. Denver’s business licensing page is a clear example: every short-term rental must be licensed and must be the host’s primary residence. Denver’s FAQ adds that claiming primary residence elsewhere does not by itself satisfy the city’s definition.
Variants exist. A California compliance guide from Awning describes Los Angeles as primary-residence-only, with a cap on unhosted nights. Hosted stays, where the host is present, have no cap. Awning also notes that California has no statewide STR license, so everything is local.
Short-term rental rules can vary by city, county, HOA, and property type, so investors should confirm local rules before relying on projected rental income.
What “Unrestricted” Does and Does Not Mean
An unrestricted market has no primary-residence rule. It still has paperwork. You may face a license, tax registration, or a cap on nights. Unrestricted does not mean no compliance. It means the law does not require you to be the host in residence.
Why does this matter to a lender? DSCR loans are designed for non-owner-occupied investment properties. Because they are business-purpose investor loans, they are reviewed differently from a standard owner-occupied mortgage. That design is the structural conflict. A hosted-only license needs you in the house. A DSCR loan needs you out of it.
Picture a first-timer from out of state eyeing a duplex in a hosted-only city. The STR license is out of reach, so the Airbnb numbers in the listing are fiction for that buyer. The lender will look at whether the property can legally operate as an STR. If not, the file falls back to long-term rent, and that is a different, usually lower, number.
How the Income Gets Measured
In an unrestricted market, a first-timer without operating history typically leans on a third-party STR data projection, an STR-specific appraisal, or trailing platform statements. Documentation usually means payout statements from the booking platform, or a data report when there is no track record. How much weight a lender gives each one varies by program.
Form 1007 is the appraiser’s single-unit rent schedule. Form 1025 is the 2-4 unit version. A HousingWire report on short-term rentals and appraisals adds that Fannie Mae policy leaders have said the form was not designed to support STR income. That is contrast only. Agency rules do not govern these DSCR programs.
So a 1007 is your fallback evidence, not your Airbnb proof. In a hosted-only city, it is often the only income evidence left.
When a Hosted-Only City Is the Better Fit
A hosted-only city is the better fit if you plan to live in the property and host guests there. That changes the loan. An owner-occupied purchase uses a different product with a different qualification path. It is not a DSCR deal, and the STR rules and the financing line up better that way.
It can also fit an investor who is not counting on STR income at all. Say you buy a rental in a hosted-only city and underwrite it as a long-term rental. The file qualifies primarily on property-level rental income covering the payment, subject to lender guidelines. If long-term rent clears the coverage line, the STR rule is simply not part of your thesis. Coverage below 1.00 is a separate path. It is available through select lenders in the network, with leverage and terms adjusted.
Where it does not fit: a first-timer who bought because the projected nightly numbers looked great. In a hosted-only city, those numbers can only be realized by someone who lives there. LLC ownership makes this worse. Denver ties the license to a person’s primary residence, so an LLC-owned, non-occupied home is a poor fit, and any LLC vesting is subject to lender program eligibility in any case.
One more risk is rule drift. Lightbox, a real estate data firm, describes primary-residence-only ordinances that also bar accessory dwelling units and second homes. Cities keep adding rules. Hosted-only models also keep spreading to smaller municipalities.
When an Unrestricted Market Is the Better Fit
An unrestricted market is the better fit if you want a pure investment property and want the loan built on STR income. Across the network, STR purchase programs typically reach up to 75% LTV. Cash-out on STR collateral tops out around 70%, and refinances sit near that level too. Expect a 640 minimum credit score and a 1.00 coverage floor on select programs for both purchase and refinance. Stronger ratios open better terms.
Experience matters here. STR programs usually expect about 12 months of landlord or host experience. A first-timer with none should not assume the same treatment as a seasoned host. Some lenders in the network look harder at a first-timer’s file, and a few are more flexible. If you have no hosting history, ask which programs accept an STR-specific appraisal or a data-based projection and what that does to leverage.
Here is a comparison of the same borrower in both markets. Picture an investor with a 700 score and solid reserves buying a mid-priced cabin-style rental. In the unrestricted market, a documented STR projection might push coverage comfortably above 1.00. In the hosted-only market, long-term rent may land the same property near or below 1.00. Below 1.00, select lenders may review the file, with leverage and terms adjusted. Neither outcome is certain. The point is that the market, not the borrower, moved the ratio.
Clearing 1.00 is also not the same as positive cash flow. DSCR compares rent to PITIA only. Repairs, vacancy, management, utilities, furnishing, and capital expenses sit outside the calculation. STR properties carry heavier versions of most of those. Run your own budget beyond the ratio.
A larger down payment lowers the monthly obligation and can lift the DSCR. It does not erase the leverage caps, the credit floor, the reserve rules, or property eligibility. The strongest files clear both tests: enough equity and enough rental coverage.
Regulatory Risk Is Financing Risk
Enforcement is getting tighter. Awning notes that California now requires booking platforms to share host data with local governments. That makes it harder to rely on income from an unpermitted rental. A lender will want to see a legal path to the STR income, so an unpermitted history is a weak foundation.
Stress-test the deal before you go under contract. Ask what happens if the city adds a night cap, a minimum stay, or a residency rule after you buy. Then run the numbers on long-term rent. If the property still covers its payment on that fallback, you have a margin of safety. If it only works on peak-season STR income, the loan is carrying a rule-change risk.
A neighbor’s active listing is also not proof your property is eligible. Permits can be tied to a person, a parcel, or a grandfathering date. Ask the city, the HOA, and the lender before you commit.
Pre-Offer Checklist for a First-Timer
Work in this order:
1. Confirm the city’s rule type: hosted-only, permit-required, night-capped, or open.
2. Check county, zoning, and HOA rules for the specific address.
3. Ask whether a permit transfers to a new owner and whether it is tied to a person.
4. Decide your fallback income basis, usually long-term market rent.
5. Ask the lender how it treats a first-time borrower without hosting history.
6. Budget for furnishing and vacancy, which the DSCR ratio ignores.

DSCR vs. conventional financing
There are two common ways to finance an investment property, and they qualify you differently — here’s how investors weigh them.
Why investors choose it
- Qualifies on the property’s rental income — no personal tax returns, W-2s, or pay stubs needed to document income.
- No personal debt-to-income ceiling to clear, so existing mortgages and obligations don’t cap your borrowing the same way.
- Can be closed in an LLC, keeping the property inside a business entity.
- Built for scaling — not held to the limit on number of financed properties that conventional financing applies.
- Underwriting centers on the deal: generally qualifies when the rent covers the payment, a 1.00x coverage ratio being a common baseline (confirmed in underwriting).
- Designed specifically for investment property, including long-term and, where the program allows, short-term rentals.
Where it’s strong
- Often the lowest ongoing financing cost for a buyer who fully qualifies on personal income — a fit for a first property or a cost-first purchase.
Trade-offs for investors
- Requires full personal income documentation and must fit within a debt-to-income limit — salary, existing debts, and other mortgages all count.
- Typically held in your personal name rather than a business entity.
- Caps how many financed properties you can carry, which can become a ceiling as a portfolio grows.
- Evaluates you as a borrower as much as the property, which usually means more paperwork.
How investors usually choose: a first or single property often optimizes for the lowest financing cost; portfolio builders often optimize for leverage, vesting in an LLC, and scaling past conventional caps. The right answer depends on your goals, the property, and current guidelines — both paths run through select lenders in Lendmire’s wholesale network, with eligibility and terms confirmed in underwriting.
Key Terms Defined
DSCR: Debt service coverage ratio, the property’s monthly rent divided by its monthly housing obligation.
PITIA: Principal, interest, taxes, insurance, and any association dues, which together form the payment the ratio measures.
Hosted-only: A local rule that lets you run a short-term rental only from your own primary residence.
Form 1007: An appraiser’s rent schedule that estimates monthly long-term rent for a single unit.
LTV: Loan-to-value, the loan amount as a percentage of the property’s value.
The Verdict
Pick an unrestricted market if the loan has to rest on short-term rental income and you will not live in the home. Pick a hosted-only city if you will live there and host, or if you would buy the property as a long-term rental anyway. The mistake is buying in a hosted-only city for STR income you cannot lawfully earn. Tax treatment can depend on how the funds are used and how the property is held; investors should keep clear records and speak with a qualified tax professional before relying on any deduction.
Frequently Asked Questions
Can a first-time STR DSCR borrower qualify without hosting history?
It depends on the program. Some lenders in the network review a first-timer using an STR-specific appraisal or a data-based projection, often with adjusted leverage. Ask before you write an offer.
Will the appraiser’s Form 1007 show my Airbnb income?
No. The form documents monthly long-term rent, not nightly rates or business income. The lender decides how STR income is treated, so expect separate STR evidence.
Can I qualify a hosted-only city property on long-term rent instead?
Often yes, if the property is otherwise eligible and long-term rent covers the payment. The file qualifies primarily on property-level rental income, subject to lender guidelines. Coverage below 1.00 is available through select lenders in the network, with leverage and terms adjusted.
Does a larger down payment fix a weak coverage ratio?
It helps. It does not remove leverage caps, credit floors, reserve rules, or property eligibility.
Can I buy an STR through an LLC?
Often, subject to lender program eligibility. In a hosted-only city, an LLC-owned home you do not occupy is a poor fit for a license tied to a person’s primary residence.
